Kalyana Lakshmi scheme has brought down child marriages in Telangana

A study carried out by Tata Institute of Social Sciences, Hyderabad and Mahita, an NGO working for the empowerment of poor and marginalised communities, has found that the Telangana government’s Kalyana Lakshmi and Shaadi Mubarak (for Muslims) scheme has brought down the rate of child marriages in the state. However, this hasn’t brought any substantial change towards the girl child, the study reported. Under the scheme, the government provides Rs 1 lakh towards marriage for women from poor families. The scheme can be availed by women who have completed 18 years of age, belong to the marginalised communities of Scheduled Castes, Scheduled Tribes, Minorities and Backward Castes, with the combined income of parents not exceeding Rs 2 lakh per annum. The primary intent of this programme is to eradicate the menace of child marriage. The study, titled ‘Conditional Cash Transfer Schemes in Telangana’, was carried in Jogulamba Gadwal, a drought-prone district where child marriages are rampant. The researchers interacted with government officials, non-governmental organisation representatives, religious leaders, Anganwadi workers, families of beneficiaries, and adolescent girls for this study. According to the study, the enhancement of the scheme benefit to Rs 1 lakh has made people pause before deciding on getting girls married before they turned 18. “If Rs 1 lakh out of an expenditure of 2 to 3 lakhs is taken care of, it is a huge incentive for the parents who are now willing to delay the marriage of the child till 18 or risk losing this substantial amount of money. Therefore, the incidence of child marriages has reduced in anticipation of getting the money,” it states. The study also found that the ages of women getting married is more than the ages of men in many cases, after the scheme was implemented. “One reason for older women in marital matches becoming desirable could be because of the monetary impetus of the schemes. Due to the availability of assured money, some of it is being promised or demanded as dowry,” the study says. The researchers noted several instances of people resorting to forgery and fraud to avail benefits of the scheme. While some attempted to change their caste to avail the benefit, in other instances they have changed the date of birth of minor girls on their Aadhaar cards to claim that they are over 18. The researchers also found there were several loopholes in the scheme, particularly in establishing the authenticity of Muslim women. “Due to the practice of women’s seclusion or purdah, a male officer who visits the home for verification would not be allowed to enter to check her bonafide,” it reads. The involvement of several officials, including the MLA, in disbursing the amount leads to corruption, the study finds. The researchers suggested that for both the Shaadi Mubarak and Kalyana Lakshmi schemes the government should emphasise on the legal registration of marriage and not simply rely on certificates by religious community leaders. “Since the potential beneficiaries are often non-literate and find it difficult to navigate the system, it would perhaps help them if the scheme is restructured such that applicant data is shared between government departments based on Aadhar or some other ID rather than ask them to get each document individually. This step would (a) ease the burden on the applicants, (b) make the process more transparent and (c) eliminate the intervention of middlemen,” the study says. “Tighter administrative control to curb corruption and elimination of political approval at any stage is needed as such approval fosters a culture of political patronage,” it adds.

TRS leader allegedly abducted by suspected Maoists from his home in Telangana

A suspected group of 15 Maoist insurgents arrived at Nalluri Srinivas Rao home, allegedly assaulted him and his family before kidnapping him.

A group of suspected Maoists allegedly kidnapped Nalluri Srinivas Rao, a TRS leader from Kothur village of Bhadradri-Kothagudem district in Telangana on Tuesday. At around 10:15 pm, a group of 15 Maoist insurgents - some armed with guns and some carrying sticks - arrived at the leader's home, assaulted and dragged him away, according to reports. The 45-year-old former member of the MPTC was at his residence when the unidentified group arrived at his residence. According to the statement given by his wife to the police, three of the insurgents entered the house while others stood guard. They allegedly assaulted Srinivas accusing him of grabbing Gitijan- and Adivasi-owned lands. The Maoists also accused the TRS leader of extending crop loans at exorbitant rates, reported Times of India. Srinivas's wife, Devi, insists her husband was only helping the public. The group reportedly hit her and their son with sticks. Devi is appealing for the release of her husband.  "They also pointed a gun at me. We were not allowed to step out of our house," said Devi reported PTI. Police have formed special teams and are trying to trace the leader.  Assistant SP (Bhadrachalam) Rajesh Chandra told the newspaper, "His phone is switched off but we are following up the case. We are also coordinating with Chhattisgarh and Andhra Pradesh police.” "We are following it up. We want him to come back immediately," District Superintendent of Police Sunil Dutt told PTI. Police said that around 300 villagers of Kothur, Cherla and surrounding villages along with the relatives of the TRS leader have crossed over to Chhattisgarh. Their aim is plead for the release of Srinivas. In November 2015, Maoists kidnapped 6 TRS leaders from the Cherla mandal of Khammam district. They were later released in January the following year.

