Three persons killed, 2 injured in separate road accidents in Hyderabad

The series of accidents took place at Kushaiguda, LB Nagar, Malakpet and Kukatpally on Wednesday.
Three persons were killed and two were injured in four separate accidents which took place on Wednesday in Hyderabad.  Just a day after a 35-year-old woman riding a two-wheeler was mowed down by an RTC bus in Banjara Hills, another woman was killed in a similar accident by a lorry in Kushaiguda. The deceased was identified as Saritha, a resident of ECIL. She was travelling on her scooter from Kushaiguda towards her house when the lorry hit her from behind. The incident occurred at around 3pm. In the accident, Saritha suffered head injury and succumbed. After the accident, the lorry driver fled from the spot leaving the vehicle behind. Police have registered a case under Section 304-A (causing death by negligence) of the IPC.  In another series of road accidents which took place at Malakpet and Kukatpally, two persons identified as 20-year-old Shekar and 25-year-old Syed Khasim died. While Shekar was hit by an RTC bus, Khasim died after being hit by a speeding lorry. According to The Times of India, Shekar, a resident of Dilsukhnagar was travelling from Dilsukhnagar to Moosarambagh on his two-wheeler, when an RTC bus proceeding towards Secunderabad from Dilsukhnagar crashed into his bike. Shekhar died on the spot. Police registered a case under Section 304-A of the IPC.  Syed Khasim, a resident of Ayyappa Society, who reportedly works as a bus driver at a college died after his two-wheeler was hit by a speeding lorry from behind, near Vasanth Nagar Bus Stop in Kukatpally on Wednesday. Khasim was crushed under the rear tyre of the lorry. In another accident which took place in LB Nagar, two women were injured after a car hit them before overturning. The victims are availing treatment at a private hospital.

Federal law enforcement agencies in the United States have arrested an additional 90 foreign students, mostly from India, for allegedly exploiting the country's student visa system, in connection with the University of Farmington immigration fraud case. The announcement was made by the Detroit office of the Homeland Security Investigations (HSI) wing of the Immigration and Customs Enforcement (ICE). While initially, officials had said that 161 students had been held in connection with the fraud, with the latest figures, the total tally has reached 250. The arrests were reported to have taken place between January and July. The Detroit Free Press reported that out of the 250 students who had been arrested, 80% voluntarily left the United States after authorities gave them the chance, while the remaining people were given a final order of removal or were arguing their case in court.  Responding to the story, several people also took to Twitter with the hashtag '#AbolishICE', arguing that the US government must shut down the agency for entrapment. United States Senator Elizabeth Warren, who is also a Presidential candidate tweeted, "This is cruel and appalling. They were convicted of fraudulently facilitating foreign nationals to illegally stay and work in the US. Farmington University was a fake university run by ICE and the US Department of Homeland Security (DHS) to trap immigration agents and illegal immigrants who were extending their stay in America on the pretext of being students.    Authorities said that the students would join Farmington University and obtain an F-1 visa (a non-immigrant student visa that allows foreigners to study) and later procure work permits through a work-study program (called Curriculum Practical Training). Investigation officials said that the students would stop attending college after receiving the permit and continue working, thereby making their stay in the country illegal. When the case first came to light, officials had detained hundreds of students, many of whom were from Andhra Pradesh and Telangana. Hyderabad vet's burnt body found in an underpass hours after she went missing

The 26-year-old had spoken to her sister over phone from the Shamshabad toll booth, describing how she was feeling unsafe from a lorry driver, just hours before she was found dead.
“Please talk to me for a while, I’ll tell you the reason later. I am a bit tensed. My vehicle got a flat tyre. I am scared,” 26-year-old Madhuri Reddy (name changed) told her sister, at around 9.20 pm on Wednesday. Soon, her phone was switched off, and her family was unable to trace her. On Thursday morning, Madhuri’s burnt body was found in the Outer Ring Road (ORR) underpass in Chatanpally village on the outskirts of Hyderabad. The police are trying to find out who killed Madhuri, and her family believes that her last phone call could hold the clue to what transpired on Wednesday night.  Madhuri was a veterinary doctor working in Nawabpet. A resident of Shamshabad, she used to come to Gachibowli in Hyderabad often, to reportedly visit a skin clinic. On Wednesday, as usual, she left home by bike around 5 pm, and parked it near the Shamshabad toll plaza, before taking a cab to Gachibowli. On the way back, she reached the toll plaza, and at 9.22 pm, she called her sister Ramya (name changed). In the call, Madhuri told Ramya that a stranger – a lorry driver – informed her that her rear tyre had a puncture. The man volunteered to help her fix the bike, and despite her telling him that she’ll take it to the nearest puncture shop herself, he insisted on helping. When Ramya told Madhuri to stand near the toll gate, Madhuri replied, "So that everyone stares at me?" Ramya interrupted, "So what?" Madhuri said, "I am very scared about them. I feel like crying. I don't feel like standing here. You please keep talking until my bike comes back. They (lorry drivers) are all waiting outside. You please keep talking to me, I am scared." Madhuri explained that the lorry driver asked some boy to get the tyre fixed. However, after sometime he returned without repairing the vehicle, saying that all the puncture shops were closed. Again, they took the bike to another place to get it repaired. In her complaint Ramya wrote that her sister was scared by the suspicious behaviour of the lorry driver. However, when she called her back at 9.44 pm, her phone was switched off. “We went to the toll plaza to check when she didn’t return,” Ramya said in the complaint. Ramya called Madhuri again at 10.44 pm, and the phone remained switched off. After the family’s searches remained futile, they lodged a complaint with the Shamshabad police at 3 am on Thursday. At 7 am, Shadnagar police were informed about a burnt dead body in the underpass. After checking with the list of missing persons, police identified Madhuri and informed her family. Police said that prima facie appears that she was brought to the underpass and killed. The lorry driver mentioned in the conversation between the victim and her sister is the main suspect in the case. Speaking to TNM, DCP N Prakash Reddy said, “So far we do not have any leads. The investigation is underway.”

