AIMIM President Asaduddin Owaisi on Monday met with Hyderabad Collector Raghunandan Rao and city Police Commissioner Anjani Kumar, demanding swift action in the case of a 4-year-old being sexually assaulted at a private school.  The police on Sunday arrested a 29-year-man for sexually assaulting the minor at a private school in Hyderabad's old city area, after the crime had triggered massive protests last week. The man has been identified as Mohammed Geelani, a supervisor at the school.   The Hyderabad MP visited the Commissioner's office in the city, along with the victim's father and handed over a representation, demanding that the case must be heard in a fast track court. Anjani Kumar assured those who had gathered that the culprit would be punished as per law and cases would also be booked on the management of the school, based on an enquiry report by the District Education Officer (DEO). During the meeting with the Collector, Owaisi demanded that strict action must be taken again the school and it must even be shut down if possible. The incident took place when the accused lured the girl with a chocolate, during the interval. The accused then took her to an isolated area and sexually abused her, the police said. After she reached home at around 12:30 pm, the girl told her parents that she was experiencing pain in her private parts and then narrated what happened.  As news of the incident spread, a large number of people gathered outside the school, shouting slogans of 'We want justice'. As tension escalated, the Golconda police, which had reached the spot, attempted to pacify the crowd.  Some locals pelted stones on the empty buses that were parked in the school premises, while others vandalised furniture and other property belonging to the institute.  As police officers were also injured in the melee, more than 20 people were detained by the police so far and later let off after a strict warning. Doctors said that the child is out of danger and her health was improving under medical supervision. A case has been registered under Section 376 (Rape) of the IPC and relevant sections of the Protection of Children from Sexual Offenses (POCSO) Act.  

TRS member booked for allegedly assaulting woman GHMC official over son's statue

A case has been registered against G. Jyothi and her associates for use of criminal force against a public servant.
A local TRS leader in Hyderabad allegedly assaulted a woman employee of the Greater Hyderabad Municipal Corporation (GHMC) over the removal of an illegal statue in the city. Police said that the complainant, who was working as an Assistant City Planner, was allegedly 'slapped and insulted' by co-option (nominated) member G Jyothi Goud and others during a meeting of the civic body. “I was suddenly attacked by the co-option member and nobody intervened to stop her. I walked out of the room, injured and humiliated,” the complaint stated. The incident relates to a statue of Jyoti's son, Akhil Kumar Goud, in Alwal that was installed without permission. Akhil had died in a road accident and local leaders said that he had played an active role in the Telangana movement, which is why they installed the statue. The official who saw the statue, issued notices to remove it. When the orders were not followed, the GHMC removed it, stating that it was an encroachment on the road. It was this move, that reportedly led to the attack. “Jyothi and others manhandled and caused injuries to the GHMC official. A case has been registered against G. Jyothi and her associates under Sections 353 (Assault or use of criminal force against a public servant) and 324 (voluntarily causing hurt) of IPC,” Alwal inspector V. Srikanth Goud told Deccan Chronicle. According to reports, the statue first came up in April this year, but was later razed as it was erected without permission. However, members of the Goud family set it up again earlier this month in September. Meanwhile, Jyothi’s family denied allegations of the assault and accused the GHMC official of ‘intentionally targeting’ them.

“Don’t worry Pranay...U r not alone.. Not only me u are in the heart of crores of people.. Many people are fighting for justice (sic),” a post read on Facebook page named ‘Justice for Pranay’. Days after her husband’s brutal murder in a caste killing, 21-year-old Amrutha has taken to social media to demand justice. The page linked to Amrutha’s personal account has over 60,000 likes as of Tuesday. Within a couple of hours of the post being uploaded, the page received overwhelming likes with many supporting the cause. Speaking to the media, Amrutha said that she received numerous messages on Facebook expressing solidarity and condolences, after which she decided to initiate a social media campaign. Amrutha said that Pranay always opposed casteism and now she intends to end it through this campaign. The page has shared numerous photos of protests and rallies carried out for Pranay across the state. In the recommendations, where a user can express their opinion, several have demanded death penalty for Amrutha’s father, Maruthi Rao, for plotting Pranay’s murder. One recommendation by a Facebook user, Shekhar Kummari reads, “The killings happen at many places when it is an inter-caste marriage. Pranay is the latest victim of casteist inhuman people. I demand the state that the killers of Pranay should get proper punishment.” 24-year-old Pranay, a Dalit from the Mala community was hacked to death on Friday in broad daylight by an unidentified assailant hired by Maruthi Rao, who had opposed their marriage.   The caste killing sparked wide outrage in Telangana and many vented their anger on social media against caste violence. Speaking to TNM on Monday, Amrutha had vowed to fight for justice. “We can uproot caste system only through inter-caste marriages and by encouraging such marriages. It should happen the way BR Ambedkar envisioned it and we must challenge the brutal and inhuman caste system,” Amruta told TNM. "I will fight till the end to get justice for Pranay. He always said that caste differences among people should end and casteism should go. There should never be a situation where a person faces difficulties because of their caste. TransVision, web series to bust myths about trans community, wins Laadli Award