No action against Hrithik Roshan, Cult.fit directors for 4 weeks: Telangana HC to cops

A customer filed a cheating case against Cult.fit saying that the company did not keep its promise of guaranteed weight loss and daily workout sessions as advertised.
The Telangana High Court on Tuesday directed the Cyberabad police not to take any coercive action on actor Hrithik Roshan and three directors of the Bengaluru-based fitness startup Cult.fit for the next four weeks.  Justice G Sri Devi gave the direction after hearing the plea filed by the three directors and the actor, which sought quashing of the case. Shashikanth, who had availed the Cult.fit service approached the KPHB Colony police station under Cyberabad Police Commissionerate and filed a complaint against Roshan and the company directors on charges of cheating and criminal breach of trust. The complainant alleged that he was not allotted a slot for the workout though he had paid a fee of Rs 17,490 in December last year. The gym was offering weight loss packages for Rs 17,490 to Rs 36,400 for one year. Shashikanth availed the discount offered at the time of the centre's launch. He claimed that since the company advertised guaranteed weight loss and daily work out sessions and with Hrithik Roshan acting as its brand ambassador, a large number of people registered themselves. Senior lawyer T Niranjan Reddy representing Cult.fit told the court that the fitness centre had terminated the membership and refunded Shashikanth, the complainant. Hence, the question of him getting online access to the training sessions does not arise. The lawyer also pointed out that Hrithik Roshan was only a brand ambassador and had nothing to do with the day-to-day workings of the fitness centre. The lawyer called the registering of an FIR against the fitness centre as unfair and making Hrithik an accused in the case as absurd. The company had alleged that it was actually complainant Shashikanth, who had behaved inappropriately and violently with its staff, forcing it to take action against him."The current police complaint appears to have been filed subsequently against us falsely, while also mischievously and wrongly dragging our celebrity brand ambassador Hrithik Roshan into it. We are cooperating with the authorities as per the due process and evaluating the remedial action," Cult.fit Healthcare said earlier in a statement.

Schools and colleges shut in Telangana after student unions call for bandh

Educational institutions across Telangana will remain closed today after various students organisations in the state called for a state-wide bandh. The bandh comes in the wake of the proposed fee hike in private and corporate institutions, especially the engineering colleges in the state who are demanding a 15 to 20 per cent hike in the fee structure for various courses. Most of the educational institutions in the state are shut and some schools have declared a holiday on Wednesday after the bandh was announced last week. The organisations participating in the bandh include the Students Federation of India (SFI), All India Students Federation (AISF), Progressive Democratic Students’ Union (PDSU), All Indian Democratic Students Organisation (AIDSO) and Telangana Vidyarthi Vedika (TVV). Apart from a check on fee hike, the organisations have also demanded that proper infrastructure be provided in government schools, including the buildings of the Gurukul schools, and also quick recruitment of teachers into vacant posts in government educational institutions. The proposal to hike fees for the private engineering colleges came up for discussion at a meeting of the Telangana Admission and Fee Regulatory Committee (TAFRC) on June 29, but a final decision by the committee is yet to be made. For the academic year 2019-20, the colleges have lobbied for a 20 per cent hike for courses with fee below Rs 50,000 and a 15 per cent hike for courses with fee above Rs 50,000. However, this would only be considered a temporary fee hike, until TAFRC issues detailed guidelines regarding the fee structure. According to the colleges, the fee structure had not been increased in the last 13 years, and claimed that they hadn’t been able to revamp their infrastructure due to this.  The other problems listed by the Joint Action Committee (JAC) of the students organisations also include creation of basic facilities in government hostels and junior colleges, allotting postings to TRT candidates and opposing closure of government schools.