‘Telangana wasn’t for us, but for you’: TSRTC conductor pens open letter to KCR

Angered by Telangana Chief Minister K Chandrasekhar Rao's “dictatorial” attitude towards the striking Telangana State Road Transport Corporation (TSRTC) employees, 32-year-old conductor Lunavath Krishna, employed in the Suryapet district bus depot, wrote a scathing open letter to the CM and offered his resignation on Wednesday. In his letter, Krishna dubbed KCR as a traitor for deceiving them. “We workers realized a bit late that you make false promises and use manipulative words to deceive us. That is the reason I am resigning before you can fire us," Krishna wrote. Krishna is one of the 48,000-odd TSRTC employees who went on strike for 26 demands, including merging the transport corporation with the government. He further wrote that he never dreamt that there would be a dictatorship in Telangana. "When 1,200 people died [during the Telangana agitation for a separate state], I thought that KCR was a saviour and it was the leaders from Andhra Pradesh who deceived us. But, when you failed to respond to the suicide of 30 of our workers, that's when I realized that Telangana was not achieved for us, but for leaders like you. I never imagined that my sisters would be brutally beaten with lathis, but in your Golden Telangana that became a reality," he said. Furthermore, he added that he couldn’t work in the TSRTC at the cost of his self-respect, and asked the Chief Minister to be accept the resignation letter with immediate effect and give him the money that is due to him. Krishna, who belongs to a Scheduled Tribe, joined the RTC in 2009 and earned nearly Rs 16,000 per month after all the deduction. Because of this, he actively participated in the 52-day strike called by the Joint Action Committee (JAC) of the TSRTC, which is a union of . employee unions. The JAC had called for a strike on October 5, with 26 demands including merger of the Corporation with the government, which would essentially mean that the TSRTC would avail the same benefits as the government employees.  But, the government rejected their demands. The employees then called off the strike and said that they won’t get back to work, but the management refused to accept them. Speaking to TNM, Krishna said that he was disappointed, and wrote an open letter because he was not allowed into the depot when he went to submit his resignation letter. “I was extremely disappointed with the harsh words of TSRTC Managing Director Sunil Sharma. Besides, the Chief Minister kept threatening us that he would remove us from service. Fed up with this constant threats, I wanted to resign. But when I tried to give the resignation letter at the depot, the police didn't let us in. That's why I wrote this open letter and shared in WhatsApp groups," he says. Though Krishna doesn't have another job, he says that the job of the conductor wasn't any good to regret. “I completed my graduation, and now will have to look for odd jobs to sustain my family,” he says, with a sigh of helplessness. Krishna's anger against CM KCR stems from the meagre salary he earned. He is a father of two, and has elderly parents to take care of. “I don't have any other source of income. My children’s education costs Rs 35,000 annually, and each month, Rs 2,000-3,000 goes towards the medical expenses of my parents and Rs 3,900 towards rent. With this meagre salary, I couldn't sustain my family. We often would borrow Rs 5,000 each month, which we would repay after taking a huge loan of Rs 60,000 from a co-operative society. This became a cycle," he says."It became a cycle. We didn’t get any benefits when we went on strike and even when we went back to work, they shooed us off,” he lamented.

