Additional taxes, hiked licence fee: New liquor policy introduced in Telangana

The retailer margin on beer has been reduced from 25% to 20% and will adversely affect the revenue of over 40% of liquor shops, say liquor dealers.
The new liquor policy of Telangana unveiled on Thursday has hiked licence application fees and has laid down new excise tax brackets for liquor shops. The new policy could lead to an increase in liquor costs in the state, point out liquor shop owners.    Under the new policy, the non-refundable application fee for liquor shops has been hiked from Rs 1 lakh to Rs 2 lakh. In 2017, the fee was hiked from Rs 50,000 to Rs 1 lakh and had helped collect over Rs 400 crore as licence fee from over 41,000 applications. The Revenue Department has also issued notification on the allotment of retail liquor shops licences for 2019-21. The new excise policy is expected to come into effect from November 1, 2019. The present number of retail shops in the state stands at 2,216.  A special retail excise tax of Rs 5 lakh per annum will also be collected from the liquor shops as a one-time collection per licensee. The retailers will have a fixed margin at 27% of ordinary and premium varieties of IMFL and FL and 20% on beer.  A total of six fee slabs have been set up for the traders to get a licence — the fee will range from Rs 50 lakh to Rs 1.1 crore and the rate varies depending on the population density of where the shop is to come up. Earlier, the tax slab of Rs 45 lakh has been split into two slabs, that will collect a fee of Rs 50 lakh and Rs 55 lakh. The previous tax slab of Rs 55 has been split into two to collect Rs 60 lakh and Rs 65 lakh.  Speaking to TNIE, the Telangana wine dealers association president D Venkateswara Rao said, "The retailer's margin on beer has been reduced from 25% to 20%. As much as 40% of retailers share of profit is from beer and reducing the same can cause us losses." While the state is expected to generate an estimated Rs 132 crore from the sale of liquor licences, the new policy also has irked liquor shop owners who say they will be forced to sell liquor over the MRP. Telangana RTC strike: Govt seeks assistance from private bus owners and drivers

With no signs of the Telangana State Road Transport Corporation  (TSRTC) strike on October 5 being called off, transport officials in the state are trying to rope in private bus owners and drivers to ensure smooth service on Dasara, which falls on October 8. This is after two rounds of talks between the nine unions and the state government failed, with barely 24 hours left for the strike to begin. The corporation has written to depot managers to hire private bus owners and ensure that they hire their drivers and conductors. The corporation is even making a database of all contractual and casual employees in the RTC so that their service would be availed during the strike. The children of the staff and retired employees of the RTC have also come forward as volunteers. The RTC has also requested the Road Transport Offices (RTOs) to provide them with a list of all eligible drivers of heavy passenger vehicles with a minimum of 18 months experience.  The nine unions had made 26 demands, but the state government-appointed panel sought more time to discuss the issue of merger of RTC with the state government and requested the unions to call off the strike. The panel assured the unions that a report stating the issues would be readied, "We asked them to tell us when this report would be ready but the committee isn't even giving itself a deadline," said Thomas Reddy, TSRTC JAC co-convenor.  The union members also expressed concern over the state possibly hiring private bus drivers as an alternative. "It’s very unfortunate that they called for private bus drivers, endangering the safety of lakhs of people who want to travel for holidays. Can the government vouch that these drivers and operators are good enough for the job?" said another member of the TSRTC JAC to TNIE.

Telangana farmer attempts to bury himself after allegedly being denied land document

A farmer from Narsimhulupet in Telangana’s Mahabubabad district dug a grave and attempted to bury himself in protest after he was allegedly denied land documents by the tehsildar. He was rescued by onlookers.  Meka Prabhakar Reddy, a farmer from Ramannagudem village, alleged that the tehsildar denied him a pattadar passbook (land document), although he is the owner. A farmer in #Mahabubabad district of #Telangana tried to bury himself for not issuing his land passbook. Prabhakar claimed that one of his brothers colluded with a local politician in order to ensure that Prabhakar doesn’t get the land document.  “15 acres of land was split among us three brothers in 2001. In 2010, my brother stopped cultivating and complained that the land was in poor condition. At the time, elders in the community addressed the issue and we had an agreement, but my brother didn’t honour it. I already have the patta for 5.26 acres on my name. When I approached the tehsildar, he denied me the passbook, and said the local MLA doesn't want me to get it,” Prabhakar said in a video. In the video, Prabhakar went on to add that he receives assistance from the Rythu Bandhu scheme (the Telangana government’s financial assistance scheme for farmers) but did not get the pattadar passbook.  “The Joint Collector inquired into the incident. The brothers have had a family dispute since 2017 because of which the passbook couldn’t be issued. Only if all three members consent will the passbook be issued. The family has said that they will resolve the dispute,” a source told TNM.  Land related controversies are common in Telangana. To address this, the state government said that it would bring in a new Revenue Act to address irregularities and provide solutions to the issues of farmers. Heavy rain alert for Hyderabad till Saturday morning: IMD