“When we say transgender, people assume they know everything about us and continue to judge us with their skewed notions. You cannot blame them, because that is how the society has conditioned their thoughts. They often told us ‘Yeh log kuch nahin kar sakte’ (These people cannot do anything), but today we say ‘Jo log kuch nahin kar sakte, woh log kamaal karke dikhayenge’ (People who cannot do anything will do wonders),” says Anjali, one of the members of the YouTube channel TransVision which won the prestigious Laadli Media Award for gender sensitivity in Delhi last Friday. TransVision is India’s first YouTube channel run by transgender people. Their web series aims to bust myths about the transgender community, in an attempt to do away with the societal discrimination that people with non-binary gender identities usually experience. “The award is the biggest platform we have ever got and we never expected it. It is a big boost to our channel and is a recognition that the society is finally paying heed to our efforts and our voice is being heard,” says Anjali, who is also a an activist. TransVision started off in 2017. Anjali says it has been difficult to run the channel without proper funding. “Towards the end of 2016, after the brutal murder of a trans woman named Pravalika, Rachana (another transgender activist) and I watched a few videos on YouTube on the transgender community, all trans and homophobic in nature with misconstrued information. So, we decided why not run a channel that dispelled the rumours and myths around our community and we discussed the idea with our producer, Moses Tualsi, another transgen activist,” Anjali explains. TransVision was thus born with Anjali, Rachana and Chandramukhi doing videos in Telugu, Soniya from Old City doing the Urdu version of the series and Jhanavi from Bengaluru, doing videos in Kannada. Anjali, in of the episodes on TransVision “We pulled off the first three videos pitching in money from our own pockets. Later, we went to a crowdfunding platform to raise funds. We were pleasantly surprised to see the generosity as we got our goal funds in less than a month,” Anjali says. Shot on a crowdfunded budget of Rs 4.5 lakh, the almost finished first season of the series has nine episodes in each language, and each episode features a transgender person speaking about the much needed information pertaining to the community. “Soniya, who does the Urdu version of the series, has been a victim of acid attack. The channel, in a way, is also a means of livelihood for many transgender people,” Anjali adds. Anjali came out about her true identity during her youth. “My parents were ashamed of me and asked why I was behaving like a woman. My parents’ pressure and abuse made me leave home and I joined the culture of the Hijra community, dancing on streets and weddings for a living. I later got in touch with Rachana di and then became a full-time transgender activist.” Talking about the recent ruling of the SC which read down Section 377, Anjali says there is no true victory until and unless the society stops discriminating against trans people. “Rules are plenty on paper. For example, after the 2014 NALSA verdict that recognised the rights of the transgender community, it was another long battle for us to demand our rights in public spaces. In schools, offices or even public spaces, we have to fight for what rightfully belongs to us. People like me may want to fight, but other trans people from our community cannot afford to get into legal tangles and they are again pushed back either into begging or sex work,” Anjali says. A change can be brought about only with proper awareness on the non-binary gender identities, says Anjali. “Awareness must begin from school. Multiple gender identities should be a part of the school syllabus and children should know what it means to be a trans man/woman.” “Secondly, trans people should be given what rightly belongs to them. You cannot always blame parents who are hesitant to accept their child's true gender identity. They are scared as trans people command no respect and are often pushed into menial jobs that makes them the scum of the society. Once we find ourselves in respectable positions, our families would also be more welcoming,” Anjali opines. With the award being a major milestone, the team now plans on starting a second season. “We have decided to start a second season that would explore the lives of trans people who have made it big in their lives. We would interview them and collate experiences from around India. But the only problem we now face is funding. Once we get funding, our shows will be a befitting reply to all those who ridiculed us, who said ‘Yeh log kuch nahin kar sakte’. Like we say, ‘Jo log kuch nahin kar sakte, who log kamaal karke dikhaayenge.”

