TRS MLA's husband allegedly threatens govt officer for stopping child marriage

An official from the Integrated Child Development Services (ICDS) department in Telangana has alleged that a local MLA’s husband tried to obstruct her work after she prevented a child marriage ceremony from taking place.  Alair ICDS project supervisor Surya Kala was informed of an impending child marriage after a ‘100’ phone call to the local police. Surya managed to intercept and halt the proceedings, and police brought family members of the girl to the police station for counseling in the presence of the ICDS official. However, according to Surya, a person by the name of Mustafa, accompanied the family and intervened even as she was talking to them. “That person intervened even though he was not a relative. He created a scene and I asked him to leave the place. Soon after that, local MLA Gongidi Sunitha’s husband (Mahender Reddy) called me and gave me a warning,” she said.  She continued, “He threatened me, asking why I was interferring in the child marriage incident. He asked why I couldn’t walk away silently and also asked what I thought of myself.”  Surya also alleged that though she filed a complaint against Mahender Reddy, it was not taken seriously by police. She said that police had also not acted on the child marriage attempt that had occurred.  Speaking to TNM, MLA Gongidi Sunitha Reddy rubbished allegations of threats to the official by her husband. She said, "[Surya Kala] behaved harshly and used abusive language to the people who accompanied the orphan girl, who will no longer be a minor in four months. Mahender Reddy called her and told her that she can do her duty without humiliating and using foul language. He tried to tell that there was a kind and decent way to interact with people. He didn’t threatened her." She further added, "That doesn't even require explanation, it was not threatening. It's fine if she really wants to go by the rules, but that doesn't allow her shout and humiliate anyone publicly.” Narsimha Reddy, ACP Yadadri division, told TNM that the relatives of a 17-year-old girl, who they had tried to marry off, had been served notices under CrPC 107, which refers to security for keeping the peace and is issued as a warning against further offences. Child marriage has been declared illegal in India under the provisions of the Prohibition of Child Marriage Act (PCMA), 2006.  When asked about Surya Kala’s complaint, he said, “We have received her complaints regarding alleged threats. As the contents are not cognisable, we will take further action as per the local court orders.”  He added that police are also looking into a complaint filed against Surya by guardians of the teen girl, who alleged that the ICDS officer had abused her powers and humiliated them in public.

Young CEO behind Biodiversity Flyover accident says he wasn't speeding, blames design

The Telangana High Court asked for a response from the state and directed that the accused not be arrested till December 12.
The man whose car fell off the Biodiversity flyover in Hyderabad, killing one person, will not be arrested for now. The Telangana High Court on Monday directed the state home secretary and the police not to arrest Kalvakuntla Krishna Milan, the accused in the Biodiversity flyover accident that killed a woman named Satyaveni, and injured several others in Hyderabad, for a week. The court was hearing Milan’s petition where he claimed that he was not driving at a high speed -- the Cyberabad police had said that he was driving at 104 kmph.  On November 23, the Volkswagen GT car that was being driven by Milan had overshot the Biodiversity flyover in Hyderabad resulting in the death of P Satyaveni and injuring three others. The Cyberabad police had said that he was travelling at the speed of 104 kmph while the permissible speed on the flyover is just 40 kmph. He was also issued a ticket for speeding. However, Milan has now claimed that he was traveling at 40-50 kmph, and that he was not speeding. Further, he has blamed the design of the flyover for the accident, reported Times of India.  Milan's lawyer A Prabhakar Rao is seemingly banking on technicalities of the case. The initial case, at Raidurgam police station, was registered under Section 304 (a) of the IPC for negligence and rash driving, a bailable offence. On December 3, the police added section 304 of the IPC for culpable homicide not amounting to murder, which is non-bailable. The counsel for the accused told that court that the police added the non-bailable sections only with the motive of arrest. The court was told that the sharp 'S type' curve on the flyover was the reason Milan's car hit the wall of the flyover and tumbled over onto the road below. The lawyer also pointed at another accident that took place on the flyover that had killed two persons. Rao stated that in that case, the FIR was filed under bailable sections and that the accused in that case was let out on bail. The case Rao is referring to is the accident that took place on November 11, when the driver, a software engineer, was driving in an inebriated condition and caused an accident that had killed two people who were taking selfies on the flyover. The GHMC has earlier denied that there was any issue with the design of the flyover. Venkata Rama, the Superintendent engineer for Serilingampally zone under the GHMC limits, had earlier told TNM, “The statements calling into question the design of the flyover are immature...There are enough and more signboards to inform drivers to reduce speed on the bridge as per Indian Road Congress (IRC) rules. The rule specifies where to place which signboard, these things are well-defined." The judge has now asked the state to respond to Milan's petition. The counsel for the Home Department sought time to ascertain the same and the judge directed authorities not to arrest Krishna Milan till the court hears the case again. The matter has been posted to December 12. After the accident, Milan had suffered a fracture of the collarbone and had undergone surgery. He was discharged from care hospital on December 8.