After a deadlock that lasted for close to two months, Telangana Chief Minister K Chandrasekhar Rao said that the state government is willing to welcome back striking workers of the Telangana State Road Transport Corporation (TSRTC)."All of you can resume duties happily tomorrow," KCR said after a Cabinet meeting that lasted for over three hours on Thursday.  Nearly 48,000 employees went on strike from October 5 to press for various demands, including the demand to merge the TSRTC with the government, which would give them the same benefits as state government employees. The protest was being led by a Joint Action Committee (JAC) of the TSRTC employee unions. Around 25 employees of the corporation died during the period, some of whom took their own lives due to the crisis. The Telangana Chief Minister said that the state government has decided to give Rs 100 crore to the RTC to temporarily mitigate the losses. KCR also proposed that he would personally meet five employees from each depot at Pragathi Bhavan, his residence in Hyderabad, to allay their fears. A plan on privatisation is expected to be taken soon. KCR lashed out at the union leaders who were leading the strike, and said that they had 'misled' the employees.  “We care for the employees but not for the union leaders. We will give a job to the kin of the families who died. We will accommodate them either in the RTC or in some other department in the state government. We will definitely help them,” he said. The Telangana Rashtra Samithi (TRS) chief also said that the TSRTC would increase the ticket prices to reduce TSRTC’s losses. Promising that the corporation would soon turn a profit, KCR said that the unions had to go. “We will set up a ‘Workers Welfare Council' with a senior minister in charge. We will fix a date and call for a meeting once a month. It is important that you should survive and your kin should also survive. The organisation belongs to you and not to the unions,” KCR said in the press meet, addressing the workers. He also said that he would soon travel to New Delhi and meet with Prime Minister Narendra Modi and discuss the issue with him. On Monday, the JAC had announced that it was calling off the strike and asked the employees to resume work from Tuesday.  Hundreds of employees of the TSRTC were arrested across the state on Tuesday, as they attempted to rejoin duties after a 52-day long strike. Protests rocked TSRTC depots as the management refused to take back employees who reported to work following the decision of the JAC to call off the strike. TSRTC Managing Director Sunil Sharma had earlier said that the decision by the employees to resume duties, who were on an 'illegal strike', was not legally tenable and asked them to wait till the Labour Commissioner completes the process of hearing their case. TSRTC has not paid salaries to the employees for the months of September and October, causing distress to thousands of employees. The Chief Minister had not only rejected all the demands of the employees but also claimed that they dismissed themselves by abstaining from work illegally. In a move that further angered the employees, the government announced that it was privatising 5,100 TSRTC buses. The High Court last week dismissed a petition challenging the government's decision, and said that the government could go ahead with its plan. In relief for techies, Hitec-Raidurg stretch of Hyderabad Metro to be flagged off

The stretch of the Hyderabad Metro Rail between Hitec City and Raidurg is all set to be thrown open to commuters on Friday, as Municipal Administration and Urban Development (MAUD) Minister K T Rama Rao will flag off services at 10.15 am. Authorities said that they had been granted permission from the Commissioner for Metro Rail Safety, Janak Kumar Garg."CMRS conducted the mandatory checks and safety tests over the last two days (Tuesday & Wednesday) and issued Safety Certificate for opening of Hitec city-Raidurg stretch of Corridor 3(blue line) for passenger operations," Hyderabad Metro Rail Limited (HMRL) Managing Director NVS Reddy tweeted. KTR and Transport Minister P Ajay Kumar will flag off the first train at 10.15 am, following which it will be opened to passengers within a few hours. The inauguration also completed the 27 km Nagole-Hitec City corridor, one of three in the project. The 16-km Ameerpet-LB Nagar line was inaugurated in September last year, while the 30-km stretch between Uppal and Miyapur has been operational since November 2017. Meanwhile, metro authorities said that they would soon begin trial runs on Corridor II on the 10-km stretch between Jubilee Bus Station (JBS) to Mahatma Gandhi Bus Station (MGBS) via Parade Grounds. The leaders of the Joint Action Committee (JAC) of the employees of the Telangana State Road Transport Corporation (TSRTC), who led a strike that lasted close to two months, on Thursday welcomed the decision of the state cabinet to allow workers to resume duties."All of you can resume duties happily tomorrow," Telangana Chief Minister K Chandrasekhar Rao said on Thursday after a Cabinet meeting that lasted for over three hours. JAC Convener E Ashwathama Reddy, one of the most prominent faces during the strike, asked employees to resume duties and said that he was happy with KCR's decision. He also apologised to commuters who faced hardships due to the strike, as Telangana government was only operating skeletal services with temporary staff. However, Ashwathama also hit out at KCR for his comments against the unions and said that they only went on protest to highlight their working conditions. He said that financial security and other benefits for the employees were the main reasons that they fought for. JAC leader Thomas Reddy also welcomed the move and said that he was also satisfied with the state government's decision to release Rs 100 crore to the TSRTC, to mitigate the losses temporarily. Hyderabad Cricket Association President Mohammad Azharuddin on Thursday said that he would look into and address the allegations of corruption made by former cricketer Ambati Rayudu, after the association hosts the T20 series opener between India and West Indies on December 6. Last week, Rayudu had urged Telangana's Municipal Administration and Urban Development (MAUD) Minister KT Rama Rao to look into "rampant corruption prevailing in HCA" and urged Azharuddin to “isolate himself from the seasoned crooks.” Speaking to reporters on Thursday, Azharuddin said that all his focus was presently on the upcoming match. Stating that he wanted the media to strictly report on the game, he assured those who had gathered that another press conference would be organised after December 6, where he would address the allegations that were made. On Saturday, Rayudu had tweeted, "How can Hyderabad be great when it's cricket team is influenced by money and corrupt people who have numerous ACB (Anti-Corruption Bureau) cases against them which are being swept under the carpet?" This was Rayudu's first tweet after his social media outburst post the 2019 World Cup snub when all-rounder Vijay Shankar was chosen over him. When asked to respond to Rayudu's comments, Azharuddin was later quoted as saying that Rayudu was a "frustrated cricketer".  