TISS Hyderabad students protest campus shift and new fee structure

The new hostel and mess service provider has demanded upfront semester fee payment, causing students relying on scholarships to drop out.
Students of TISS Hyderabad are protesting the college’s new fee structure and hostel facilities, as it is driving socio-economically disadvantaged students to drop out. The protest has been going on for three days since Monday with no satisfactory response from the administration. “They’re threatening us with police action if we don’t remove the blockade,” a student participating in the protest told TNM. The protesting students are demanding that the administration take responsibility for students with Government of India – Post Matric Scholarship (GoI PMS) and those relying on other financial aid. The college, which has not had its own hostel and campus since the time of its inception, was earlier operating from the Telangana State Institute of Panchayat Raj and Rural Development (TSIPARD) Campus in Rajendranagar. This year, the college and hostel have been shifted to the KB School campus in Turkayamjal, further away from the city. Previously, a service provider was selected to run the hostels through a tender. The administration would mediate between the students and the service provider. This year, students claim that the service provider, CN Reddy, was chosen in a non-transparent manner, without consulting the students. “The new service provider wants us to pay the hostel and mess charges for the entire semester upfront. Earlier, we used to pay in affordable instalments. The administration has refused to share a copy of the contract signed with CN Reddy, and the tender documents from other participants. It looks like there was no tender at all this year,” another student said. They feel that Reddy, who owns the entire school campus, hostel and mess facilities, is very powerful and the college administration is helpless while dealing with him. Protesters have even taken to holding placards calling the new campus ‘Reddy land’. What the students are protesting The protests are mainly organised by the Students Action Committee (SAC), a student body formed during campus protests in December 2018 against some of the administration’s decisions, including making the campus non-residential. According to the SAC, the administration’s denial of responsibility for the change in fee amount and payment structure is causing SC, ST and OBC students to drop out as they are unable to arrange the fee amount. “[The administration] has pushed the students into the mouths of the ruthless market … Such a privatisation of the campus space will inadvertently make sure that only those with enough class, caste and gender insurance can step into the Tata Institute of Social Sciences – the apparent propagator of social justice and social inclusion,” an SAC statement reads. A second year MA student said, “Until last year, we (GoI PMS students) had to pay only Rs 15,000 as hostel fees per semester, that too in three instalments of Rs 5,000. We were allowed to pay the mess fees in monthly instalments, or whenever students received their scholarship from their respective state governments or university student aid. Now, they are asking us to pay a total amount of Rs 54,000 at the beginning of the semester.” The student says that on arriving at the campus in July, she was not allotted a hostel room. After staying with her friends for a couple of days, she was asked to leave the hostel as she hadn’t paid the entire fee amount, forcing her to go home. She decided to return to the campus after fellow students persuaded her to join the protest. The student says she was told by the administration on Monday that she could stay in the hostel after paying an instalment of Rs 16,000 of the total Rs 54,000, but the hostel accountant refused to allow it, saying he was yet to receive such instructions from the authorities. Another student expressed concerns over safety in the new hostels. “The girls’ hostel is a few hundred metres away from the campus. Many women students have faced some form of sexual harassment since we were moved here. The administration denies responsibility, saying it is a non-residential campus from this academic year. Yet, they’re collecting hostel fees, and the new hostels have banners that say ‘TISS Boys’/Girls’ Hostel’. Why is the college collecting payment on behalf of a private service provider?” she asks, adding that the college seems to be favouring the service provider, CN Reddy. Administration’s response Students say that they have not received a positive response from the administration, which claims that the college is suffering from a shortage of funds. The SAC says that the administration is going back on the assurances made to students earlier. According to the SAC, “In a letter written by TISS director, Dr Shalini Bharat, to students of the Hyderabad campus dated December 20, it was promised that ‘the institute will continue to play the existing role in arranging accommodation for current batches of students with their active participation. For future batches too, similar arrangements through service providers will be made till such time the institute is able to secure its own campus’.” In response to the student agitation, the administration has claimed that they are making efforts to provide accommodation and dining facilities for the GoI PMS students. The SAC has rejected their claims, citing the reduced number of GoI PMS students in the incoming batch, many not taking admission because of the requirement of upfront fee payment. The administration has also claimed that the hostel and mess fees of Telangana Ashram school senior BA students was arranged through Social Welfare department secretary, Dr Praveen Kumar, but the SAC says three such students have moved to the nearest government hostel as their sponsors were unable to pay the new hostel fees. The SAC also rejected the claim of a slight drop in monthly tariffs, since the new campus is in a remote location far from Hyderabad city where rents are much lower. While the administration has announced that it would allow GoI PMS students from the 2018-20 batch to continue to pay the fees according to last year’s structure, the SAC claims that the instalments to be paid by the 2019-21 batch of students are much higher. Students demand that the earlier fee structure be implemented for all existing and future GoI PMS students. “We hope to get an assurance in a signed document from TISS Mumbai promising to give guarantee of payment on behalf of GoI PMS students to the service provider, so that even if the service provider changes next year the promises made to GoI PMS students stand,” a protesting student said.

Telangana HC upholds disqualification of two TRS MLCs who joined Congress

The Telangana High Court on Wednesday upheld the Telangana Legislative Council Chairman's disqualification of two legislators belonging to the ruling Telangana Rashtra Samithi (TRS) for defection. A division bench headed by Chief Justice Raghavendra Singh Chauhan dismissed the petitions by Ramulu Nayak and Yadav Reddy to strike down their disqualification. The court, which had reserved its orders last month, observed that Council Chairman Swamy Goud acted constitutionally to disqualify the two Members of Legislative Council (MLCs). As the lawyer of the two legislators sought orders to the Election Commission not to hold elections for the two seats till they move the Supreme Court to challenge the High Court verdict, the bench asked the poll panel to take note of the same. Ramulu Nayak, Yadav Reddy and Bhupati Reddy of the TRS had defected to the Congress party before December 2018 Assembly elections. After coming back to power, the TRS sought disqualification of the three MLCs and the Council Chairman had disqualified them. The trio had filed petitions challenging the disqualification. Bhupati Reddy's petition is still pending before the court as he also challenged the validity of Para 8 of the 10th Schedule of the Constitution that allow such disqualifications.

The Hyderabad city police have issued a traffic advisory for commuters in the city, in view of the Golconda Bonalu Celebrations, as a large number of devotees are expected to attend the event from Hyderabad and its surrounding villages from 8 am to 10 pm on Thursday."Heavy traffic and congestion is expected at following three routes leading to Golconda Fort; Ramdevguda to Golconda Fort (via) Makkai Darwaza, Langar Houz to Golconda Fort (via) Fateh Darwaza; Seven Tombs, Golconda to Golconda Fort (via) Banjara Darwaza," the police said in a press release. The police said that they had also made elaborate parking arrangments for those who were attending the celebrations. Devotees coming from Ramdevguda have been asked to park their two-wheeler vehicles between Ashoorkhana and Military Sentry point, while four wheelers can park at Ashoorkhana Parking Place or on the main road at Ramdevguda Junction. Those coming from Langar Houz were requested to park their two wheelers at HUDA Park, while four wheelers would be accomodated at Salar Football Ground or Owaisi Ground. Those reaching Golconda fort from Seven Tombs were requested to park their two and three wheeler vehicles at Priyadarshini School, Area Hospital and the Bus stop near Golconda fort, whereas four wheelers were asked to park at Salar Football Ground or Owaisi Ground."The devotees are requested to park their vehicles at designated parking places only and maintain line system at parking places. Commuters are also requested to take alternative routes to reach their destinations to avoid traffic congestion and co-operate with traffic police," the police said.  Bonalu is an annual Hindu festival celebrated in many parts of Telangana worshipping Goddess Mahakali. It is usually celebrated between July and August each year. In Hyderabad, the celebration is held at the Golconda fort, and thousands of people attend the festivities from across the city and the state.