Rains may lash Hyderabad and various parts of the state again. The Indian Meteorological Department (IMD) in Hyderabad has once again issued an alert for Hyderabad until Saturday morning.  Speaking to TNM, IMD Hyderabad Director YK Reddy said, “We have issued a heavy rain alert for Hyderabad till Saturday morning. Parts of the city will see rains. Across Telangana, there will be showers in isolated areas.” Heavy rains are expected with Alwal, Chintal, Kapra, Serilingampally, Quthbullapur and Malkajgiri. “Heavy rain very likely to occur at isolated places in the districts of Adilabad, Komuram Bheem-Asifabad, Nirmal and Jagtial, Rajanna Sircilla, Karimnagar, Peddapalle, JS-Bhupalapally, Mulugu and Nagarkurnool and Nalgonda districts,” the IMD alert for Friday said.  The IMD said that 25% of the places in the state may receive heavy rainfall till Saturday morning. Last week, rains brought Hyderabad to a standstill, and many areas in the city were inundated. Low-lying areas in the city were the worst-hit.  Following the IMD alert. authorities of the Greater Hyderabad Municipal Corporation (GHMC), disaster management and the police have started taking precautionary measures. Hyderabad police arrest one for murdering ISRO employee

A quarrel over not paying for sex led to the accused killing the ISRO employee with a knife, say police.
The mystery surrounding the murder of the ISRO employee working with National Remote Sensing Centre (NRSC) at his residence in Ameerpet, in the heart of Hyderabad city, has been solved by the police with the arrest of one person on Friday. The Hyderabad police have arrested Janagama Srinivas, a lab technician also residing at Ameerpet, the area where the 56-year-old ISRO employee, S Suresh was residing. Police claim that Suresh was lonely and as he was financially well-off, Srinivas got closer to the ISRO employee for some work related to the diagnostic centre he was working in. The police claim, the accused, Srinivas, exploited the "loneliness and urge to perform unnatural act" (an offensive and homophobic term used in Section 377 which the Supreme Court has struck down) but expected monetary favours in return. Police say Suresh was murdered after an argument broke out between the two about the payment for sex. How the case unravelled Police identified Srinivas as a suspect based on the statements given by the Annapurna apartment security guard, domestic worker and the neighbours of the deceased. On October 1, Suresh was found lying naked at his apartment with head injuries. The door to the apartment was locked from the outside and the building did not have any security measures in the form of CCTV cameras. Suresh's family had reached out to the police through the neighbours after attempts to reach him on the phone failed. The last person to see Suresh alive was the building security guard who saw him arrive drenched in the rain at around 5:30 pm to the building basement to park his bike. Suresh, who hails from Kerala, had been living alone in the apartment for the past several years and had been a resident of  Hyderabad for 20 years. His neighbours described him as a quiet and reserved man who largely kept to himself. According to the police press statement, the deceased Suresh and the murder accused Srinivas were in a relationship where sexual favours were exchanged. However, police say Srinivas was expecting to be paid for sex and that he murdered Suresh for refusing to offer payment. Police say Srinivas purchased a knife on September 30 and visited Suresh at 9:30 pm. The duo got intimate after which an argument broke out about payment. Police say Srinivas attacked Suresh with the knife, causing serious head injuries that resulted in his death. Police traced the accused after reviewing CCTV camera footage from nearby junctions and with the tip-off that Srinivas was an employee of Vijaya Diagnostics. Police have recovered the knife used as the murder weapon, 2 rings that belonged to Suresh and Rs 10,000 from the accused. Suresh is survived by his wife who is a bank employee based out of Chennai and two adult children. Speaking at the press conference on Friday, the Hyderabad Police Commissioner, Anjani Kumar said, "Srinivas was regularly visiting the deceased, they were always seen together. We used blood samples, presence of hair at the crime scene and the phone call of the person was also analysed." The SR Nagar police took 39-year-old Srinivas into custody based on these details and upon questioning, new facts came to light, said the Commissioner."In this entire process, we found evidence of unnatural sex activities, that's also one of the motives because unnatural sex money transaction was an important thing. That turned out to be the reason why this murder has taken place," the Commissioner added. The term ‘unnatural sex’ was previously used under Section 377 of the IPC to describe sexual acts between two consenting persons of the same gender or sex, among other acts. A five-member bench of the Supreme Court had pronounced that Section 377 was used to target the LGBTQI+ community in India, and it was struck down in 2018. However, the Hyderabad police appears to be still using the term to refer to the LGBTQI+ community.

Those who go on strike will be sacked, Telangana govt threatens TSRTC employees

Around 50,000 employees are expected go on strike to press for their demands, the chief being merger of TSRTC with the government.
With the indefinite strike called by the employees of Telangana State Road Transport Corporation (TSRTC) beginning Friday midnight, the state government warned that all those who failed to report to duty by 6 am on Saturday will lose their jobs. The government late Friday night announced that only those who report to duty by 6 am on Saturday will be treated as the employees. Those who don't report by 6 am on Saturday will be deemed to have given up jobs on their own, said an official statement after Chief Minister K. Chandrasekhar Rao held a review meeting with transport minister and top officials. The government made it clear that those failing to turn up will never be taken back in the state-owned corporation and assured full protection to those attending their duties. Rao, who held the meeting soon after his return from New Delhi, took serious note of the decision of the Joint Action Committee (JAC) of TSRTC employee unions to go on strike from Friday midnight. The government also dissolved the three-member committee of IAS officials constituted to look into the demands of the employees and declared that there will be no more talks with the union leaders. After talks with the panel Friday morning, JAC leaders announced that all 50,000 employees will go on strike to press for their demands, the chief being merger of TSRTC with the government. Transport minister P. Ajay, few senior MPs, government advisor Rajiv Sharma, Chief Secretary S.K. Joshi, Director General of Police Mahender Reddy, senior IAS officials Somesh Kumar, Sunil Sharma, Ramakrishna Rao and Narsing Rao attended the review meeting. The three-member committee briefed the chief minister on the talks held with JAC leaders earlier in the day. The government took strong exception to JAC calling for strike at a time when it was hoped that the income during Dasara and Butkamma festivals will be some help to TSRTC, which is neck-deep in losses. Officials said the government has issued orders banning the strike. They maintained that if the employees resort to illegal strike, the organization has right to dismiss them from service. They said all alternate arrangements were made to ensure that people do not face any hardship due to the strike. Out of 10,000 buses of TSRTC, 2,100 are hired buses. Officials have made plans to operate these hired buses. They said 5,000 people have come forward to work as temporary drivers. With this, they claim to be in a position to operate 7,000 buses.