In response, Rayudu took to Twitter again last Sunday, stating, "Hi @azharflicks let's not make it personal. The issue is bigger than us. We both know what's going on in HCA. You have a god-given opportunity to clean up Hyderabad cricket. I strongly urge you to isolate yourself from the seasoned crooks. You will be saving generations of future cricketers (sic.)." Rayudu had announced his exit from all formats of the game and retired midway during the World Cup, but a few months later, went back on his decision and said that he is open to playing national cricket as well as in the Indian Premier League. A 19-year-old student who was celebrating her birthday was allegedly raped and murdered by her friend in Telangana's Warangal Urban district, the police said on Thursday. Her body was found on Hunter Road in Hanamkonda in Greater Warangal late on Wednesday night. An investigation revealed that the girl, a first-year degree student, had left her house in the afternoon to visit a temple and offer prayers on her birthday, which fell on Wednesday. Sai Kumar, who has known the girl from the past six months, called her and asked her to come to Kazipet. He then took her in his car to an isolated place, where he allegedly raped and murdered her. Cracking the case within a few hours, the Warangal police arrested P Sai Kumar. Investigation officials said that the accused drove around the district with the dead body in his car. He even bought a new dress for her and changed her out of the blood-stained clothes to mislead the investigators. Warangal Police Commissioner V Ravinder told reporters that after committing the crime, Sai Kumar called two of his friends for help. However, after seeing the dead body, they refused to help and returned home. The accused then carried the body in his car and drove around waiting for the sun to set. Police said that he later entered Warangal town and stopped at a shop to buy new clothes for the dead body. He purchased a dress and later drove to an isolated place to change the clothes on the victim's body. The accused then reached Hunter Road to dump the body and sped away. Police received information about the body of a girl lying in the area around 10 pm. After investigations for a few hours, police arrested Sai Kumar from his native village Namiligonda in neighbouring Jangaon district. Update: Four arrested for Hyderabad's vet's murder, she was gangraped confirm cops  A day after the death of a 26-year-old veterinarian shook the city of Hyderabad, the police have detained two suspects in connection with the brutal number, and taken them into custody. The woman's charred body was found at an underpass in Chatanpally village on the outskirts of Hyderabad. The police said that she was suspected to have been murdered by two persons who offered to help her fix her two-wheeler which had been punctured. "Two people have been detained from close to the Hyderabad-Bengaluru highway. We have also recovered some of her personal belongings. Further investigation is underway," a police official told TNM. Assistant Commissioner of Police of Shamsabad Ashok Kumar told TNM on Friday morning that it wasn't yet confirmed yet whether she had been sexually assualted or raped. "The postmortem was done in Osmania hospital. They have not even given us a preliminary report. Therefore, we cannot confirm rape now." Cyberabad police recovered the victim's clothes, footwear and a liquor bottle near the toll plaza, where the woman had parked her vehicle. The police have also formed 10 teams to ensure speedy investigation. Investigation officials have also obtained CCTV footage of the area where the crime is suspected to have happened, and said that they were identifying if more people were involved in the murder. The woman had called her sister at around 9.22 pm and said that her vehicle’s back tyre was punctured, and that somebody had offered to help her. In a recording of the conversation which was later shared on social media, the woman is heard saying that she was feeling scared because of some truck drivers who were staring at her. The woman's sister advised her to leave the vehicle, come to the toll plaza and return home by a cab. However, when the sister tried to call her back, the mobile was switched off. The family lodged a missing complaint with the police late on Wednesday night. The police on Thursday morning found her charred body near Shadnagar. Cyberabad Police Commissioner V.C. Sajjanar said that the woman had left her house in Shamshabad for Kolluru village to attend her duty at a veterinary hospital. She returned in the evening to the toll plaza, parked her vehicle nearby and took a cab to go to Gachibowli to visit a dermatologist. When she returned to the same place around 9 pm, she found the two-wheeler punctured. Police suspect the vehicle was deliberately punctured by the culprits to trap the victim. After the horrific murder of Madhuri Reddy (name changed), a veterinary doctor in Hyderabad who was found burned to death on Thursday, scores of people have expressed their outrage demanding justice for the young woman. The body of the 26-year-old woman, who went missing on Wednesday night, was found in the underpass at the underpass of a National Highway in Chatanpally village, on the outskirts of Hyderabad. Madhuri Reddy’s brutal murder has once again ignited discussions around the question of women’s safety. Madhuri, a resident of Shamshabad, used to come to Gachibowli in Hyderabad often, to reportedly visit a skin clinic. On Wednesday, as usual, she left home by bike around 5 pm, and parked it near the Shamshabad toll plaza, before taking a cab to Gachibowli. After she returned to the spot around 9:20 pm, she found the back tyre of her tyre deflated. A lorry driver insisted to help despite Madhuri declining his offer. Meanwhile, she called her sister and informed her that she was near a toll plaza and that she was scared of the people sitting inside the lorry. When her sister, Ramya (name changed) called her back around 9.44 pm, her phone was found to be switched off. Subsequently her family went to Shamshabad toll booth and after they found her missing, they registered a missing complaint with the Shamshabad police station. Union Minister of State for Home Affairs, G Kishan Reddy condemning the murder said, "I'm left distraught by the cowardly act of violating and setting on fire [the victim], near Shamshabad, resulting in her death. I demand immediate probe and stringent action against those found guilty." He said that he would talk to the Director General of Police and follow up on the case. The 26-year-old woman was found dead hours after speaking to her sister for the last time on Wednesday night.