Row over TRS MLA's Indian citizenship: Telangana HC asks Centre to hear plea again

It was in 2017 that the Centre first decided to cancel TRS MLA Chennamaneni Ramesh's citizenship after a BJP leader claimed that he was a German citizen.
The Telangana High Court on Wednesday granted relief to Telangana Rashtra Samithi (TRS) MLA Chennamaneni Ramesh, as it ordered the Union Home Ministry, which had earlier cancelled his Indian citizenship, to hear his plea again. The legislator from Vemulawada had moved court citing Section 10(3) of the Citizenship Act, which states,"The central government shall not deprive a person of citizen­ship under this section unless it is satisfied that it is not conducive to the public good that the person should continue to be a citizen of India" After hearing the argument of Ramesh's counsel, Justice P Naveen Rao ordered a fresh inquiry and directed the Centre to pass an order on the issue within 12 weeks. It was in 2017 that the Home Ministry first decided to cancel his citizenship after an earlier directive of the Supreme Court to inquire into and determine the dual citizenship of the TRS MLA. The apex court's order came after a petition filed by Adi Srinivas, who contested election against him as the BJP candidate in 2014. The combined Andhra Pradesh High Court had set aside Ramesh's election on a petition by Srinivas, who alleged that Ramesh possessed citizenship of Germany. Srinivas claimed that Ramesh had submitted fake documents, stating that he was in India for continuous one year, to circumvent the rules and contest in the polls. The Supreme Court had stayed the High Court order and asked the Centre to inquire into Srinivas' complaint in six months. With the Home Ministry not addressing the issue even after one year, the petitioner again approached the apex court, which set a six-week deadline. Following this, Ramesh moved the High Court. The ruling party legislator maintains that he had surrendered his Indian passport and took German citizenship in 1993. However, in 2009, he applied for the Indian citizenship and was granted the same. The Representation of People’s Act states that any person who is not an Indian citizen is not eligible to contest or vote in any election.

Shutters to be downed on Walden, one of Hyderabad’s biggest bookstores

Every time a new Harry Potter book released, a sprawling bookstore in Hyderabad’s Begumpet area saw long lines right from 6 am. For most kids living in and around the heart of the city, this bookstore was their Disneyland, their summer holiday escape. Walden’s Begumpet store has been an integral part of many children’s growing-up years in Hyderabad in the past three decades. But as Walden nears its 29th birthday, its main branch in Begumpet will down its shutters for the final time.  Located right next to the Chief Minister’s Camp office, Walden is situated in prime realty, something it has paid the price for. “Walden Bookstore at Greenlands Road Begumpet, after a very successful stint of nearly three decades, is no longer viable due to several reasons, including online selling, traffic conditions, and the change in book reading habit,” the store said in a statement. The bookstore was started by a couple – Shobha and Ram Prasad – on June 28, 1990. Listing the reasons why the store is shutting down, Shobha says, “Online stores, the traffic issue, the flyover, the road expansion where we lost all our parking, the shifting of the airport... Located near the beginning of a major flyover, the area constantly sees heavy traffic, and with parking being lost, access to the store became difficult.” “Before the airport shifted, a lot of people would drop in before going to the airport,” she adds. The store is a mere 3 km away from the city’s Begumpet airport, which was the main airport before it was shifted in 2008.  Shobha says that brick and mortar stores like Walden can no longer compete with online retailers, unless they scale back. “There is no rhyme or reason for the discounts offered online – why do they suddenly give 30 or 40%? We can't do that. We just cannot function if we do that,” she says. “There were no malls when we opened. This was probably one of the biggest stores at the time,” she recalls. However, over the years, they’ve had to scale back in a big way and change the items they stock. “We reduced greeting cards over the years because they were not selling much anymore. We had a huge section at one point and during major events like New Year and Christmas, we used to sell an incredible number of greeting cards, which is not the case anymore,” says Shobha. While a plethora of reasons may have steadily chipped away at the store’s business, it has been a part of one of the biggest moments of 90s kids – the release of Harry Potter books.  “On days that the Harry Potter books released, we used to have people waiting in line outside by 6 am. There would be a line since then, as the books would come only that morning. They would not supply it the previous day as that was the rule. They would not give it to anybody. Our store would be one of the first to get it. Harry Potter was a very big event for us,” Shobha says. Many of the store’s loyal customers are bidding adieu to the store with a heavy heart. Wife and husband dead after suspected suicide pact by family of 4 in Hyderabad