Telangana Chief Minister K Chandrasekhar Rao on Friday met Prime Minister Narendra Modi in New Delhi with a long wish list. It was the first meeting between the two leaders after they were re-elected to their respective posts for a second term. During the meeting that lasted for more than an hour, Rao submitted memorandums on 22 issues, according to the Chief Minister's Office in Hyderabad. The Chief Minister wanted the Centre to provide financial assistance to Mission Kakatiya and Mission Bhagiratha as recommended by the NITI Aayog. The planning body had recommended Rs 5,000 crore and Rs 19,205 crore for the two programmes, respectively. KCR, as Rao is popularly known, also sought the release of Rs 450 crore as the fifth instalment of assistance for the backward districts in Telangana as per the Andhra Pradesh Reorganisation Act. He called for the revival of the Cement Corporation of India in Adilabad district with the help of National Highways Authority of India. KCR also urged the Prime Minister to enhance the number of judges in Telangana High Court from 24 to 42. The establishment of an Indian Institute of Management (IIM), sanction of Indian Institute of Science Education and Research (IISER), sanction of 23 Jawahar Navodaya Vidyalayas (JNV) in new districts, early completion of pending railway projects, setting up of a steel plant at Bayyaram in Khammam district as per the Reorganisation Act and release of funds for National Investment and Manufacturing Zone (NIMZ) at Zaheerabad in Medak district were the other major demands. The demands also included development of the Hyderabad-Nagpur and Warangal-Hyderabad industrial corridors and allotment of funds under the Prime Minister Gram Sadak Yojana (PMGSY) for upgrading 4,000 km for better connectivity in backward regions. KCR sought the setting up of a National Institute of Design (NID) in Hyderabad. Its location was shifted to Vishakhapatnam after bifurcation. He also sought sanction for setting up an Indian Institute of Information Technology (IIIT) under the public private partnership (PPP) model at Karimnagar. The Chief Minister urged Modi to ensure sub-categorisation of scheduled castes in the state and enhancement of reservations for backward classes (BCs) in employment and education to 37 percent, for SCs to 15 percent and STs to 10 percent. KCR also demanded 33 percent reservation for OBCs and women in Parliament and state legislatures and referred to the resolution passed in the state Assembly. The Telangana CM wanted the Centre to bear the total cost instead of the ratio of 60:40 for road works in Left wing extremism affected areas. He also sought total central funding for Tribal University as Central University in Warangal, one-time grant-in-aid of Rs 1,000 crore for the Warangal Textile Park, and declaring Ramappa Temple as a World Heritage Site. KCR also called on Home Minister Amit Shah and Defence Minister Rajnath Singh and discussed various state-related issues with them.

Huzurnagar bye-polls in Telangana: Suryapet SP transferred by EC for alleged bias

For alleged partisan attitude of the Superintendent of Police, the Election Commission of India (ECI) has transferred the Suryapet district SP, R Venkateswarlu ahead of the bye-elections in Huzurnagar, which is scheduled on October 21. The ECI issued orders directing that the official be attached to the state headquarters and be given non-election related posting with immediate effect. According to The Hindu, Venkateswarlu would be replaced by 2012 batch IPS officer R Bhaskaran. While the EC did not specify the reason for the transfer, Venkateswarlu was transferred following complaints filed by the BJP leaders that the SP was working in favour of the ruling Telangana Rashtra Samithi in the run up to the bye-poll. Besides the BJP, the Congress party too made complaints about the SP's alleged bias in favour of the ruling party. The ECI has also appointed senior official BR Balakrishnan and Suresh Kumar as poll observers in the bye-elections. These officers would monitor the poll expenditure of the contestants. Welcoming the decision of the Election Commission of India, Telangana Pradesh Congress Committee (TPCC) Treasurer Gudur Narayana Reddy in a media statement said that the move would help in the conduct of Huzurnagar bye-elections in a free and fair manner. He said that the police officials should never have any political inclinations as it would badly impact the democratic processes. He demanded that the ECI appoint one Central Observer for each of the seven mandals in Huzurnagar Assembly constituency. Narayana Reddy added that the ECI should immediately act on complaints of violation of Model Code of Conduct, especially by the ruling party. A total of 28 candidates are in the fray for the elections. Bye-elections in Huzurnagar are being held following the resignation of TPCC chief Uttam Kumar Reddy. Uttam Kumar had resigned as the MLA after he was elected as MP of Nalgonda. In Huzurnagar, the contest is primarily between TRS candidate Saidi Reddy and Congress’s Padmavathi Reddy, former MLA of Kodad and Uttam Kumar’s wife.