“Please keep talking to me, I am scared,” were the last words a 26-year-old woman told her sister when she was returning home after 9 pm and found out she had a flat tyre. Early next morning, her charred body was found on the outskirts of Hyderabad, at an underpass in Chatanpally village. The police have detained two suspects in connection with the murder and taken them into custody. The woman, who made a call to her sister at 9.22 pm, spoke for 6 minutes — asking her to stay on the line. “I just got done with work. Please talk for a while. I'll tell you the reason later. I told you about the usual place where I park my bike, right? But when I was trying to park the vehicle there today, the toll plaza guy told me that police are towing illegally parked vehicles. So I parked the vehicle at the other end of the toll plaza. After returning, I found that the vehicle had a flat tyre,” the woman told her sister.  To this, her sister told her to leave the bike at the spot and take it to the mechanic in the morning. However, the woman can then be heard saying that she’s scared, and that some people in a lorry nearby insisted on helping and refused to let her leave. “Listen to me, there's a lorry here and people are in it. And one person from it offered to help and said that he would get the bike fixed. He took the bike and returned saying that the shops were closed. Again, he said that he would take it somewhere. I am scared. There are vehicles around. When I told them that I will leave, they insisted that I don't. They said what if the vehicle stopped in between. I am scared. They are all waiting outside,” the woman says.  She then elucidates her interaction with the drivers of the lorry. The woman can be heard saying: “When I started the bike, they said, ‘Madam, your tyre is punctured’. When I told them that I will ride the bike till the bus stop and get it fixed there, a lorry driver insisted that he would get it fixed. He sent a small boy to get the vehicle repaired. But the boy returned saying that the shops were closed. Then he said that there's some other shop. But when I said that I will leave, he said what if the bike stops somewhere in between?” To this, her sister asks her to go wait near the toll gate nearby. "So that everyone stares at me?" the woman says. Her sister interrupts, "So what?" The woman reiterates that she’s scared, and doesn’t know what to do. "I am very scared of them. I feel like crying. I don't feel like standing here. You please keep talking until my bike comes back. They (lorry drivers) are all waiting outside. You please keep talking to me, I am scared,” she says. According to her sister, the woman then immediately called back and spoke for less than a minute. However, when her sister called her back 20 minutes later, the woman didn’t answer her phone. When the woman didn’t return home even after 10 pm, the family decided to go look for her.  In an interview to 10TV, the woman’s sister said, “We went and looked for her in the entire area. We asked the people who were there near the parking area, but they didn’t know.” When they made no progress, the family filed a complaint with the police. In just a few hours, the missing woman's body was found. The police suspect that the vehicle was deliberately punctured by the culprits to trap the victim. In an interview, the sister said she suspected the same. “When she called me and spoke to me, I didn’t take it that seriously. I didn’t expect that it would be this kind of situation. When she told me that she was scared, I thought it was because it was night and it was late, and she was scared because the bike was punctured,” her sister said. “The culprit must be punished. Rules must be brought in so that this doesn’t happen again,” she added. Two youth killed as their overspeeding SUV crashes into pole in Hyderabad

With this accident, Hyderabad has witnessed its fifth major road accident in one week.
In yet another accident in the city, two youth, both aged 19, were killed when the overspeeding SUV they were travelling in crashed into a pole in Hyderabad early on Friday morning. The two youth were among 10 students from the Narayana Medical coaching centre who were out for a joy ride in a Tata Safari Storme when the accident took place. Police say the accident took place around 2 am when the SUV heading towards Mehdipatnam hit a roadside pole near pillar number 221 of the PVNR Flyover and overturned. While two of the students, identified as Tarun and Uday, were killed, one of the other students, Shashank, suffered an injury. Police do not suspect that the students were under the influence of alcohol at the time of the accident. “They left college around 12.45 am and the incident took place at 2 am, so we do not think that they were drunk. They went for a joy ride,” said G Suresh, inspector at the Rajendranagar police station. Police say the SUV was owned by a relative of one of the students, identified as Ganesh. Police have filed a case against the driver of the car, identified as Bunny, for causing death due to negligence under section 304a of the IPC. This week alone, Hyderabad has witnessed four separate accidents that have claimed the lives of four persons and injured two. On Wednesday, Saritha, a resident of ECIL, was travelling on her scooter from Kushaiguda towards her house when was struck down from behind by a lorry. On Tuesday, a 35-year-old woman riding a two-wheeler was mowed down by an RTC bus in Banjara Hills. In two accidents that took place at Malakpet and Kukatpally, two persons, identified as 20-year-old Shekar and 25-year-old Syed Khasim, lost their lives. While Shekar was hit by an RTC bus, Khasim died after being hit by a speeding lorry. In another accident which took place in LB Nagar, two women were injured after a car hit them before overturning. The victims are availing treatment at a private hospital.