Police said Pawan and Neelam succumbed while their sons, Mannu and Nikhil, both in their 30s, are undergoing treatment at the state-run Gandhi Hospital.
In what seems to be a case of suicide pact, four members of a family in Hyderabad were rushed to the hospital after they attempted to kill themselves by consuming a liquid laced with sleeping pills. The family, reportedly hailing from Punjab, was residing at DD Colony in Amberpet. The incident came to light after a relative found their door locked on two consecutive days. He alerted the house owner, who saw the bodies through the window and dialled the 100 helpline. Speaking to TNM, Amberpet Station House Officer (SHO), J Ravinder, said, “The parents Pawan and Neelam succumbed while their sons, Mannu and Nikhil, both in their 30s, are undergoing treatment at the state-run Gandhi Hospital.” “As of now, we only know that they locked the door from inside and consumed the drink. We are yet to establish what exactly took place and why they took the extreme step,” the SHO added. The police said that both Pawan and Neelam were private employees. CLUES forensic teams visited the spot and collected evidence, and the bodies of the deceased were sent for an autopsy. Police have registered a case under Section 309 (Attempt to commit suicide) and Section 174 of the CrPC (Suspicious death) and further investigation is underway. More details are awaited. A similar incident was reported in 2017 when the bodies of five members of a family, who had allegedly killed themselves, were found near Narsingi on the outskirts of the city. While the bodies of a man and a two-year-old child were found in a parked car on the Outer Ring Road, three women were found lying in the bushes nearby. The deceased were identified as Prabhakar Reddy, his mother Lakshmi, wife Madhavi, sister Sindhuja and son Varshit. Eighteen-year old Gandham Kiran was diagnosed with dengue and jaundice, and declared brain dead by doctors at a hospital in Suryapet in Telangana. Following a declaration by doctors that there was no further hope of reviving Kiran, he was taken off the ventilator, and transported in an ambulance back to his home in Pillalamarri village in Telangana's Suryapet district on July 3, while wearing an oxygen mask. As Kiran's family had been informed that he will breathe his last in a couple of hours, relatives from different places had gathered at his home for the last rites. But that night, hours before his funeral was to be held, relatives noticed tears rolling down Kiran’s cheeks. They called a local Registered Medical Practitioner (RMP) G. Rajababu Reddy, who checked the patient and found a faint pulse.  Kiran had, seemingly miraculously, recovered from his coma. The RMP spoke to the doctor who had treated Kiran at a Hyderabad hospital and on his advice, started administering injections. The day after, the doctor found Kiran showing some body movement. He was admitted to a local hospital. Following three days of treatment, Kiran regained consciousness and started talking to his mother in a feeble voice. Kiran's mother, Gandham Saidamma, who was not informed about her son's condition when he was declared brain dead, believes God answered her prayers and gave a new lease of life to her younger son. "Now he has come back home and taking some liquid diet. We are continuing the medication," Saidamma told IANS over phone from Pillalamarri."After losing my husband in 2005, I worked as a labourer to raise my two sons and gave them the education. They are everything to me," she said. Kiran is second year Bachelor of Science (B.Sc) student at a college in Suryapet. His elder brother, Sateesh, who has done his graduation in Arts, is currently looking for a job. Sateesh said that Kiran, who had started vomiting and having motions on June 26, was first admitted to government district hospital at Suryapet. When his condition showed no improvement, he was shifted to a private hospital at Vanasthalipuram on the outskirts of Hyderabad where was diagnosed with dengue and jaundice and later slipped into a coma. Crops sown drop by over one lakh hectares in Telangana due to poor rainfall

Crops sown in Telangana have seen a drop of 2% in June due to poor rainfall, according to the Agriculture department. As of July 8, crops sowed for the Kharif season constituted 32%, which is 2% less than last year’s crop. Out of the total 43,34,487 hectares (ha) of farmland, farmers have sown crops in a total of 13,81,803 hectares against previous year’s 14,84,244 ha. For the month of June, 19 districts in the state received deficit rainfall (-20% to -59%) and three districts received scanty rainfall (-60% to -99%), affecting agriculture severely. Normal rainfall for the state for June is 180.3 mm but Telangana received only 122.7 mm. The department said that Nalgonda district in Telangana received the state’s lowest rainfall of 45.1 mm, which is 62 mm less from the normal rainfall for the month of June. The drop in hectares sowed is seen in Nizamabad, Kamareddy, Mahabubnagar, Nagarkurnool, Nalgonda and Khammam districts. Last year in June, for example, farmers in Nizamabad had sown crops in 69,877 ha as against the present 10,706 ha. Cotton, paddy, red gram, maize and soya are the crops that are widely grown in Telangana. Of these, farmers have sown paddy in 48,167 ha, cotton in 8,80,321 ha, which is a deficit of 4% compared to last year during June. Red gram was sown in only 1,01,5079 ha against previous year’s 1,36,181 ha, a difference of 11%. However, in terms of the maize and soya sowed, there was a difference of only 1%. Maize was sown in 1,22,278 ha and soya in 84,110 ha. The 19 districts which recorded deficit rainfall were Adilabad, Mancherial, Nirmal, Nizamabad, Jagital, Peddapally, Bhupalapally, Kothagudem, Mahabubabad, Warangal, Rajanna-Sircilla, Sangareddy, Medak, Jangoan, Yadadri Bhuvanagiri, Medchal, Hyderabad, Vikarabad and Mulugu. Due to the poor rainfall, the agriculture department has been advising farmers to avoid growing soya, maize and cotton in areas that are ‘rain critical’. They are also advocating that farmers opt for short-duration (90-120 days) and medium-duration (120-140 days) paddy crops.