22-year-old BTech student arrested in Hyderabad with 40 LSD blots

Police say the accused would procure the drugs from a dealer based in Jammu and Kashmir.
A 22-year-old BTech student was arrested from Amberpet in Hyderabad on Monday for allegedly peddling high-end drugs. The police seized 40 stamps of Lysergic acid diethylamide (LSD) from his possession, which contained 824 milligrams of the drug. The youth, identified as Chanikya, procured the drug from a dealer based in Jammu and Kashmir and then allegedly sold it to users in the city. He was nabbed based on a tip-off, officials said. He would make payments for the contraband using an online payment application. The dealer from Jammu and Kashmir would then send the contraband through registered post, Amberpet police told ToI.   LSD is sold in tablets or in liquid form and is known to be one of the most potent 'mood-changing' chemicals. It is used mainly as an entheogen and recreational drug. Officials estimate that each of the 40 LSD stamps cost around Rs 2,000 in the open market but are yet to identify the dealer, identified as just ‘Khan’ and where he got the drugs from. The police say they are still investigating the case. The police have arrested the youth Chanikya and produced him before a local court. Earlier in 2018, the Telangana Prohibition and Excise department had busted a drug racket arresting two for possession of 20 LSD blots and this arrest too was based on tip-offs. These 15 LSD blots were also sent via courier from the then Jammu and Kashmir state. The police in February that year had arrested a 19-year-old BBA student from the city, along with a Nigerian national and a Goa-based businessman for selling LSD via Snapchat. The Task Force police of the Central Zone had made the arrests and seized 75 stamps of LSD blots besides three packets of ganja, 30 grams of charas and one gram of heroin. An SUV and four cell phones were also seized.

NIA books case against TVV leader Maddileti for alleged Maoist links

The National Investigation Agency (NIA) in Hyderabad has filed a fresh case against Telangana Vidyarthi Vedika (TVV) president Bandari Maddileti for his alleged links with outlawed CPI (Maoist) party. According to The Hindu, the NIA has booked Maddileti under the Unlawful Activities (Prevention) Act (UAPA) and Section 120-A (Conspiracy) of the IPC. With this, NIA will seek custody of Maddileti by filing a petition in the local court for further questioning. In October, Telangana's Gadwal district police and the Special Intelligence Bureau (SIB) arrested Maddileti, under relevant sections of the UAPA, alleging that he had links with Maoists. They also arrested Telangana Praja Front state vice-president Nalamasi Krishna, on allegations that the two were encouraging students to join the CPI (Maoist) party.  Days earlier, Osmania University's Assistant Professor K Jagan was arrested on similar charges. At the time, Gadwal SP Apoorva Rao had alleged that Maddileti and Krishna had been actively working for the Maoist party by recruiting new cadre and assisting with collection of party funds. Police have also claimed that Maddileti recruited two youngsters to work for the Maoist party in Chhattisgarh from Narayanpet district. Police claimed that documents were seized during searches at Maddileti's residence. After the leader was booked, several human rights activists including members of Virasam and the Civil Liberties Committee (CLC) protested the alleged high-handedness of the police and dubbed this as a clampdown on dissent. They have also alleged that the Telangana Rashtra Samithi (TRS) government was cracking down on human rights activists, because they were speaking up against the exploration for uranium mining in the Nallamala forest. At the time, Nallakunta police, who initially booked Maddileti under the UAPA told TNM that the case is being investigated by the Central Crime Station (CCS) Police, Hyderabad.