Telangana Home Minister Mohammad Mahmood Ali has stirred a row with an untimely and insensitive comment on the murder of veterinary doctor Madhuri Reddy (name changed) in the outskirts of Hyderabad. Speaking to the media on Friday, the minister said that it was unfortunate that the victim had called her sister and not the emergency response number ‘100’. “We are saddened by the incident. Police is alert and controlling crime. Our police are one of the most efficient in India. A few months ago a child was raped, check the history – within two months he was given death penalty. In this case too, the police have reacted very quickly in this case and some people have been identified already. Even though she (the victim) was literate, she called her sister. She could have called 100. It is unfortunate that she called her sister and not '100', had she called '100' she could have been saved,” Mahmood Ali said. He added, “We will spread awareness that 100 is a friendly number, if you dial 100, within minutes the police will reach the spot. In the 30 minutes that she spoke to her sister if she would have called 100 at least once, the police would have taken action then itself. We will take precautions to make sure such cases don’t happen again.” While it's important for people to be aware of emergency response numbers and use them, the minister's choice of words and his timing comes across as an attempt to blame the victim. There are systemic issues other than emergency response that are at play in this particular instance, without thinking about how public behaviour in response to these rules could have consequences for individual safety. The minister also chose to bring in the victim's 'literacy' -- a condescending comment that was completely unnecessary. In crisis situations, how a person responds depends on who they trust and what they believe is the best option for them at that moment. Has the government done enough to build a friendly relationship between the police and the public? Would lay citizens perceive police as friendly enough, and do they believe their threat perception would be taken seriously if they call the police? Would the victim have been taken seriously if she was only able to articulate that her bike tyre was punctured and she was feeling unsafe? Further, Madhuri’s family has alleged that when they did approach the police, the officials were insensitive. “The police spoke to us very rudely, in a disgusting manner. They kept saying she would have gone with someone. I kept saying my daughter is not like that, but they didn’t listen. Their apathy cost us our daughter, they didn’t do what they should have,” Madhuri’s mother told TNM. Speaking to TNM on Friday, Madhuri’s sister Ramya (name changed) said, “I understand that the police need to look at all angles in an investigation, but they were so sure that my sister voluntarily went somewhere and didn’t take it seriously. That is wrong.” Madhuri, a resident of Shamshabad, had parked had parked her bike near the Shamshabad toll plaza, before taking a cab to Gachibowli on Wednesday evening. Returning to the spot at around 9.30 pm, she found that her bike tyre was deflated. A lorry driver, who is the prime accused in the case, insisted on helping the victim despite her refusal. Madhuri immediately called her sister Ramya and told her that she was scared. Her phone was later found switched off after which the family lodged a police complaint. Pointing at the allegations of insensitive approach by the cops, Rekha Sharma, chairperson of National Commission for Women, has asked for quick action against the cops who failed to act on the missing complaint. A veterinary doctor in Hyderabad was brutally murdered and burned to death on Thursday, causing massive public outrage over safety of women.

On Wednesday, 24-year-old Ramya (name changed) approached the Shamshabad police station on the outskirts of Hyderabad around 11 pm, worried about her sister who had been unreachable for the past two hours. She says that police shrugged it off, saying, her sister probably just went somewhere. The next morning, Ramya was on her way to Shadnagar Highway to identify a burnt dead body. It turned out to be her elder sister, Madhuri*, a government veterinarian doctor.   Madhuri, who went missing on Wednesday night was found burnt to death the next morning at the underpass on the national highway, in the outskirts of Hyderabad. Her death has trigged massive outrage across the country and has raised concerns about safety of women in public spaces in Hyderabad. Speaking to TNM on Friday, Ramya says, “I understand that the police need to look at all angles in an investigation, but they were so sure that my sister voluntarily went somewhere, and didn’t take my concerns seriously. That is wrong.” The police did end up taking Ramya’s complaint though, after the initial dismissal. Even as the family is yet to come to terms with the tragic loss, anger towards the police is evident. “The police spoke to us very rudely, in a disgusting manner. They kept saying she would have gone with someone. I kept saying my daughter is not like that, but they didn’t listen. Their apathy cost us our daughter, they didn’t do what they should have,” Madhuri’s mother alleged. Speaking to the media, Madhuri’s father questioned why the police didn’t cordon off the suspected area to ensure no one escaped, after taking the complaint. “Maybe then they could have stopped this (the murder) from happening. They should have gone out and verified physically; they could have stopped this heinous crime. My daughter would have been alive,” he says. Remembering Madhuri Since Friday morning, there is commotion at the house of the victim with politicians, activists, relatives, neighbours and media personnel visiting the family. Amidst the commotion, the mother is seated on the sofa, distraught, staring at the roof. Madhuri’s mother had started to get tense when she didn’t return home as of 10pm on Wednesday. She kept asking Ramya to check with Madhuri. “I thought she probably met with an accident, or her scooty had some problem. I never imagined