The Anti-corruption Bureau (ACB) in Telangana seized Rs 93.5 lakh in cash and 420 grams of gold from the residence of a tehsildar on Wednesday and booked a Village Revenue for allegedly demanding Rs 8 lakh bribe. The police conducted the raids based on tip-offs. On Wednesday, the ACB arrested M Antaiah, the Kondurgu Village Revenue Officer under Rangareddy district for seeking bribe worth Rs 8 lakh from a farmer identified as M Bhaskar. The ACB laid a trap for the VRO and nabbed him while accepting Rs 4 lakh bribe money."The complainant had 12 acres of land but within one day, nine acres of that land disappeared from the records. When the complainant went again to protest, the VRO allegedly demanded a bribe to reinstate the land. So he filed a complaint with us and we set up a trap," said S Suryanarayana Deputy Superintendent of Police (Ranga Reddy district range), ACB speaking to media. The police registered a case and took Antaiah into custody but upon interrogation realised he had help from the tehsildar to tamper the online records. In the raid that took place on Wednesday, the ACB took into custody V Lavanya, the tehsildar of Keshampet mandal, Rangareddy, and recovered Rs 93.5 lakh in cash and 420 grams of gold from her residence at Hayathnagar in Hyderabad. The Rs 8 lakh was to be split – Rs 5 lakh for the VRO and Rs 3 lakh for the tehsildar, reported India Today. The ACB is still investigating her role in the case. Last year the ACB had raided and found Rs 3 crore worth disproportionate assets from Vaidya Vara Prasad, the Fourteenth Additional District Judge of Ranga Reddy district. The ACB said that raids were conducted at multiple residences in Hyderabad, including one in Kondapur and three places in Telangana’s Sircilla district, besides two places in Maharashtra, where the judge had earlier served. 24-year-old slips and drowns in Hyderabad lake posing for TikTok video

Narasimha accidentally slipped where the water was deep and drowned as he did not know how to swim.
The craze for TikTok claimed yet another life as a youth drowned while shooting for the popular video sharing platform in a lake at the outskirts of Hyderabad. The incident occurred in Dulapally lake in Medchal district on Wednesday evening. The youth, identified as 24-year-old Narasimha, had got down into the water to pose for a TikTok video. He along with his friend, Prashanth, danced together in the water to the tune of film songs. Later Narasimha alone posed for the video while his friend was recording it on the mobile phone from a distance. Narasimha accidentally slipped where the water was deep and drowned as he did not know how to swim. Though Prashanth raised an alarm, nobody could come to their rescue. The police recovered the body on Thursday. The Chinese video-sharing application has faced flak in recent times as recently as in April this year, when it was removed from the Google Play Store and the iOS app store in India, a day after the Indian government asked that access to the popular app, which had over 230 million downloads in India, be banned.  The Ministry of Electronics and Information Technology had asked Google and Apple to block the application after the Supreme Court's refusal to stay an order by the Madras High Court from April 3. The Madras High Court had, in an ex-parte order, prohibited the download and use of the popular mobile video-sharing app. The government had been directed to prohibit downloading of TikTok and had prohibited the media from telecasting the videos made using TikTok Mobile App. The court also asked the Centre to answer whether the Union of India will enact a statute, like the Children’s Online Privacy Protection Act, enacted by the United States, to prevent the children becoming cyber or online victims. 50 stray dogs poisoned in Telangana village allegedly on Sarpanch's orders

Authorities in Telangana's Nalgonda district are probing an incident in which 50 dogs were poisoned allegedly on the orders of the village head. The stray dogs were on Wednesday found dead in Telladeverapalli village after some people poisoned them. They were suspected to be killed a day earlier. The bodies were taken in a truck and dumped at an irrigation project site near the village. Village sarpanch Papa Nayak had reportedly ordered poisoning of dogs after locals complained about the dog menace. He had also received complaints of the street dogs attacking some people. District collector Gaurav Uppal ordered an inquiry into the incident. He said action would be taken against those found guilty. In another incident in Siddipet district, four municipal employees were suspended for their alleged involvement in the poisoning of over 70 dogs last month. The action came after former Union Minister and animal rights activist Maneka Gandhi intervened in the matter on an appeal by some people. According to a press note issued at the time, municipal staff were involved in the poisoning of the dogs and the district revenue officer were appointed as the inquiry officer to probe the issue. The police also registered a case against them for cruelty to the animals. According to Section 11(1)C of the Prevention of Cruelty to Animals Act, killing any animal (including stray dogs) by using the method of strychnine injections (poisoning) in the heart or in any other unnecessarily cruel manner is a cognizable offence and can attract a simple or rigorous imprisonment for a term, which may extend to two years or with a fine or both. Telangana Assembly to pass new Municipal Act at special session