Viral video misidentifies dairy entrepreneur as Hyderabad rape victim

Section 228A of the IPC makes disclosure of identity of victim punishable with imprisonment of a term which may extend to two years and fine.
A video of a woman entrepreneur receiving an award is viral on social media with a false claim that she is the 26-year old veterinarian doctor from Hyderabad who was raped and murdered in November 2019. Indian law forbids revealing the identity of a rape victim. But an unrelated video is now viral with a caption in Hindi which misidentifies the victim. In the four-minute-long video one can hear the announcer say 'Shrimati Allola Divya Reddy from Telangana'. A sign reading the 'Union Ministry of Agriculture and Farmers' Welfare', and the seal of the government of India on the podium from where the woman delivers her speech, can be spotted. The video is being shared with a caption that translates to the following: "The death of Divya Reddy in the Hyderabad case is not only an end of a doctor, but a government awarded vet scientist and researcher has been sacrificed for lust. This is an incredible harm to the world.” The clip went viral in the backdrop of the case where a 26-year-old veterinary doctor was gang raped, murdered and then set on fire by four men on the outskirts of Hyderabad on November 28. The victim's charred body was found the next morning, following which the Cyberabad police arrested four accused. On December 6, 2019, the police revealed that the four accused were killed in an encounter. The gruesome crime has caused nationwide outrage putting the focus on women's safety in India in the spotlight. On searching with the same caption on Facebook, we found that the video is viral. We found that the woman seen in the viral video is not the Hyderabad rape victim. As can be heard in the viral clip, the woman in the viral video introduces herself as Divya Allola Reddy. On searching on YouTube with 'Divya Allola Reddy', we found a 4.25 minutes video uploaded by a YouTube channel Klimom on June 2, 2018. It is an exact match to the viral video and the description reads, 'Watch Allola Divya Reddy speak on winning the National Gopal Ratna Award 2018.' One can spot the same visuals as in the viral video from the 14 seconds time-stamp. Reddy is the founder of 'Klimom', a wellness farm in Hyderabad aimed at producing quality cow milk by raising Indian native cow breed. We performed a Google search with her name and found various articles on her and the enterprise she started. The Hyderabad rape victim was 26 years old whereas Divya Allola Reddy is 35 years as reported by Deccan Chronicle. Additionally, the Hyderabad rape victim name is not Divya as claimed in the viral post. The victim was not married as has been reported and Divya Allola Reddy names her husband, Gautam Reddy in her speech. Klimom has also uploaded the original video on its Facebook page. Section 228A of the IPC makes disclosure of identity of victim of certain offences, including rape, punishable with imprisonment of a term which may extend to two years and fine. According to SC guidelines, no media house or person is permitted to print or publish the name of the victim or even in a remote manner disclose any facts which can lead to the victim being identified and make her identity known to the public at large. Even at the authorisation of her/his kin, identity cannot be revealed until there are circumstances justifying the disclosure. Hyd gangrape and murder: Bodies of four accused shifted to Gandhi hospital

The bodies of four men killed in an alleged exchange of fire with police on December 6, were on Tuesday shifted to the state-run Gandhi Hospital here from Mahabubnagar district. The four were accused in the gangrape and murder of the Hyderabad veterinarian. "The bodies of the four people were brought to Gandhi hospital and are preserved in the hospital mortuary on Tuesday," a senior hospital official told PTI. After the alleged extrajudicial killing of the four men by the Cyberabad police, their bodies were kept at the government hospital at Mahabubnagar after autopsy following the alleged encounter on December 6. However, the Telangana High Court on Monday had directed authorities to preserve the bodies till December 13. The court had ordered that the bodies can be shifted to Gandhi Hospital only if the government hospital at Mahabubnagar did not have the facility to preserve them till that date. A representation was received in the office of the Chief Justice alleging that the 'encounter' was extra-judicial killing and requested judicial intervention. The High Court treated representation as a petition.  The four accused were arrested on November 29 for allegedly gangraping and killing the woman by smothering her on November 27 near the Shamshabad toll booth. They would allegedly carry her body to the Chattanpalli underpass near Shadnagar and burn it. The four were gunned down by the Cyberabad police on December 6 at Chattanpalli near the underpass where they had allegedly burnt the doctor’s body. The four were taken to the spot as part of evidence collection to recover her phone, wristwatch and others pertaining to the case. The Cyberabad police had said its personnel resorted to "retaliatory" firing after two of the accused opened fire at their personnel after snatching their weapons besides attacking them with stones and sticks, resulting in injuries to two policemen.  (With PTI Inputs)

Though the academy will initially focus on badminton, it will later branch out to different sports, according to Jwala. Begumpet’s all-women railway station gets 24x7 video surveillance

20 CCTVs have been installed using the Nirbhaya funds in order to improve security for passengers, particularly women.

The Begumpet Railway station in Hyderabad, one of the few all-women run stations in India, has been provided with a video surveillance system utilising the Nirbhaya funds. The service has been provided by RailTel, a Public Service Undertaking (PSU) under the Ministry of Railways and has been aimed at improving security for passengers, particularly women. The Railway Board had entrusted RailTel with the work of providing Internet Protocol (IP)-based video surveillance system with analytics and facial recognition system at stations of A1, A, B, C, D and E category, coaches of premium trains and suburban Electric Multiple Unit (EMU) coaches. A total of 20 IP-based CCTVs have been installed in the station which will keep 24x7 surveillance. The CCTVs are connected via the internet and live feeds are displayed on multiple screens of the Railway Protection Force’s (RPF) centralised control room. The footage from the video feeds will be stored for a period of 30 days, which can be also used for investigation, while important ones can be stored for a much longer duration of time. Talking to the media about the new system, South Central Railway’s (SCR) Secunderabad division manager noted that the CCTV surveillance will help railways to provide more proactive security where women and children are their top priority. “This is an Internet Protocol (IP) based Video Surveillance system in which CCTV cameras are networked. This will enhance the safety and security of women passengers as well as the women crew of the Begumpet station who are on duty 24×7,” she said. The Begumpet Railway Station has is one of the busiest railway stations in the entire SCR division. It has an all-women’s crew that handle day-to-day activities including train operations, ticketing, security and other relevant duties. Appointments were made to all posts on the occasion of International Women’s Day last year in order to improve their morale and self-confidence.