this would happen to my daughter,” the mother tells TNM. Neighbours walk in and break down as they offer condolences. “Just last night she was playing with your daughter for so long. How could someone do this to her,” the mother tells a neighbour, unable to hold back tears. “She’s the one who managed the house, did everything. I don’t know how we will live or manage without her.” “This is a lifelong punishment. My daughter was supposed to perform my last rites, I never imagined we would do hers. They ruined my life,” she says. “Her innocence is what took her life,” she adds. Neighbours say that Madhuri was a very quiet yet loving person, who mostly kept to herself. “My toddler spent most of her time in their house. She loved playing with both the girls. I even fed her at their place. They were so loving,” she added. Madhuri’s family had been looking for an alliance for her, and were hoping to finalise by the end of the month. “Her wedding was supposed to be the next big event for us. We thought people will come home when she gets married, but they're coming for her death,” the mother cries, as neighbours console her. Seeking justice No other woman should go through this, Madhuri’s mother says. Ramya believes that true prevention can only happen if there is a mindset change. “You can punish people however much you want, but nothing can change until mindsets change,” she says. Four men have been arrested by the Cyberabad police on Friday, for allegedly raping and killing a 26-year-old veterinary doctor on the outskirts of Hyderabad on Thursday. The arrests come a day after Madhuri Reddy (name changed) was found dead in the Outer Ring Road (ORR) underpass in Chatanpally village under Shadnagar police limits. The police in a press conference on Friday evening disclosed the details of the four arrested men. The accused have been identified as Mohammed Areef (26), Jollu Shiva (20), Jollu Naveen (20) and Chintakunta Chennakeshavulu (20). All four men are natives of Narayanpet district. According to the police, the accused noticed the victim parking her bike at Shamshabad toll plaza around 6 pm on Wednesday. The four consumed alcohol and hatched a plan to rape the victim. As per plan, Naveen deflated the scooter tyre. When the victim returned to pick up her vehicle, Areef got down from his lorry and informed her that the vehicle had a puncture. Offering help, Shiva took the bike to get it repaired. Meanwhile, Areef, Naveen and Chennakeshavulu forcibly took the victim into an abandoned room near the toll plaza, and raped the victim. While the men raped the victim, Areef allegedly put his hand over her mouth, suffocating her. Following the murder, two of the accused drove away with the body in the lorry, while the other two drove around in the victim’s bike to different petrol bunks, collecting petrol in loose bottles, the police statement said. The accused then burned the victim’s body in the underpass. Among the four accused, Cyberabad Commissioner V Sajjanar said that Areef has been identified as the prime accused. Police registered a case under 376 (punishment for rape), 302 (punishment for murder) and sections of Nirbhaya Act. Speaking about the arrest, the Commissioner said, “We were able to nab the four accused quickly because of intelligence inputs.” He added that the clues from the crime scene and CCTV helped in promptly cracking the case. After the crime came to light, police had formed 10 teams to nab the accused. On Wednesday, Madhuri had to visit a clinic in Gachibowli, Hyderabad. She took her two-wheeler, parked it at Shamshabad toll gate and then hired a cab to Gachibowli. She returned to Shamshabad to pick her bike around 9 pm. However, she found that the bike’s rear tyre was deflated.  At 9.22 pm, Madhuri called her sister, telling her that she was scared and asked her to keep speaking to her. In the phone conversation, she told her sister that the lorry drivers in the vicinity volunteered to help fix her bike, despite her refusing. “I am very scared about them. I feel like crying. I don't feel like standing here. You please keep talking until my bike comes back. They (lorry drivers) are all waiting outside. You please keep talking to me, I am scared,” she said. Madhuri’s sister, Ramya (name changed) called her back at 9.44 pm, and realised that her phone was switched off. She assumed that her sister’s phone must have run out of power. The family later went to Shamshabad toll booth, but couldn’t find her. After conducting searches, they approached Shamshabad police, and a missing complaint was registered at 3 am. At 7 am, Shadnagar police received information about a burnt dead body in the underpass, in Chatanpally. After going through the list of missing persons, police identified Madhuri.

Even as Hyderabad reels from the shock of a young veterinary doctor being gangraped, murdered and her body burnt in the outskirts in the outskirts of the city, the police have confirmed that the burnt body of another woman has been found. According to the police, the body was first noticed by Ayyappa devotees who were passing by. They found the body burning at Siddulagutta, just a few kilometres away from where the vet was abducted, before she was murdered and her body was taken and burnt near Chatanpally village near Shadnagar. “We got to know about the incident at around 9 pm. Four persons who were passing by, saw the burning body and called 100.  The body was still burning when the patrol parties arrived. The witnesses tried to douse the fire using blankets," Ashok Kumar, Shamshabad ACP told the media. Police came across the second body barely hours after the Cyberabad police arrested four for the gangrape and murder of a 26-year-old veterinary doctor, a resident of Shamshabad. The four arrested are Mohammad Areef, Jollu Shiva, Jollu Naveen and Chintakunta Chennakeshavulu. All of them are truck drivers who had plotted to rape her, according to the police. The vet had parked her bike near the Shamshabad toll plaza before taking a cab to Gachibowli on Wednesday evening. Police have arrested four persons who have allegedly confessed to the crime.