‘Caste is everywhere, everyone knows it’: Activists voice solidarity at Pranay’s home

The atmosphere was one of solidarity in Miryalaguda town in Telangana as a large number of activists and politicians poured into the town to express their condolences to the family of Pranay, a 24-year-old who was hacked to death on Friday in a caste killing that shook the state. Pranay, a Dalit Christian had married Amrutha Varshini, a Vaishya (a caste group categorised as Forward), against the wishes of her parents. Amurtha’s father Maruthi Rao and uncle Shravan Kumar have been accused of masterminding the cold-blooded murder. The crowd continued to swell at Pranay’s home in Muthireddy Kunta even as the police stepped up security in the area. Pranay’s parents seemed strong and hopeful for justice even as access to Amrutha was restricted, as she was not feeling too well. Director of the state archives department and senior IAS officer Akunuri Murali, who met Pranay’s family, said that the incident reflected society’s deep-rooted prejudices. Speaking to TNM, he said, “The incident has shown the caste discrimination that the country is suffering from for over 2,000 years, for everyone to see. The mentality is almost like a psychological disorder which needs to be solved. Many people are coming out and their true faces are being exposed. A lot of debate and discussion is taking place and I hope that this will help us come out with a solution.” “Caste is everywhere and everyone knows it,” Murali added. Speaking about the media coverage of the incident, the former collector of Jayashankar Bhupalpally district said, “It is caste killing out of hatred, and not an honour killing. There is no honour in this. The term which is being used is wrong.” Writer and social scientist Kancha Ilaiah Shepherd also visited the family and consoled them shortly after Murali’s visit. Speaking to reporters, Kancha compared Amrutha to Malala Yousafzai, who has continued her activism after she was shot by the Taliban. “Like Malala fought against Taliban terrorism, Amrutha too is fighting against caste extremism. Everyone should stand by her,” he said. Another rising demand among those who visited Pranay’s house has been that Amrutha should contest from Miryalaguda for an MLA seat in the upcoming elections. “She should go to the Legislative Assembly. She should become a voice against caste in the homes of the public and in the Assembly. Amrutha and Pranay are a symbol of love for future generations,” Kancha said. He further questioned why political parties like the TRS, BJP and even the RSS, who claim that they were against caste discrimination, didn’t come and see Amrutha.     The writer also backed Amrutha’s demand for a statue of Pranay in the centre of Miryalaguda, adding that a statue should also come up in Tank Bund in Hyderabad. Mentioning Dalit PhD scholar Rohith Vemula from the University of Hyderabad (UoH), who had killed himself allegedly due to social discrimination, Kancha said, “Pranay and Rohith are heroes in the current anti-caste struggle. They were both well-educated and intellectuals, who have lit the beacon of the movement.” Senior CPI(M) leader Tammineni Veerabhadram, whose visit followed Kancha’s, condemned the murder and also supported the demand that Amrutha should contest the polls. “If all parties really want to fight against caste, everyone should unanimously support Amrutha and ensure that she wins the elections. Pranay’s murder is a heinous crime and should be condemned by all parties,” he said. Commenting on reports that leaders of certain political parties, including the TRS and Congress, had helped Amrutha’s father in planning the murder, Tammineni said, “If anyone with political affiliations is found guilty in this crime, the party should act sternly.” Speaking to a local media outlet, Miryalaguda SP AV Ranganath said that they had detained around 7 people, adding that the hired killer was from Bihar. “The killer caught on CCTV cameras was a Bihar native and has been taken into custody there. He was produced in a court in Bihar and is being brought to Nalgonda,” the SP said. The accused have been booked under sections 302 (Murder), 34 (Acts done by several persons in furtherance of common intention), 120b (Party to a criminal conspiracy) read with 109 (Abetment) of the Indian Penal Code (IPC), and Section 3(2)(v) of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989.