Telangana state board to dump Globarena, develop new error-free software for exams

The board, which had given Globarena a 3-year contract to process results in 2019, faced flak after scores of students failed the exam due to a technical glitch in the software.
The Telangana State Board for Intermediate Education (TSBIE) on Tuesday announced that it will no longer be using Globarena Technologies Pvt Ltd’s software to process the exam results of the 2020 Intermediate Public Examinations (IPE). The board, which had given Globarena a contract of three years to process results in 2019, faced flak after scores of students failed the examination due to a technical glitch in the software. After a three-member committee held a meeting with technical experts, the TSBIE has decided to create a reliable software which will be error-free. Speaking to media on Tuesday, TSBIE commissioner Syed Omer Jaleel said the software created by Globarena was not tested and not even certified. This year, the TSBIE will rely on the Centre of Good governance (CGG) to handle and process the examination data. Till 2019, CGG was responsible for processing data and allotment of seats, while processing of exam results was done by a private agency. This year, CGG will be developing a new software to process exam results as well. The software will be audited and tested before being put into use, the TSBIE commissioner said. The board also announced the formation of an online grievance cell within a fortnight where students can clarify doubts related to the 2020 Intermediate Public examinations. However, Globarena CEO VSN Raju told the Times of India that they are still very much in the picture and there has been no communication from the government asking them to stop services. “We have been hired for data and result processing for three years. There is a purchase order still in place,” Raju said, adding, “I am thinking we would process the results parallelly. There has been no communication from the government’s side.” Telangana had witnessed a spate of student deaths ever since the results for the Intermediate exam, the state board equivalent of Class 11 and 12, were announced in April this year. Over 20 students killed themselves, allegedly dejected with the marks they received, with student organisations, parents, and opposition parties laying the blame on the Board of Intermediate Education (BIE) and the Telangana Rashtra Samithi (TRS)-led government.

TRS MLA criticised after video shows her 'sympathising' with parents of Disha murder accused

TRS MLA Gongidi Sunitha has sparked controversy after sympathising with the parents of the four accused in the rape and murder of Disha, who were killed by the police in an alleged exchange of fire on December 6. Speaking at a programme at Aleru in her Assembly constituency in Yadadri Bhongir district, Gongidi Sunitha conveyed her sympathy to the parents of the four youth killed in the police 'encounter' at Chatanpally near Shadnagar town."What happened to the girl was sad and the killing of four youth is also sad. Just imagine the pain the parents of these youth are going through," she said. A video clipping of TRS MLA's remarks went viral on social media. Her stand is in complete disagreement with that of state ministers and other leaders, who hailed the police action. A few ministers, after the encounter, had stated that Telangana had emerged as a role model in ensuring 'instant justice' to the victim. However, Sunitha told the Times of India that her statements were taken out of context and that it was very unfortunate that such a heinous crime was committed.“But parents of those youths (accused) would be heartbroken. No parent would like to see such an end for their children. They may also face social boycott. My request to all parents is to spend time with your children and ensure they follow the right path,” the MLA said. While many have welcomed the encounter, human rights groups and activists have termed it as 'extra-judicial' killings and have approached the court, seeking a thorough probe. The police claimed that the accused, all in their 20s, were killed in an exchange of fire after an alleged attempt to escape. According to the police, the accused attacked the police party who had taken them to Chatanpally to recreate the crime scene. Two of the accused allegedly snatched weapons from the police and opened fire. All four died in retaliatory fire by the police. The four accused had allegedly gang-raped and murdered a 26-year-old veterinarian at Shamshabad on the outskirts of Hyderabad on the intervening night of November 27 and 28. They allegedly burnt the body of the victim near Shadnagar, about 50 km from Hyderabad. (With inputs from IANS)

Supreme Court proposes appointment of retired judge to probe Hyderabad "encounter"

Postponing the hearing of the plea seeking a probe into the alleged encounter in Hyderabad to Thursday, the Supreme Court on Wednesday said that it is inclined to appoint a retired Supreme Court judge to investigate the incident in which four rape accused were shot dead by the Cyberabad police. The Supreme Court was hearing a PIL which alleged that the encounter was fake and sought a probe against concerned police officials. LiveLaw reported that the apex court has asked the state government and the petitioners to propose suggestions of the name of the retired judge who will probe the incident. Chief Justice of India SA Bobde stated that the court had approached Justice P Reddy for the same, but he declined. Four accused persons — Mohammed Areef, Jollu Shiva, Jollu Naveen and Chennakeshavulu — who were accused of raping and murdering 26-year-old veterinarian Disha (name changed) were gunned down by police last week during an alleged exchange of gunfire.  On December 6, the police killed all the four accused in Chatanpally village, close to the spot where Disha’s body was found. Police claim that they took the accused for crime reconstruction and witness collection. However, the police said that the accused dramatically snatched their pistols and attacked them, leaving no choice but to retaliate with arms.  Contesting the claims of Cyberabad commissioner VC Sajjanar, the petitioners, GS Mani and Pradeep Kumar Yadav, and advocate ML Sharma had filed separate PILs in the Supreme Court. While Mani and Pradeep demanded an independent investigation into the alleged encounter, Sharma sought a Special Investigation Team probe headed by former SC judges. As these petitions were moved for urgent hearing, CJI SA Bobde agreed to it. The Cyberabad commissioner also left to New Delhi to appear before the court. Meanwhile, the Telangana High Court on Tuesday directed the government to preserve the bodies of the accused in Gandhi hospital till December 13, the day of the hearing. The court asked the bodies to be transported in an air-conditioned ambulance from Mahabubnagar Government Medical College. The seven-member team of the National Human Rights Commission (NHRC) has also completed its investigation. The report is yet to be made public.