A two-day special session of Telangana Assembly will be held on June 18-19 to consider and pass the new Municipal Act. The bill will be introduced on July 18 and a day's time will be given for the legislators to go through it. After deliberations the same will be passed the next day, said Chief Minister's Office (CMO). There will be no other business during this session. The Legislative Council will meet on July 19 to pass the Bill. The new draft Municipal Act has been finalized and has been sent to the law department for vetting. After the Act is passed by the legislature, municipal elections are likely to be held during the first week of August. Chief Minister K Chandrasekhar Rao said the new Municipal Act was aimed at rooting out corruption and offering better services to the people. At a review meeting with officials recently, he said it was through making powerful Acts and their transparent implementation, the government can offer better citizen services to the people.  He said qualitative governance is only possible through bringing in changes to the old and archaic acts. Last week, KCR instructed officials concerned to formulate a new 'Urban Policy' for the state. He said along with the urban policy, a new rural policy and revenue policy should also to be formulated. The CM said that as part of the new Urban Policy, a New Municipal Act, new Corporations’ Act and new Greater Hyderabad Municipal Corporation (GHMC) Act should also be brought in. He also recommended a new Act for the Hyderabad Metro Development Authority (HMDA). "The CM wanted the officials to come out with the draft proposals on these Acts in the next couple of days and informed that the Legislative Assembly session will be called for a brief session to discuss and pass these new Acts. The CM declared that the new Acts should eliminate the corruption in toto at all levels and should never give any room for any illegal and unauthorised constructions. These Acts should help the cities be clean, tidy and green," a press release from the Chief Minister's office had stated.  IANS inputs

In a political development that is raising several eyebrows, Rajya Sabha member and senior leader of the Telangana Rashtra Samithi (TRS) Dharmapuri Srinivas, on Thursday, called on BJP President and Union Home Minister Amit Shah in New Delhi. This came a day after Srinivas, who had remained inactive in the TRS for close to two years, paid a surprise visit and attended a Parliamentary Party meeting of the TRS on Wednesday. Srinivas' son, D Arvind, was recently elected as the Lok Sabha MP from Nizamabad, on a BJP ticket. It now remains to be seen if Srinivas will also follow suit. In June last year, alleging that  Srinivas was working against the party’s interest, TRS MPs and MLAs led by then Nizamabad MP K Kavitha wrote a letter to Telangana Chief Minister K Chandrasekhar Rao to take disciplinary action against him.  In the four-page letter, the MLAs and MPs accused Srinivas, a former Congress leader, of creating several factions in Nizamabad and sabotaging the party from within. Calling him an ‘opportunist’ for inducting his son, Arvind, into the BJP, they accused him of sabotaging the party to ensure his son’s elevation. “While his son is abusing the TRS MLAs and MPs in Nizamabad, rather than condemning him, Srinivas is standing by him. As he did not respect your integrity and is resorting to betrayal, do not wait and watch, instead take immediate disciplinary action against him," the letter stated. “Party workers have brought to our notice many times that D Srinivas has been asking the cadre to work for another party. If he cannot control his family issues, the party will suffer in the future,” Kavitha, who is also the daughter of KCR, had told reporters at the time. D Srinivas is a senior politician from Nizamabad. He was previously the president of the then Andhra Pradesh Congress Committee. He quit the party and joined the TRS in 2015, alleging that the Congress had sidelined him.