Four days after 24-year-old Pranay, a Dalit man was brutally hacked to death in Miryalaguda for marrying a caste Hindu, the Telangana police have arrested his wife’s father, Maruthi Rao, the prime suspect in the murder. Five others complicit in the caste killing including Rao’s brother Sravan have also been arrested. Those arrested are Maruthi Rao, Sravan, Mohammed Bari, Congress leader Abdul Karim, Shiva and the assailant Subhash Sharma, the alleged killer who was picked up from Bihar. Nalgonda SP told NTV that they identified the alleged killer Sharma based on the CCTV footage. After detaining him in Bihar, he was produced at a local court for transit and brought to Nalgonda. "Accused no 3 Asgar Ali - was accused in earlier cases - he was sentenced by a court earlier, but later acquitted. Mohammed Bari, a resident of Malakpet in Hyderabad knew Amrutha's father Maruthi Rao since 2011," Nalgonda SP, AV Ranganath said. Shiva is Maruthi Rao's driver and was also part of the conspiracy, according to the police. The plan was hatched around June this year, the police officer said. "The murder plot began in June-July. Asgar and Bari met in Auto Nagar and met Karim and Maruthi Rao. They sat in a car and spoke and began brokering for the deal. The demand first was for Rs 2 and a half crore but they settled for Rs 1 crore -- They asked Rs 50 lakh for advance but they settled on Rs 15 lakh. The same day, they showed Pranay's house to Bari and Asgar.  On July 9, Karim took Rs 15 lakh from Maruthi and left for Hyderabad from Miryalguda. The first part of advance Rs 15 lakh was paid near Ramoji Film city in Hyderabad," the SP said.  According to the police, a wedding reception for the couple in August angered Maruthi Rao and he wanted the murder executed as soon as possible.  In the FIR registered by Miryalaguda police on Friday, Maruthi Rao was named as Accused No 1 and Sravan as Accused No 2. Pranay, a Dalit from the SC Mala community had married Amrutha, a woman from the Komati community (Vyshya) in January this year. However, the woman’s father, who had strongly opposed their marriage, allegedly hatched a plan to kill Pranay. On 14 September, when Pranay and Amrutha, who is five months pregnant, were coming out of a private hospital in Miryalaguda following a health checkup with a gynaecologist, an unidentified assailant followed Pranay and attacked him with a machete. Pranay succumbed almost immediately after suffering two heavy blows to his head and neck. Fearing violence, police had provided protection to both Maruthi Rao’s family and Pranay’s family following the daylight murder. Maruthi Rao is a realtor and businessman, who is said to be very influential in Miryalaguda town of Nalgonda district with strong network of local politicians. He has several criminal cases against him including illegal land grabbing. This caste-based killing sparked wide outrage across Telangana. Several Dalit students and activists thronged Muthireddy Kunta in Miryalaguda demanding the arrest of Maruthi Rao and his brother, Sravan, allegedly a co-conspirator in the murder. Speaking to TNM earlier, Amrutha had alleged that her uncle had physically assaulted her for going against her family’s will. She also said that her father had threatened them with dire consequences several times. “He had told me multiple times that he would kill him as I did not obey his wishes.” Amrutha also said that Maruthi Rao had called her a few minutes before the gruesome murder of her husband. She alleged that her father had blocked her number previously, but when they spoke on Friday, he reportedly asked her to abort the foetus. Pranay and Amrutha got married in January defying the threats of Maruthi Rao at the Arya Samaj in Hyderabad. Both of them were studying in Hyderabad at different educational institutions. Though Pranay’s parents didn’t know about their marriage and initially opposed it fearing violence by Maruthi Rao’s family, they later accepted them. After getting their marriage registered, the couple approached police for protection. Police also said that they counselled Maruthi Raofollowing the wedding, who had then allegedly said he would not resort to violence. During his interrogation, Maruthi Rao allegedly told the police that his “honour” and “prestige” were more important than his daughter’s happiness.    

Dalit activists question KCR’s silence on Pranay’s murder, accuse him of being casteist