Hyderabad metro users can stream movies and listen to music from two apps for free

Hyderabad metro users can now stream movies and shows and listen to music from two apps without exhausting their data. Presently, the service provided by the Hyderabad Metro Rail Limited is being made available at nine stations--Ameerpet, JNTU, Begumpet, Nagole, Uppal, Miyapur, KPHB, Kukatpally and Secunderabad East, and the users can access Zee5 or FreePlay app both on android and iOS. While Zee5 has a collection of movies and shows, Freeplay is a music app. The venture in partnership with SugarBox networks was launched by HMRL Managing Director NVS Reddy on Tuesday. Reddy said that all the metros have been equipped with wifi, along with some zones in the nine stations, which would be expanded later. SugarBox Network, an arm of Zee Entertainment, is a local Wi-Fi network that eliminates the users' dependence on mobile data and provides them an uninterrupted access to apps, without any data charges. According to reports, the introductory offer of free access is for 60 days. After this period, passengers can buy premium packages, while some content will remain free. Speaking about the initiative, NVS Reddy was quoted by The Times of India as saying, “Commuters generally spend about 35 to 40 minutes on trains and this and this service provides them entertainment.” According to Rohit Paranjpe, CEO of SugarBox Networks, the free wifi  allows internet users to download an entire movie in three minutes. Rohit was quoted as saying by The Hans India, “SugarBox's goal is to empower consumers with seamless access to everything that they may need: OTT, Music, Gaming, Shopping, E-learning, Food delivery, Hyperlocal services and more, even in places with bad or no network and even for users without an active data plan. We are starting with Zee5 and will have more Apps across categories on the platform soon.” Besides regular entertainment, NVS Reddy also wanted SugarBox networks to extend education, knowledge-related movies and videos, e-learning, shopping, food delivery, last mile connectivity cab booking etc. Meanwhile, L&T Metro Rail (Hyderabad) Limited Chief Operating Officer Anil Kumar Saini announced that a new app-based and QR code-enabled ticketing system would be launched before January.

Korean textile giant Youngone to set up Rs 900 crore facility in Telangana

Korean textile and apparel major Youngone Corporation will invest more than Rs 900 crore in the Kakatiya Mega Textile Park (KMTP) coming up in Telangana's Warangal district. The company on Wednesday signed an agreement with the Government of Telangana in this regard. The agreement was signed in the presence of Telangana's Industries Minister, K.T. Rama Rao, Indian Ambassador to Korea, Sripriya Ranganathan, and Korean Ambassador to India, Ashin Bongkil. Youngone Corporation will set up their facility on 290 acres to involve manufacture of knitted and woven garments for outdoor wear and technical textile products, predominantly for exports, said an official release. It is estimated that more than 12,000 direct jobs will be created through this project. Rama Rao welcomed Youngone Corporation and stated that this anchor investment is expected to catalyse more investments in KMTP as well as more Korean FDI in textile and other sectors in Telangana. During the meeting, the heads of Youngone Corporation stated that Telangana state's industrial policies have encouraged them to invest in Telangana. Consul General of Korea in Hyderabad, Suresh Chukkapalli, Principal Secretary, Industries, Jayesh Ranjan, and other senior officials of the government participated in the meeting. Youngone Corporation is a Korea headquartered leading manufacturer of textiles, technical outdoor /athletic apparel, sportswear, knitwear, footwear, etc. with annual revenues in excess of $1.75 billion. Youngone group is currently operating in 13 countries, including Bangladesh, Vietnam and Ethiopia, with subsidiaries in the US and Switzerland, and employs over 90,000 persons worldwide.