One held by Hyderabad cops for creating fake profiles of senior woman IPS officer

The Cyber Crime police in Hyderabad on Friday arrested a 28-year-old man for allegedly harassing several senior police officers by creating fake IDs on social media and posting obscene and vulgar photos along with their phone numbers.  The accused has been identified as Kunapareddy Manmohan, a resident of Krishna District of Andhra Pradesh. In a press note, the police said that they had received a complaint from a senior police officer on October 3, in which she stated that someone had created multiple fake Facebook profiles repeatedly using her name and official pictures with obscene content."(The accused) shared her official contact details with anonymous persons in objectionable manner. Hence she requested to take necessary action as per law," the press note stated."A special team was formed and after investigation, the accused was traced to Krishna District in Andhra Pradesh. The team arrested the said accused from his house," the police added. Police said they also suspected that the accused created multiple fake Gmail accounts of senior IAS and IPS officers, which he would then use to create fake social media profiles, before posting obscene content and interacting with anonymous people on social media. The accused was later produced before a local court and sent to judicial remand. Police said that they seized one Samsung Tab and one Wi-Fi router. The SHE Teams and the Cyber Crime police at the Central Crime Station (CCS) in Hyderabad have noted that harassment through social media and phone calls is on the rise in the city and students form a major chunk of the accused. There have been instances where victims of sexual harassment and abuse online, in the city, were as young as 13 or 14. ACB nabs Telangana Junior Lecturers' Assn President, assets worth Rs 3 cr unearthed

Raids were conducted at Madhusudhan Reddy’s properties after he allegedly demanded a bribe for the transfer and promotion of lecturers.
The Anti-corruption Bureau (ACB) on Friday carried out raids at the properties of P Madhusudhan Reddy, who is president of the Telangana Government Junior Colleges Lecturers’ Association, and unearthed disproportionate assets worth Rs 3 crore allegedly amassed by Reddy. Madhusudhan Reddy is one of the suspects in the Intermediate question paper leak of 2007, according to Telangana Today. Following searches at the properties of Madhusudhan and his benamis at Hyderabad, Vikarabad and Mahabubnagar in Telangana, and Kurnool in Andhra Pradesh, Reddy was arrested on Friday. The raids were reportedly carried in 10 different locations. The raids were conducted at Reddy’s properties after he allegedly demanded a bribe for the transfer of lecturers and promotions. Following several complaints of demanding kickbacks for transfer of employees, the ACB had booked a case against him on Thursday and carried out raids the next day. An investigating officer told Newsmeter, “ The accused owns immovable  properties worth Rs 1. 81 crore and a semi furnished flat worth Rs 24 lakh, which is against his legal source of income. The raids found  cash worth Rs 52 lakh in the bank account, Rs 52 lakh in fixed deposits, Rs 16 lakh cash at his brother-in-law Mahender Reddy ‘s residence and another Rs 19 lakh with his colleagues." Further, the officer said that along with Mahender Reddy, there are other colleagues, who are his alleged benamis. Reddy had joined the service as a junior assistant in 1991 at the Board of Intermediate Education (BIE), and subsequently was promoted as a junior lecturer and eventually became the president of Telangana Government Junior Colleges Lecturers’ Association. The role of the president of Junior Colleges Lecturers’ Association is to address the concerns of the junior lecturers and work for their welfare. The ACB officials are also reportedly probing his alleged involvement in the 2007 paper leak of the Intermediate exam. Vidyasagar Jagadeesan, an employee of ICICI Bank in Hyderabad, was in for a pleasant surprise last week, when a complete stranger walked up to him to thank him, and gifted him a raincoat. Vidyasagar is one of the many volunteers in Hyderabad who help the Cyberabad Traffic Police manage traffic during rush hours in the city, thanks to the 'Traffic Volunteers' initiative by the Society for Cyberabad Security Council (SCSC). Speaking to TNM about the incident, he says, "I didn't even know her but she works in the same building. She happened to see me volunteering on a rainy day. I had forgotten my raincoat and I was drenched while managing traffic. She said that she couldn't stop to say thanks, so she bought me a raincoat as a token of gratitude. The Traffic Volunteers initiative began in 2014 and the SCSC says that they have registered a massive growth, with around 300 volunteers from different IT companies contributing 20,000+ hours of effort to support the Cyberabad Traffic Police team, so far. Volunteers also capture violations and share them with the Traffic Police to raise e-challans. Companies from where techies actively participate include Microsoft, TCS, Virtusa, Tech Mahindra, Wipro, Infosys, Capgemini, HSBC, Dell and ICICI to name a few. Speaking to TNM, Krishna Yedula, the general secretary of SCSC says, "The initiative started with just 4 or 5 volunteers and has become a movement today, thanks to committed IT employees who use their free time to extend their support to traffic cops during peak hours and regulate traffic.""We have great stories to tell about these passionate souls who don't get tired of this tough job, day in and day out, whether it rains or shines," he adds."I have been volunteering at the ICICI junction itself for the last 10 months, because the flow of traffic is huge in the evening. I volunteer for around two to three hours in the evening after work," says Vidyasagar. Signing up To sign up, all one needs to do is approach the SCSC at the Cyberabad Commissionerate in Gachibowli. All traffic volunteers have to undergo mandatory orientation and Basic Life Support (BLS) training organised by Cyberabad Traffic Police and the SCSC.  A traffic volunteer registration cum attendance app has also been developed for this purpose. Every volunteer is also provided with a kit comprising of a jacket, a cap, a whistle and a raincoat. They are also given an ID badge so commuters can identify them as approved volunteers."SCSC traffic forum created a structure in such a way that there are junction coordinators for every junction in the IT corridor, to coordinate deployment of volunteers on a day to day basis," Krishna says."You can pick and choose but generally, volunteers do it on an everyday basis, especially in the evenings, when the traffic is a lot. I had taken a break for 3 months in between because of personal commitments but because of the rains in September, I decided to pitch in again," Vidyasagar says.  The impact Speaking to TNM, DCP Cyberabad Traffic Police Vijay Kumar says, "The first impact is the change among the attitude of the volunteers themselves. Once the volunteers begin work, they get more mature and informed as citizens. They understand that if there is a pothole or a signal is not working, they can't have a knee-jerk reaction and blame the traffic police. They understand the complexity of city governance and the responsibilities of each department and the scope of the police.""Secondly, they also help the police as they inform us about various issues, especially in the interior roads. If there are traffic issues or violations; from bottle necks, to breakdowns to accidents, they report it to us," he adds.  The senior police officer also notes that the volunteers help spread information about various public initiatives taken up by the traffic police. "For example, everyone has a misconception on helping accident victims and remain bystanders. The volunteers are more ready to step in and help victims, and they also create awareness about such things with their friends, colleagues and family," Vijay Kumar says. The police also award and incentivise volunteers who contribute the highest number of hours, provide good solutions at junctions or display Good Samaritan traits. "It is certainly a tiring task but the satisfaction it brings to volunteers is unexplainable. One has to go through this experience to understand it. When we started this initiative, the larger objective was to address the road user behaviour, and we cannot change the world overnight. Having said this, if that one volunteer changes their mindset about their responsibility of adhering to traffic rules and changes himself or herself, we would achieve our goal," Krishna says.