It has been four days since the murder of Pranay Perumalla, a 24-year-old Dalit man was hacked to death in Telangana’s Nalgonda district. He was murdered for marrying Amrutha, a caste Hindu. The caste killing plotted by Amrutha’s father and uncle has sparked wide outrage across the state. But four days on, caretaker Chief Minister K Chandrasekhar Rao has remained silent on the caste killing despite thousands expressing shock, and anger at the horrific and brazen crime. Amrutha’s father T Maruthi Rao named as the prime accused in the crime for plotting the murder is reportedly a TRS member and his party membership is yet to be revoked. Accusing the CM of being casteist, Sujatha Surepally, convenor of Bahujana Prathighatana Vedika said, “The least he could have done is expel him from party. He is a casteist.” She also went on to allege, “The accused has close links with TRS leaders. He is a close aide of Minister Jagadish Reddy, yet the party hasn’t come out in the open condemning the incident, neither have they publicly stated that his membership has been revoked. Is this the Bangaru Telangana TRS promises to give us?” Expressing her angst, she said that the CM has time to pay respects to actor Nandamuri Harikrishna who recently died in an accident, but can’t take out time to express condolence or personally visit the victim’s family. Another Bahujan academician, Professor Kancha Ilaiah Shepherd who visited Muthireddy Kunta to extend his solidarity to Amrutha said that except for senior Congress leader Jana Reddy, nobody came to offer their condolences or extend solidarity. He told TNM, “The accused is a member of KCR’s party, shouldn’t the party cut off their relation in the open?” He alleged, “Under KCR’s regime the caste violence against Dalits has swelled in Telangana. Why wouldn’t it? Most of the accused are from his party.” Kancha Ilaiah also said, “My demand is that she should be elected unopposed from Miryalaguda constituency. The CPI (M) has already offered her the ticket.” He also urged the government to bring in a law named after Amrutha to encourage inter-caste marriages. “We will make it a political issue and demand a statue for Pranay at Tank Bund and Miryalaguda,” he said. Condemning the incident, Telangana Jana Samithi President, Professor Kodandram slammed the government for their inaction. “The government has an obligation to implement the Constitution, not doing so is illegal. The victim is giving the names of politicians who have threatened the couple and the government has not taken any action so far. In the past few weeks, the government has been proactive in taking action against politicians bringing back old cases, an ex MLC has been arrested. In this particular instance, the government is backing the culprits, backing those who are taking part in the uncivil act,” said Professor Kodandram. “It's important to remember that this is not the first time such an incident has happened in Telangana, there have been 4-5 cases in the past. In none of these instances, the government has taken any action. On the contrary, the ruling party in power has shielded and guarded their interest had the government taken action these issues would not have perpetuated,” he alleged.    