Telangana govt sets up special court in Asifabad gangrape and murder case

A 30-year-old woman hawker was gangraped and murdered just days before the Disha case occurred in the state.
Weeks after protests by family members and civil rights groups seeking speedy justice in the  Asifabad gang-rape and murder case, the Telangana government has set up a special court in Adilabad to begin the trial for the accused. On November 24, days before Hyderabad veterinarian Disha was gangraped and murdered, a woman hawker, 30-year-old Samata hailing from Nirmal's Khanapur area was also gangraped and murdered allegedly by three men in Lingala mandal of Asifabad district. This comes after the High Court’s approved a proposal from the government. The Fifth Additional Sessions Court in the Adilabad district was designated as the special court for the trial in the case. State Law Minister A Indrakaran Reddy said, “The setting up of a special court would ensure that they case will be heard on a daily basis and will result in speedy disposal of the case.” Police arrested Shaik Babu (35), Shaik Shaboddin (30) and Shaik Mukdum (40) on the day of the incident. They have been remanded to judicial custody. Last week, the police sought custody of the three accused in order to collect DNA samples to send to the Forensic Laboratory in Hyderabad. The rape and murder of Disha had sparked widespread protests across the country. The government had set up a fast-track court to begin the trial for the four accused in the case, but they were shot dead by police in an encounter in the early hours of December 6. Protests also erupted in Asifabad and parts of erstwhile Adilabad following the Samata case. Madiga Reservation Porata Samiti (MRPS) led by Manda Krishna Madiga had protested stating that the government had ignored delivering justice to the victim since she belonged to the Dalit community. Last week, the victim’s husband told TNM that the government and media had not pay enough attention to the incident, alleging caste bias. In another case, a girl was raped and killed allegedly by her boyfriend in Warangal district last month, and civil rights groups as well as her family had demanded justice.

YSRCP and TDP vote in favour of Citizenship (Amendment) Bill in RS, TRS against

While two of the Telugu state parties the YSRCP and the TDP voted for the Citizenship (Amendment) Bill (CAB) 2019, the TRS voted against the controversial Act that gives Indian citizenship to persecuted minorities from neighbouring countries but excludes minority Muslim sects. The bill was passed on Wednesday with 125 Member of Parliament (MPs) from various parties voting for the bill, while 99 voted against. All three Telugu parties together muster 10 seats in the Rajya Sabha, both the Andhra-based YSRCP and TDP with two MPs each and the Telangana-based TRS with six MPs. The YSRCP had supported the bill both in the Lok Sabha and in the Rajya Sabha. The party led by Andhra Pradesh Chief Minister Jagan Mohan Reddy, accused in a disproportionate asset case, had earlier extended support to the NDA in getting the controversial Triple Talaq bill and also the RTI amendment bill into Acts. While voting for the CAB in the Lok Sabha, the YSRCP leader Midhun Reddy had said that his party had certain concerns about the bill excluding Muslims minorities sects like Ahmedias and expressed hope that the Centre would address the concerns. In February this year, while N Chandra Babu Naidu was still the Chief Minister of Andhra Pradesh, he would call the bill as going "against the interest of the indigenous people of Assam and North East." Naidu at the time was staging a dharna in New Delhi demanding special status for Andra Pradesh, he would go on to accuse the BJP of using the CAB to play “communal politics”. Referring to violence in Punjab and J&K, he stateed that his party, then with 6 MPs in the Rajya Sabha, would vote against the bill. Much of Naidu’s fortunes have changed since his party lost state elections in May. The party at present is trying hard to get back into the good books of their former ally, the BJP. On Wednesday, two of the TDP MPs voted for the CAB in Rajya Sabha. The TRS in Telangana have umbrage with the BJP. The state's Chief Minister in his recent visit to Delhi to meet the Prime Minister Narendra Modi and discuss state-related issues on pending GST and other payments was not given an appointment. The cold shoulder from the central BJP leadership is despite the TRS extending support to the BJP over the years in supporting bills such as the Triple Talaq, RTI amendment and Centre policies, such as demonetisation and GST. The TRS party leadership had issued a whip to its RS members to vote against the bill.The Telangana’s pink party also has to take into account their "friendly party" the AIMIM that spearheaded the campaign against the CAB in both the houses of parliament. TRS is of the view that the bill goes against the interests of Muslim communities.

In a celebration filled with friends and family, Anam Mirza, the sister of star tennis player Sania Mirza, married Asad, the son of former Indian cricket captain Azharuddin in Hyderabad on Wednesday. Anam posted a photo of the bride and groom with the caption and wedding hashtag, “Mr and Mrs #alhamdulillahforeverything #AbBasAnamHi”.             Dressed in a pink and purple ensemble with gold embellishments, the photo shows Anam seated next to her new husband, Asad, who wore a cream-coloured sherwani.   In the days leading up to the event, social media was flooded with photos of the pre-wedding celebrations, including the Mehendi and bridal showers. Sisters Sania and Anam posted pictures with the #AbBasAnamHi, with both looking resplendent in outfits by designer Jayanthi Reddy. 'Why should I celebrate encounters? Find root cause of crime’: Jwala Gutta to TNM