The dead body of a female newborn, half-eaten by stray dogs was found in the fields of Rejinthal, a village in Nyalkal Mandal of Medak District in Telangana. The body of the days-old newborn was found with her head and left hand missing from the torso, say police.  Speaking to TNM, Hadnur police station Sub Inspector M Balaswami said, "It was a baby girl, just two-three days old. The body was found in the Rejinthal village fields as it was carried there by the dogs. The head and left hand are not there, remaining legs and one right hand are there with injuries of dog bites.” The body of the newborn has been transferred to Jharasangam government hospital. Police are not drawing any conclusions at the moment and dispelled rumours about this incident being a case of female foeticide or related to black magic. "Its too early to draw conclusions, if we get any leads we will investigate further," said Balaswami.  No missing cases of a newborn were reported at the police station or nearby stations. The police are now scanning village by village from where the body was found to check if any birth has gone unreported."We are still investigating the case,” the officer added. Though the police have not linked the case to female infanticide, the Hyderabad-based Balala Hakkula Sangham says a deeper investigation is needed. They point fingers at past instances when newborns were found floating in sewage ditches, half-eaten by rats and used for black magic purposes.  The child protection group says in order to prevent female newborns being abandoned the Oolya cradle system run by the Telangana state government must be revived and advertised in the rural parts of Telangana."It is very necessary to organise awareness on cradle scheme, where unwanted children will be brought up and given for adoption and the mother/father who want to abandon their child need not even give their identity. The Women and Child Welfare Department should hold awareness programme on the scheme, said Achyuta Rao, Honorary President with the activism group. The Hyderabad police on Friday morning turned up at the doorstep of former Chief Executive Officer of Telugu media outlet Mojo TV, Revathi Pogadadanda, to detain her. The police said that they were investigating a case registered under the SC/ST (Prevention of Atrocities) Act, in which the journalist was an accused. A guest who had appeared on a debate on the channel had filed a police complaint saying he had been insulted. Taking to Twitter, Revathi said, "Cops at my doorstep! They want to arrest me without a warrant. For a case that is as old as January. I am an A2 in this case of SC/ST. There is no notice, no warrant. These are Banjara Hills police on the direction of their ACP KS Rao. They tried to take my phone.” (sic) "They tell me I'm creating a law and order problem! How brilliant is that I am creating a law and order problem in my own home! Brilliant job," she added. Revathi also alleged that despite not having a warrant or a notice, the police personnel demanded that she accompany them to the police station, even though she informed them that she had to send her child to school, and also had a doctor's appointment. "Cops have been tripled at my house. Arresting a journalist without a warrant is the top priority of the government right now," she added. Speaking to TNM, ACP K Srinivas Rao said, "She was not cooperating with the police. We have already served two written notices and also called her and asked her to come to the police station, but she did not respond." Revathy’s husband, Chaitanya Dantuluri, a filmmaker by profession, who was standing outside the Banjara Hills police station refuted this. “On May 20 we received a notice asking for her presence at the station. We responded within 48 hours. She had been on an indefinite hunger strike over the hostile takeover of her channel from May 22 night. After the hunger strike, she asked for two to three days. There was no response from their side, so we got in touch with the police again asking them when to meet. They delayed it again. We then called again for an appointment, the ACP told us it was not required. Now today the police are at our door. She is accused number two in the case, and anyway she resigned from Mojo TV in the first week of June,” Chaitanya said. Chaitanya alleged that the police planned to arrest her on a Friday with the intention of keeping her in jail at least until Monday. The case The case in question dates back to January this year when a guest appeared on the channel about a discussion over the entry of women into Sabarimala temple in Kerala. Revathi was moderating the discussion along with another anchor, Raghu, when the latter got into a heated argument with a guest, identified as Varaprasad. On the show, when Varaprasad accuses the channel of having ‘jaundiced’ and ‘biased’ views, an angry Raghu retorts, "As a Dalit person, you don't question the oppression of Dalits in the country. Instead you’re worried about women's temple entry.” As the argument gets more heated, Raghu asks Varaprasad to get out. An angry Varaprasad then says that he was being disrespected. "You invited me respectfully. You must tell me to leave respectfully. How can you ask a Dalit person to 'get out'?" he asked. Varaprasad took offence at the mention of his caste and claimed that mentioning his identity in public, on a show that was viewed by thousands of people across the state, itself was discrimination. Revathi then breaks up the argument and cuts to a commercial break, saying, “Raghu, you don't have to do anything. Let it be. They have come here on purpose to pick a fight." As Varaprasad continues to protest, Revathi says, “They have come here on purpose to pick a fight. We are not talking about Dalits. Don't divide on purpose. Mojo condemns attacks done in the name of Hindutva." Watch the video below: Varaprasad then approached the Banjara Hills police and filed a complaint. Revathi alleges witch hunt Revathi has been alleging harassment by the Telangana Rashtra Samithi (TRS)-led state government for the last few months, ever since a case of forgery was booked against her mentor Ravi Prakash, the former CEO of Associated Broadcasting Company Private Limited (ABCPL), the parent company of multilingual television news channel TV9, by the Hyderabad police. Earlier this year, Alanda Media had bought more than 90.54% stake in TV9. Ravi Prakash claimed that Alanda’s hostile takeover was intended to strip away his editorial and operational independence. He also alleged that he was kept in the dark about the involvement of influential businessman Jupally Rameshwar Rao, owner of real estate company My Home Group, who is known to be close to various politicians including Chief Minister K Chandrasekhar Rao. Both Revathi and Ravi Prakash have claimed that the clampdown is part of efforts being taken by the state government to curb editorial independence of media outlets which have been critical of the ruling party. Ravi Prakash is the founder  of MoJo TV. Congress Working President Revanth Reddy also reacted to the row, stating, "This is a clear cut case of harassment by corporate companies on media and journalists. The government should immediately intervene!"

Interstate gang who looted 50 temple donation boxes arrested by Cyberabad police

The Cyberabad police have arrested a gang of 6 members accused of stealing from donation boxes of nearly 50 temples across Andhra Pradesh, Telangana and Karnataka.  The thefts were committed in the limits of Cyberabad Commissionerate, Vikarabad, Mahababoobnagar, Narayanpet, Wanaparthy, Nagarkurnool and Gadwal districts of Telangana; Kadapa and Chittoor districts of Andhra Pradesh and Chikkaballapur and Kolar districts in Karnataka.  Police have recovered 60 grams of gold ornaments worth Rs 2 lakh and nearly 3 kilos of silver ornaments, which are worth Rs 1.25 lakh. The motorcycles and mobile phones of the accused have also been seized.  According to the police, the members of the gang belong to the same village of Kotha Madhavaram in Kadapa district of Andhra Pradesh. The main accused, Adinarayana, and his brother were previously arrested by the Kadapa town police in 2017 for breaking into homes and temples. After being released in early 2018, the two brothers are said to have formed an organised gang with their relatives.  The modus operandi According to the Cyberabad police, the members would go around on their motorcycles looking for temples. They would visit a temple and insert coins in the donation box, listening with their ear against the box to figure out whether there is a huge amount of cash inside. They would then return at night, break the temple locks with iron rods, take the money and divide it among themselves. They would observe the surroundings in advance during the day, to be prepared in case of trouble. The members would often change their residence to avoid being caught, setting up temporary huts on the outskirts of different villages and towns.  According to the police, the gang has committed a total of 28 thefts in Telangana, 9 thefts in AP and 13 in Karnataka. A special team was formed with the CCS Shamshabad police, who visited different places across the three states, went through CCTV footage and tracked the offenders’ motorcycles before apprehending them. Police have said that the loss of property on record is nearly Rs 11,50,000.  “It’s difficult to tell how much they stole. Temples don’t always count the money in the donation box daily, so even some of the complainants don’t know how much has been stolen,” CCS Shamshabad police said.