After the horrific rape and murder of a 27-year-old veterinarian on the outskirts of Hyderabad, another brutal gangrape and killing of a woman in erstwhile Adilabad district has also triggered anger among people in the area. But while the country expresses outrage over the death of the vet, the case in Komaram Bheem Asifabad district has garnered only little attention. On Monday, November 25th police found the body of a woman who was gang raped before she was killed in between Ramnayaktanda and Ellapatar villages in Lingapur mandal of Komaram Bheem Asifabad. According to district police officials, a woman belonging to Khanapur of Nirmal, and sold balloons and other supplies in the neighbouring villages of Lingapur and Jainoor mandals. According to district SP Mallareddy, the woman was dropped near Ellapatur by her husband. Both went to different villages for regular hawking. The SP said, "At around 2 pm on Sunday, when he came back and saw at the village he hadn’t found her after searching in neighbouring villages and enquiring with relatives as her phone was switched off, he reached out to Lingapur police on same night." As per the press release, police found her dead body near Ellapatar village. A special team has nabbed three suspects from the same village at Adilabad X road. Three persons, Shaik Babu (35), Shaik Shaboddin (30) and Shaik Makdum (40) have allegedly confessed to the rape and murder. Police have booked the accused for murder, rape along with the SC/ST Prevention of Atrocities Act, and all have been remanded to judicial custody. Speaking to TNM, Lingapur SI Nalla Venkatesh said, "The accused found her when she was walking alone to another village at an isolated place and committed the crime." He further added, "Based on our primary investigation, we found it's rape and murder. We are awaiting for FSL reports." According to sources, police sent evidence to the Hyderabad Forensic Science Laboratory on Friday. Asifabad DySP A Sathyanarayana is supervising the case investigation. The Telangana government has come under fire from the state High Court for still having not yet filled vacancies in crucial posts. The court has now given the government a deadline of December 20 to fill the various positions which have been empty for several months and in some cases several years now. A bench comprising Chief Justice Raghavendra Singh Chauhan and Justice A Abhishek Reddy directed the government to rectify the discrepancy while reading a public interest litigation (PIL) filed by A Venkanna, a social activist. According to reports, the bench wondered how the state government intends to root out corruption and violation of rights, without instilling an individual to some of these crucial positions. The PIL filed by Venkanna had pointed out that the state had failed to appoint a Lokayukta, a Upa-Lokayukta and a new chairperson for the State Human Rights Commission (SHRC). This is not the first time that the state government has been called out for this exact reason. In August this year, Venkanna, an activist who hails from Khammam, filed the PIL after taking account of the fact that thousands of cases remain pending in the Lokayukta and the SHRC, as a result of the state government’s apathy in taking steps to fill the vacant posts. The State Commission for Protection of Child Rights (SCPCR) for instance, has not been functional for almost two years now while the State Women’s Commission has not had a chairperson for over a year. An RTI response to TNM from the Public Information Officer of the Lokayukta in July showed that 2,767 complaints had been received since December 15, 2017, while the total number of complaints pending with the institution was a staggering 5,283. How the four accused in brutal gangrape and murder of Hyderabad vet were nabbed

Even before she could return to pick up her bike from near the Tondupally toll gate in Shamshabad on Wednesday, her rape had already been planned.
After a 26-year-old veterinary doctor’s body was found burnt to death on Thursday, the Cyberabad police, on Friday, arrested four men for allegedly raping and killing her on the outskirts of Hyderabad. The accused have been identified as Mohammed Areef (26), Jollu Shiva (20), Jollu Naveen (20) and Chintakunta Chennakeshavulu (20). All four men are natives of Narayanpet district. Cyberabad Commissioner V Sajjanar said that the Cyberabad police, Shadnagar police and Shamshabad police worked together to crack the case of the brutal rape and murder within 48 hours. With the help of clues at the scene of crime, tracking CCTV cameras along the route taken by the accused, eyewitnesses and based on human intelligence, the police say they nabbed the four accused, who were then taken into custody at Shadnagar police station.  According to the police, Mohammad Areef, a lorry driver and the prime accused, was supposed to make a delivery of load in Hyderabad on Tuesday. Since the receiver wasn’t reachable, he, along with his cleaner Jollu Siva and the other two accomplices Naveen and Chennakeshavulu parked the lorry near Tondupally toll gate, Shamshabad, which is in the outskirts of Hyderabad. On Wednesday, around 6pm, the four of them saw Madhuri (name changed) park her vehicle and leave and then hatched a plan against her. The four accused, the police say, were consuming alcohol at the time. As per their plan, Naveen deflated Madhuri’s scooty tyre and waited for her to return. When Madhuri returned from Gachibowli at 9.15 pm to pick up her vehicle and leave, Areef got off the lorry, went up to her, showed her that the tyre was ‘punctured’ and offered to get it repaired. He then sent the cleaner Shiva to repair the vehicle. This is around the time Madhuri called her sister Ramya (name changed), where she told her sister that a lorry driver offered to fix the flat tyre and sent the cleaner to repair it. The phone call, a recording of which, was widely circulated on Thursday, shows Madhuri telling Ramya that she was really scared. Within 15 minutes of the conversation between Madhuri and Ramya, around 9.40 pm Madhuri’s phone was turned off. Areef, Naveen and Chennakeshavulu then forcibly took her to a compound that was closeby and raped her, say the police. Madhuri was then gang-raped by all four of them, during which Areef forcibly closed her mouth and nose, causing her death. After this, Areef and Chennakeshavulu put her body in the lorry cabin, wrapped in a blanket. According to the police investigation, the lorry was moved from near the toll gate at 10.08 pm, which is when they say the body was put in the lorry. At 10.28 pm, the scooty first left, ridden by Siva and Naveen and subsequently the lorry departed at 10.33 pm and proceeded towards Shadnagar. At around 1am, the accused stopped at SR Petrol pump near Nandigam to buy petrol, but the petrol pump didn’t sell them petrol out of suspicion. Petrol was then bought from an Indian Oil fuel station near Kothur. The four accused also took some diesel in a bottle from their lorry. People working at these pumps, who saw the accused are likely to be crucial witnesses in the case. They then they took a u-turn near Shadnagar crossroads and stopped on the road above the underpass. Parking the lorry there, they covered the body in a blanket and carried it to the underpass and set it on fire. According to the police, this was done around 2-2.30am. They then left the crime scene, disposed the scooty near Kothur and from there, went to the Aramghar junction and parted ways. Areef proceeded in the lorry to deliver his load in the city. CCTV footage from the toll gate, the petrol pump and the route that the two vehicles took will be of crucial evidence in the case.  Police have registered a case under 376 (punishment for rape), 302 (punishment for murder) and sections of Nirbhaya Act.