Ace shuttler Jwala Gutta opens up to TNM on the reported encounter of the four accused in the Hyderabad vet rape and murder case, on why sportspersons are hesitant to voice their opinion and more.
The words most commonly used to describe ace shuttler and Arjuna awardee Jwala Gutta is ‘outspoken’ and ‘controversial’, the latter which she herself acknowledges. The reputation isn’t without cause. Unlike many sportspersons in the country, Jwala has consistently spoken up about multiple issues, not limited to sports. The most recent of them was the encounter of the four accused in the Disha gangrape and murder case in Hyderabad.  The sportsperson, who launched her sports academy in Hyderabad on Tuesday, has also spoken about being disturbed and disappointed by the celebrations following the encounter, amidst cheers that “justice had been served”. In a conversation with TNM, Jwala speaks about what justice would mean, a need for empathy, and why sportspersons are hesitant to voice their opinion.  The celebrations after the encounter point to the fact that a lot of people think justice has been served. What do you think justice in a case like this would be? Do you think the current system can be improved upon, and if so, how? This is not the first encounter, we've had others. Has that stopped any crime? As a matter of fact, it hasn’t. For us as a nation, instead of cheering and celebrating encounters, it’s now an incident where we have lost five lives (the four accused and Disha). People are also forgetting about the families of the accused. Let's not forget that. They are humans and these four people turned into animals — I am not denying it. I have no sympathy towards them. I would have loved to see them get punished accordingly and I wouldn't sympathise with it. These human beings chose to become animals, but I am still a human being, I can't think like an animal. Also, I think every life is precious -- whatever class of life someone belongs to. Why can't I empathise with lives lost?   As good citizens, if we want to make our society safe and a better place, why aren't we finding the root cause (or causes), of such kind of crimes, instead of celebrating this? Why are we not asking for solutions to the problems? Encounter is not the solution, so why should I celebrate? Is there any guarantee that this will stop rapes in future? Even a 5-year-old knows that if you do something bad, you will go to jail. Anybody in their right sense will not commit any crime. What are we celebrating? Are we celebrating death? Are we that kind of a society that when there is some kind of death and we all rejoice?  I don’t think this is justice in the true sense. Justice for the victim would have been if we found a solution to future rapes. We have one of the strongest and most stringent punishments for rapes in the world. How are we celebrating this encounter? Without a trial, without any proof? They didn’t show us any proof. Who are we to judge? Judges are there for a reason. The saddest part is that we are not able to trust our judiciary. There is nothing to celebrate. This can become the new normal, when people get excited seeing blood. Even movies which are extremely violent are becoming hits, then we need to start thinking about what is wrong.  Does entertainment then carry a message? I am a movie buff. A large chunk of our population is illiterate. When I watch a movie, I know it is not real. I know no hero will come and save me. Nobody dances in our real personal, romantic lives. I know this is not real. But a large number of people are illiterate - they might have gone to school in the early years, but they are not educated in the real sense. It affects them directly.  When Salman Khan had the haircut in Tere Naam or MS Dhoni did at the start of his career, then everyone wanted that haircut. Half of Hyderabad had that haircut. So people in the movies can’t say no, if people are messed up they will be messed up. When we are paying money, we expect quality. It should entertain me, but it’s affecting other people differently. Somewhere I think, maybe, it could be a cause for crime rates going up.  Do you think sportspersons need to be opinion leaders? Is there a responsibility? They need to be opinionated for sure. Sportspersons are the only people in the country who play for the country in the true sense. We don't play for a particular ruling government. When we go out we play for the country. We are the most neutral people. It's a moral, ethical responsibility to speak up and understand what we are talking. We are the peace ambassadors to the world from our country. When there is an act of violence from the system or the society, we need to condemn it, not celebrate it. We need to understand why the particular incident happened, and what needs to be done so that it doesn't happen in future.  You were one of the few sportspersons who actually condemned the Hyderabad encounters. Why do you think more sportspersons are hesitant to speak out?  Because they are scared. Sometimes it's humara kya ja raha hai. Humein kya lena dena hai (How does it matter to us. What do we have to do with it?) That's it.  Now, it's a thing that if Jwala speaks, it becomes a controversy. And seeing how I have been treated by the administration in the past — I was supposed to get the Padma Shri, I have not received it in the past eight years. After the Arjuna award and the kind of wins I have had and the contribution I have had in Indian badminton, who would dare to speak? They have not celebrated women like me and we have allowed people on social media to troll and abuse people like me, and women like me. The police are doing nothing. They are not vigilant.  You are often trolled for your views on issues, and there have been a fair number of controversies as well. Is there an increased adverse reaction now? I've grown a thick skin and it doesn't affect me. But my point is not every woman is like me.  When I tweeted, people did support me. But there were a few people who were also instigating that you should be raped, then you will understand. I was tagging the police, but they are not doing anything about it. The same police did the encounter, the same police have a lax attitude towards trolling, then why should I celebrate encounters? Don't you think they got away easily? Even the police got away with it easily.  The police are for the people, irrespective of social standing and they are answerable. If you have encountered, tell us that they are encountered. Out of the four accused, what if one of them was trying to stop those three? What if one of them is innocent? And just because they come from a specific background, belong to a poor family — if you see their families talking they all live in one room. Would you treat someone from a privileged background the same way? When the answer is no, then why should I celebrate this?  If this was not an encounter and was the punishment they deserved after being proven guilty. If every rapist from every social standing was punished in the same way, I would have celebrated. Why should I celebrate it now when I know this is one of the cases, it is not going to stop future rapes? I have a fear that it'll only increase future crime. On her plans with the Jwala Gutta Academy of Excellence The initial idea was to just have badminton, but I thought I could probably give more. The property - Sujatha High School - is a 55-acre property which has cricket and other sports. So, I decided to take everything under my wing and try and develop it with the school. Initially, we will be taking care of badminton and then slowly include other sports. That will also be going on simultaneously. We have cricket too and I know many people will ask why cricket, but there's not much of women's cricket, and I would like to promote that. We should inculcate sporting culture in our country and that's the idea. Any sport. When a child comes to our campus, they should have multiple choices. That's what my parents had given me. I started off with tennis, played table tennis, played cricket and then joined badminton. I think a child should have the choice. This interview has been edited for length and clarity.