The rapid growth and urbanisation of the city over the last two decades has made it necessary for the people of old city to learn the language.
Aiming to popularise and change the perception of Telugu in Hyderabad's old city, which predominantly has Urdu speakers, the Jamat-e-Islami has been holding spoken Telugu classes for those who want to learn the regional language. Thanks to this initiative, several techies, students, youngsters and people from different age groups are now able to speak Telugu fluently. The classes are conducted in the Khilwat area in the heart of old city, by noted Telugu pandit MA Samad. Speaking to TNM, Yusuf Ali Khan of Jamat-e-Islami's Khilwat unit, who has been instrumental in conducting the classes, said that the idea came about as the youth of old city only spoke Urdu, and there was a need for them to learn Telugu, not only for communication, but also to attend job interviews and other career prospects.  After discussing the issue, the Jamat came up with a plan which has appeared to work. Changing a mindset Dr Faheem Uddin, Assistant Professor Translation Department, School of Languages, Linguistics and Indology at Maulana Azad National Urdu University, said that the common perception among the masses in this part of the city is that Telugu is an insignificant language in the area, and that this is why many are not inclined towards it. Urdu was the official and common language used by the people of Hyderabad during the Nizam regime until the early 20th century. All official communication was in Urdu, and there was a great stress on the language. In fact, even when Osmania University was set up in 1918, Urdu was the medium of instruction. "Apart from the common people, an elite group which included Hindus and Muslims, used Urdu as their conversation language. This negative attitude towards Telugu continued even after the merging of Hyderabad State with India. In contrast, the Urdu speaking people residing in the districts of Telangana easily adopted Telugu as a language," Faheem added. In the old city, however, there's still resistance towards learning Telugu. According to Dr Faheem, in pockets of the old city, there are several Hindus too who don't know Telugu as they only speak Urdu at home. Though the residents may have spent decades in Hyderabad without knowing Telugu, the rapid growth and urbanisation of the city over the last two decades has made it necessary for the people to learn the language. Many people from the old city travel to other parts of Hyderabad either on business or to their workplace. Poet and comedian Munawwar Ali, who has conducted several Urdu programmes over the decades, said, “The people of the old city are narrow-minded about learning Telugu and they're distancing themselves from it because they have a contemptuous attitude towards the language." Munawwar said that in the Nizam era, the Hindus also learned Urdu and they were very fluent as Urdu was the official language of the State. "One should learn the language and no discrimination should be meted out to any language as it is a platform of communication," he said. The result Mohd Fareed Uddin, who works in a software company, is among those who've benefited from the Telugu classes. He said that previously, he was not able to understand any Telugu. However, the learning experience was good for him and his colleagues."Now, when we go to our workplace, or even places like a hospital, government office or a police station, we are less lost and feel more comfortable speaking Telugu," he said.  "As far as vocabulary is concerned, it needs time and practice. However overall, it was a good experience for me and my classmates as we can now understand Telugu and are trying our level best to speak it  as well," he added. Fareed had earlier studied Telugu till Class 10 but had not taken an interest in the language after that."After several years, my interest towards Telugu has increased as it is the official language of the state and the people whom I meet on a frequent basis speak Telugu. So, I felt the need to learn the language and I have benefited greatly," he said. About 40 people in the age group of 25 to 40, which includes young graduates, freshers, students and IT techies, have benefited from these classes. Buoyed with the overwhelming response, the Jamat-e-Islami is contemplating extending the classes to other parts of the old and new city.  As far as the syllabus is concerned, Samad has designed the curriculum according to age, abilities and skills. The classes for the first batch went on for about 45 days. He observed that after successfully conducting the classes, the students began initiating conversations in Telugu. To improve their ability, they started a WhatsApp group and now share their day-to-day experience of learning the Telugu language through it.