The Supreme Court on Thursday ordered a judicial inquiry into the alleged encounter of four rape accused by Cyberabad police. Retired SC judge VS Sirpurkar will be heading the three-member panel which will investigate the encounter. The commission will sit in Hyderabad and investigation has to be completed within six months, the court directed. Other members of the investigation team include former Bombay High Court judge Rekha Prakash Baldota and former CBI chief Kartikeyan. The Supreme Court bench headed by Chief Justice SA Bobde was hearing two public interest litigations seeking an independent probe into the deaths of the four accused in the Hyderabad veterinarian gangrape and murder case last week. The apex court also stayed proceedings of other probes into the encounter, including the petition before Telangana High Court and the probe by National Human Rights Commission, until the three-member commission completes its investigation. On December 6, four accused —  Mohammed Areef, Jollu Shiva, Jollu Naveen and Chennakeshavulu — who were accused of raping and murdering Disha, a veterinary doctor from Hyderabad, were gunned down by police allegedly during crime reconstruction and witness collection. Cyberabad police commissioner VC Sajjanar claimed that the accused snatched their pistols and fired at them, leaving no option but to retaliate with weapons. On Thursday, the Telangana government, represented by senior advocate Mukul Rohatgi, justified that the encounter in court, saying that the accused men snatched two firearms from the police and shot at the police party. Rohatgi told CJI Justice Bobde, "They fired at police and pelted stones. In response, police opened fire," as quoted by Live Law. The CJI, in response, asked, "Were shots fired at police with guns that were snatched?" to which the Rohatgi said that though shots were fired police dodged them. In the alleged encounter which took place on December 6, none of the police sustained any bullet injuries. According to PTI, the bench, which also comprised Justices S A Nazeer and Sanjiv Khanna said, "We are of the considered view that there should be an impartial inquiry into the encounter deaths of the four people accused in the gangrape and murder of a veterinarian in Telangana.""There are aspects of your (Telangana government's) version which needed an inquiry,” the bench observed. CJI Bobde also expressed concerns on the possibility of a media trial over the encounter. He reportedly said, "We don't wish to gag media, but there needs to be some balance in certain cases." The court has issued notices on the plea to restrain the media from publishing the proceedings before the commission. The notices were issued to the Press Council of India and to PTI. The PUCL judgment of the SC laid down seventeen careful guidelines about what is to be done in an alleged encounter killing. The Telengana HC - which was seized of the case - was following them. Have right to stop movie-goers from carrying own food and water: Multiplex Association

The Hyderabad police, in an RTI query, had recently said that there were no regulations imposed on movie-goers to carry food and water bottles inside single screens and multiplexes. They further said that a complaint can be filed with the police or the Legal Metrology department if theatres were found flouting the norms. However, responding to the statement, the Multiplex Association of India (MAI) on Tuesday, in a press note said that in view of a stay granted by the Supreme Court, multiplexes are still allowed to regulate the entry of food and beverages inside their premises. The statement said that various Public Interest Litigations (PIL) have been filed in different High Courts on allowing customers to carry food and water inside theatres. Many HCs, including Andhra Pradesh and Madras, have dismissed the petitions. “One High Court, namely that of Jammu and Kashmir, had allowed patrons to carry outside food and beverages inside multiplexes. The Multiplex Association of India (MAI) had challenged this order by a petition, and the Supreme Court of India, while admitting the petition of the MAI, has stayed the operation of the order of the J&K High Court,” the statement reads. Citing the stay, the association said the matter is currently under subjudice and hence it grants them to right to continue regulating the entry of food and beverages inside their premises. “Various other public interest litigation, including those before the Bombay High Court, Delhi High Court, etc have all been transferred to the Supreme Court since these contained similar issues, and are being heard along with the petition of the MAI,” the association added. Under the Cinema Regulation Act of 1955, there are no restrictions in letting a customer carry his own snack box or water bottles. Despite the law, most multiplexes do not allow customers to carry food or beverages citing security issues. In the RTI query filed by Hyderabad-based activist Vijay Gopal, the Hyderabad cops have also made clear that no single screen theatres can charge a customer for providing 3D glasses. However, the police say that few multiplexes are permitted to do so for screening 3D movies as per the representations and GOs issued by the government.