Ravi Prakash, journalist and the former CEO of Associated Broadcasting Company Private Limited (ABCPL), the parent company of TV9, was taken into custody by the Banjara Hills police on Saturday morning. The police in Hyderabad are presently investigating a case of forgery and cheating against Ravi Prakash, who was forced to step down earlier this year, after the Board of ABCPL passed a resolution revoking all powers vested with him. Speaking to TNM, the police confirmed that they had taken Ravi Prakash into custody. In a complaint filed with the Banjara Hills police in September, the company's new management had alleged that Ravi Prakash and Murthy drew "huge sums from the bank accounts of the company without substantiating any entitlement under law or following the prescribed procedure". According to the complaint, Ravi Prakash drew a total of Rs 6.36 crore between September 2018 and May 2019, while Murthy drew Rs 5.97 crore during the same time period, and allegedly tried to pass it off as a bonus and ex-gratia with "antedated documents without passing a proper board resolution." This move was done "with a dishonest and fraudulent intention to cause wrongful loss to the company," the complaint alleged. The complaint stated that the Board of Directors held a meeting on September 24, where they had detailed deliberations on the withdrawal of the amounts and decided to initiate legal proceedings to recover the money.   The dispute relates to Alanda Media buying more than 90.54% stake in TV9 recently. The company has alleged that Ravi Prakash actively opposed Alanda's move to appoint four directors and he had 'malafide intention'. However, Ravi Prakash had alleged that the 'hostile takeover' was an attack on press freedom, and blamed industrialists Jupally Rameshwar Rao, owner of real estate company My Home Group, and Krishna Reddy of Megha Engineering and Infrastructure limited (MEIL) of arm twisting the management. Taking to Twitter, journalist and former CEO of Telugu news outlet Mojo TV, Revathi Pogadadanda, said that 10 uniformed police personnel visited Ravi Prakash's house and asked him to come to the police station to serve him a notice. She also alleged that there was pressure on Tolivelugu, a website run by Ravi Prakash, to remove certain interviews of Krishna Reddy and Rameshwar Rao. Buses of state-owned Telangana State Road Transport Corporation (TSRTC) went off the roads across the state as employees began an indefinite strike from Friday midnight to press for their demands. Hundreds of passengers were stranded at bus stations across the state and people travelling to their destinations for Dasara and Bathukamma festivals faced severe inconvenience as over 10,000 buses remained confined to the bus depots. Authorities were running skeletal services by using 2,100 hired buses and deploying temporary drivers and other workers. Buses of some schools were also pressed into service. The Joint Action Committee of TSRTC employee unions claimed that all 50,000 employees are participating in the strike. JAC leaders said they were not afraid of the government threats to dismiss striking employees from service. The government has declared the strike illegal and warned that those not returning to duties by 6 p.m. on Saturday will be dismissed from service. Officials said Essential Services Maintenance Act (ESMA) will be invoked to deal with the strike. They claim that TSRTC management had the power to dismiss the striking employees from service. Taking a tough stand, the government late Friday night warned that only those reporting to duty by 6 p.m. on Saturday will be treated as TSRTC employees. The government said that the rest will never be taken back into the organisation. Those who don't report by 6 p.m. Saturday will be deemed to have given up jobs on their own, said an official statement after Chief Minister K. Chandrashekhar Rao held a review meeting with Transport Minister and top officials. Rao, who held the meeting soon after his return from New Delhi, took serious note of the decision of the JAC to go on strike. The government also dissolved the three-member committee of IAS officials constituted to look into the demands of the employees and declared that there will be no more talks with the union leaders. After talks with the panel failed, JAC leaders decided to go on strike to press for their demands, the chief being merger of TSRTC with the government. The government took strong exception to the JAC calling for strike at a time when it hoped that the income during Dasara and Bathukamma festivals will be of some help to the TSRTC, which is neck-deep in losses.

The Jubilee Hills police have filed a case of criminal intimidation, cheating and trespassing against film producer turned politician Bandla Ganesh on Friday for allegedly threatening financer and producer Potluri V Prasad at the latter’s residence in Hyderabad. Prasad alleged that on Friday evening, Ganesh’s aides came to his residence and tried to threaten him. Subsequently, Prasad approached the police and filed a complaint against Ganesh. Following this, police filed a case under sections 420 (cheating), 448 (house trespass) and 506 (criminal intimidation) of IPC. In response, Ganesh approached the Banjara Hills and filed a counter complaint alleging Prasad has been threatening to abduct him for the past 10 days. Seeking security from police, he said that Prasad should be held responsible if anything were to happen to him or his family members. According to Prasad, Ganesh owes him Rs 7 crore. Ganesh had borrowed Rs 34 crore from Prasad to make Temper, which released in 2015. However, Ganesh claims that though he had paid the full amount, Prasad was demanding interest.  Prasad told a news channel in an interview, “Ganesh borrowed money from us in 2013 for the film, Temper. On the day of release of the film, he paid Rs 7 crore less to us. And for the past five years, he has been avoiding us.”  Speaking about the alleged threats by Ganesh, Prasad said, “Three people came to my house in the evening and said that they came to speak on behalf of Ganesh and tried to intimidate me.” Prasad alleged that recently when he asked him for the money, Ganesh dropped names of ministers Botsa Satyanarayana and M Sucharita, and said, “You can’t win against me.” Ganesh was booked for cheating earlier as well. The writer of Temper, Vakkantham Vamsi had filed a case against Ganesh for not paying his remuneration of Rs 26 lakhs. Ganesh had given him cheques which were dishonoured by the bank. Subsequently, Vamsi had approached Erramanzil Special Court. In the case, the court punished Ganesh with six months of rigorous imprisonment along with a fine of Rs 15,86,550 for failing to pay the full remuneration.

The Hyderabad Metro Rail (HMR) saw an extra rush of passengers on Saturday as the employees of the Telangana State Road Transport Corporation (TSRTC) began an indefinite strike from Friday midnight. Metro officials held an emergency meeting and said that they decided to run trains for extra hours, with trains starting from 5 am onwards and the last train leaving their terminal stations at 11.30 pm and reaching the destination stations at around 12.30 am."Frequency of trains being increased to 3 minutes during peak hours and 5 minutes or as per requirement during non-peak hours. Additional ticket counters, machines and manpower will be arranged at busy stations. Senior officers of L&TMRHL will man important stations like LB Nagar, Ameerpet, Hitec city, Secunderabad East, Parade Grounds etc, to manage the crowds," a press note stated."My appeal to commuters through media is to observe discipline, follow queue system and be helpful to women, children, elders and the needy, and follow safety precautions. Purchase of smart cards will help avoidance of long queues at ticket counters. There is no need for panic and our security and station staff will render the required assistance," HMRL Managing Director NVS Reddy said in a statement. The HMRL told reporters that almost all stations had reported more commuters than usual on Saturday morning, but added that the crowd was manageable. Figures released by the HMRL stated that as of 11 am, there were 1 lakh passengers against the normal 50,000 passengers every Saturday. As of 1 pm, the figure stood at 1.45 lakh passengers, against the usual 1.02 lakh. While the HMRL MD said that there was no concern over the weekend, the Metro Rail may face a challenge if the strike continued till Monday. Authorities said that additional special teams and extra personnel would be mobilised for Monday. Employees of the TSRTC have formed a Joint Action Committee (JAC) with nine unions under it, and they are striking over the primary demand of merging the TSRTC with the state government. Along with this, they have 25 other demands. The TRS government has taken a strong exception to the JAC calling for strike at a time when it was hoped that the income during Dasara and Bathukamma festivals will help TSRTC, which is neck-deep in losses.

An Indigo customer service staffer and two others attempting to smuggle gold into Hyderabad were arrested on Saturday by officials with the Directorate of Revenue Intelligence (DRI) at the Rajiv Gandhi International Airport. DRI officials found the airline employee in possession of 42 foreign marked gold bars worth Rs 1.84 crore. Officials found the gold bars on the customer service officer, wrapped in tape in two packets. He was caught near the exit gate for international arrivals. “When asked about the source of gold, the customer service officer said that he received the packets from two passengers, who had arrived by Emirates Flight EK-528 from Dubai on Saturday. On examination, the 42 foreign marked gold bars were found to be of 99.9% purity, valued at Rs 1.84 crores,’’ the DRI officials said in their press statement. DRI officials later nabbed the two who handed the gold bars to the Indigo staffer. According to officials, all three admitted that the gold bars were being smuggled into the country. They did not have any documents to claim the gold either. Further investigation is ongoing to identify others who were part of the smuggling ring, officials added. Several such attempts have been made in the past to illegally smuggle gold into the city, but authorities state that they remain vigilant. In August, customs officials arrested a man who tried to smuggle 9.2 kg of gold into Hyderabad, concealed as heating coils of dry iron boxes. Officials said the gold bars were in a 'V' shape and were concealed in the plates of the iron boxes, by replacing the heating coils. However, based on a tip-off, officials managed to arrest the passenger who arrived from Dubai and seized the gold, estimated to be valued at Rs 3.46 crore. In April this year, a passenger from Doha was caught while trying to smuggle gold in the form of a 'paste' in his trousers, worth nearly Rs 37 lakh. In March, a passenger was caught by officials while trying to smuggle around 350 grams of gold in the form of wristwatch dials.

Despite warnings from the state government, the Telangana State Road Transport Corporation (TSRTC) employees union is continuing their indefinite strike. On Friday, the Telangana government had stated that it will take back the staff who report at the workplace concerned by Saturday 6 pm. Out of 49,773 employees of TSRTC, a mere 160 employees turned up for duty before the deadline. The state has been witnessing an unprecedented indefinite strike, organised by the Telangana State Road Transport Corporation (TSRTC) staff, since Friday midnight. Thousands of buses were off the road to press for their demands. According to the Joint Action Committee (JAC) of TSRTC employee unions, over 49,000 employees are participating in the strike. JAC leaders earlier stated that they will go ahead with strike and will not buckle under the government’s threats to dismiss striking employees from service. Scores of passengers, who were travelling to their destinations for Dasara and Bathukamma festivals, were stranded at bus stations across the state. The state government, in a move to reduce the inconvenience to the passengers, has reportedly deployed as many as 9,000 buses. According to reports, private drivers have been temporarily hired to resume the buses services.  Speaking to TNM, JAC convenor of TSRTC Employees Unions, Ashwathama Reddy said, "The indefinite strike is still on. No staff has reported for duty despite the warning. The government claims over alternative bus services for the passengers are false. If the government managed to serve the people on Saturday, they should release numbers.”  Reddy said their demands are clear. “The state government owes Rs 2,300 crores to the staff. We want TSRTC to be merged with the government, job security, new buses and fill up existing vacancies.”  He added, "The government has not approached us since we started the indefinite strike. If they approach us for a dialogue, we are  100% ready. This evening (Sunday), we are also going to review the strike.”  Last week, a three-member committee of IAS officials was appointed to look into the demands. Although the committee started the talks, the government dissolved unceremoniously, prompting the employees to go on an indefinite strike on Friday.  Several trade unions have come in support of employees and opposition parties are slamming the ruling Telangana Rashtra Samithi (TRS) party for causing trouble to the people, by not paying heed to the demands of TSRTC employees. Krishna Saagar Rao, BJP’s chief spokesperson for Telangana, told TNM, “The ongoing strike is the result of the utter neglect and mismanagement of the TSRTC. Chief Minister KCR and his government are responsible for the inconvenience caused to the people of Telangana.”  Krishna Saagar further stated that the CM should directly sit with the TSRTC employees and hold talks instead of adopting indirect methods to sort out the issues pending for six years.

Two trainee pilots killed in plane crash 100 km from Hyderabad

Two trainee pilots were killed on Sunday when their aircraft crashed in the agricultural fields of Sultanpur village in Vikarabad district in Telangana, according to District SP Narayana. The identity of one trainee pilot, Prakash Vishal, was confirmed through an ID card from the crash site. According to the Times of India, the second pilot was identified as Amanpreet Kaur, and both were students of Rajiv Gandhi Aviation Academy in Hyderabad. The Cessna plane was found over 100 km from the Begumpet airport in Hyderabad, where the flight took off on Sunday. Prakash's designated airport was shown as Begumpet. Similarly, in November 2018, a student pilot made an emergency landing in a Cessna aircraft of the same aviation institute. The student pilot made an emergency landing after noticing glitches in the mechanism of the flight. Cessna aircraft are commonly used to train pilots. However, the make of the aircraft in both the incidents is not known.  Eariler in February this year, a single engine four seater, a Cessna 172 Skyhawk crashed near Pune in Maharastra due to a technical snag in the engine. The pilot, who was on a solo flight, surived the crash and suffered a broken arm. Officials at the Rajiv Gandhi Aviation Academy in Hyderabad could not be contacted for a comment. This is a developing story.

As the Telangana State Road Transport Corporation (TSRTC) staff continues its strike, authorities are now looking for alternative measures to maintain services. Around 50,000 employees of TSRTC have gone on indefinite strike since midnight on Friday across Telangana. The state government is attempting to manage the situation with the help of the private partners by engaging drivers and conductors on a temporary basis.  Speaking to TNM, Vijay Bhaskar, the Adilabad region manager, said that in six depots that fall under the combined three districts, 184 RTC buses and 174 private vehicles have been deployed. "We have hired temporary drivers and conductors to smooth the operations. We are running buses between all major routes in the area including neighboring districts," he said.  Warangal Regional Manager A Sridhar told TNM that a total of 529 bus services are underway on major routes from Hyderabad, Karimnagar and Khammam."Three-hundred and eighty are RTC buses and 221 are from private agencies. We are trying to meet the requirement. There is meagre flow of passengers. Many seem to have postponed their travel plans in light of the situation," he said.  According to reports, the recruitment for the temporary drivers is underway at respective bus depots and they are being given the required demonstration and documents. CH Venkanna, the Nalgonda regional manager, noted, "All major routes, which include Hyderabad, Devarakonda, Miryalaguda and Suryapet have services. We have taken private drivers as none of 3,500 RTC employees have reported for duty." According to Venkanna, as many as 483 — 280 RTC and 203 private — buses are commuting from in and around the Nalgonda region, which has seven depots. Northern Telangana districts have also been hit with the strike. According to Nizamabad regional manager Soloman Pagidimarri, 328 buses were shuttled by private staff on Saturday. "On Sunday, as of now, we have 414 buses running on major routes. Besides local routes, we are also running buses to Adilabad, Karimanagar, Warangal and Zaheerabad." However, despite efforts to maintain services through alternate means, passengers are still anxious over reaching their native places for the upcoming Dasara and Batukamma festivals. It has also been reported that hundreds of passengers, including women and children, were stranded at different bus stations due to inadequate services.  As the TSRTC employees sticks firmly to their strike, the Telangana government is dependent on private vehicles. In certain areas, school buses are being used as transportation.  Meanwhile, a Public Interest Litigation (PIL) was moved in the High Court against the indefinite strike, reports say. On the other hand, Telangana Chief Minister K Chandrashekar Rao (KCR) is also conducting a high-level review meeting on the matter. Transportation Minister Puvvada Ajay and several top bureaucrats, along with RTC officials, are attending.