How Amrutha's innocent calls with her mother helped her dad plot Pranay's murder

Multiple meetings between the five main accused, fake sim cards, an advance of Rs 16 lakh and a deal for Rs 1 crore, was all that led to the death of Pranay.
21-year-old Amrutha and Pranay had married in January this year against the wishes of her parents, but she was in constant touch with her mother, ever since she got pregnant. Amrutha would tell her mother about how she was doing and the mother too would advise her to take good rest and eat timely meals. The mother, equally happy to get frequent updates, would pass on the same information to Amrutha's father, Maruthi Rao. But unknown to them, Maruthi Rao had been plotting Pranay's murder for months and used the information from the phone calls to trace Pranay's whereabouts. The last fateful call was on September 13, a day before Pranay's murder and the eve of Vinayaka Chaturthi, when Amrutha informed her mother that she and Pranay were going to Jyothi hospital for a regular check-up. Amrutha's mother passed on the same information to Maruthi Rao.  It was in this manner, that the date and location of the murder was set and months of planning culminated in a cold-blooded killing in broad daylight.   Speaking to reporters on Tuesday, Nalgonda Superintendent of Police AV Ranganath detailed the conspiracy behind the crime. Multiple meetings between the five main accused at various places in the state, fake sim cards, an advance of Rs 16 lakh and a deal for Rs 1 crore, was all that led to the death of Pranay.   The accused In the FIR registered by Miryalaguda police, Maruthi Rao was named as Accused No 1, while the killer, Subash Sharma, was named as Accused No 2.   The police said that Accused No 3, Asgar Ali - was an accused in earlier cases, as he was convicted by a court earlier in the murder case of former Gujarat Home Minister Haren Pandya, but was later acquitted. "Accused No 4 Mohammed Bari, a native of Nalgonda and a resident of Malakpet in Hyderabad, knew Amrutha's father Maruthi Rao since 2011 ever since he took his help in settling a land dispute," Ranganath said.  The police said that Bari and Sharma had met in Rajahmundry while they were both serving time in prison for different crimes. Accused No 5, Abdul Kareem, is a Transport Operator in Miryalguda, while Accused No 6 was Sravan, Maruthi's relative. Maruthi Rao's driver, Shiva,was named Accused No 7. The police said that while Sravan and Shiva knew of the crime being hatched, it was the other five, who were the main accused. The plan"The murder plot began in June-July, when Bari and Maruthi Rao got into contact into each other and began talking over the phone. In the first week of July, Karim came into the picture and the plan to kill Pranay was hatched. The same was communicated to Bari and Asgar," Ranganath said. The police said that Karim, Asgar and Bari later met frequently in Hyderabad and Nalgonda, to work out the execution of the plan. "In the first week of July, Asgar and Bari met in Nalgonda's Auto Nagar and later met Karim and Maruthi Rao. They sat in a car and spoke and began setting an amount for the murder. The demand was first for Rs 2.5 crore but they later settled for Rs 1 crore. While the killers asked for an advance of Rs 50 lakh, they settled on Rs 16 lakh.  The same day, they left in the car and showed Pranay's house to Bari and Asgar," Ranganath said. The next important meeting was on July 9, when Karim took 16 lakh from Maruthi and left for Hyderabad from Miryalguda. The money was handed over to the others in a car near Ramoji Film City, the police said.   Maruthi Rao was then informed that the advance had been received. Bari took Rs 8 lakh, while Asgar took Rs 6 lakh and Rs 1 lakh was taken by Karim from the advance, the police added. Planning and execution It was after the advance was given that the planning began. The police said that Bari bought a two-wheeler with a fake number plate and documents and three sim cards using bogus names, while Asgar bought three phones. "The first attempt to murder Pranay actually took place on August 14. They tried to corner the couple near a beauty parlour and thought they will kill Pranay over there. However, since another relative was present, they didn't understand which one of them was Pranay, and so they called it off. Bari, Asgar and Subash Sharma was there that day," Ranganath said. Another crucial date according to the police was August 17, when the couple decided to hold a wedding reception."This had hurt Maruthi even more as it would become public that his daughter had done an inter-caste marriage and the entire town would know. So, he speeded up the process. Between August 16 to 23, he got admitted to a hospital in Hyderabad for an operation because he wanted to stay away from Miryalaguda," Ranganath added.  In the first week of September, the police said that another plan was hatched to kidnap Amrutha and kill Pranay. Four people were hired from Hyderabad but seeing that they were alcoholics, Asgar called off the plan because they were 'not serious', the police said.  On September 13, after the phone call between Amrutha and her mother, the police said that Maruthi informed Bari about the hospital visit, who in turn informed Asgar, who planned the crime with Subash.  The murder On September 14, Asgar travelled in an auto and met Subash at one point, following which the duo travelled together and followed the couple in a car.  Asgar stayed a little distance away from the spot, giving directions to Subash, who then executed the murder.  The police said that Maruthi had left to Nalgonda two hours before the murder, to create an alibi at the Joint Collectorate in the town. "Near Vemulapally, he stopped his car and simply tried to strike up an unnecessary conversation with some officials at the government office, to show that he was not present at the murder spot. However, it did not work out for him," the police Superintendent said.  The police also said that Bari was not in Miryalaguda on the day of murder and he left for the outskirts of Hyderabad. After receiving Asgar's call that the job was done, he conveyed the same to Maruthi Rao.  Asgar was also set to receive the rest of the money after this.  Post-murder After committing the crime, the police said that Subash even changed his shirt when he crossed the Miryalaguda flyover bypass and took a different route from the one they had taken to arrive at the hospital. "They used a different escape route through Nagarjunsagar road to Nalgonda, before they abandoned the car at a government hospital. Subash then left to Bengaluru from where he took a bus to Patna. All this is corroborated with various agencies and we could successfully crack the case soon and catch all the accused," Ranganath told the media. "The original plan was for Maruthi Rao to surrender, along with Subash, so that the other three accused would slowly dissociate themselves from the crime. However, as their names started getting flashed on TV, they got worried and switched off their phones. Despite all this, we managed to nab all of them from different places over the course of four days with the help of CCTV footage and technical evidence," he added. The police also said that Maruthi Rao would only be in contact with Bari and Kareem would facilitate the conversation, ensuring that there was no direct contact with Asgar and Subash.  The accused have been booked under sections 302 (Murder), 34 (Acts done by several persons in furtherance of common intention), 120b (Party to a criminal conspiracy) read with 109 (Abetment) of the Indian Penal Code (IPC), and Section 3(2)(v) of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989."Maruthi's pride was hurt because an inter-caste marriage took place, so SC/ST Act will apply here. I also don't agree with the term 'honour killing' as some activists have rightly pointed out. Honour from caste is not right. You can't see honour in this. Sexual assault on 4-yr-old in Hyd: School offers Rs 5 lakh as compensation to minor

The management of the school in Hyderabad's old city area, where the sexual assault of a 4-year-old shook locals earlier this week, has announced a compensation of Rs 5 lakh to the parents of the minor survivor. The school said that a fixed deposit would be made in the minor’s name in a national bank of their choice, adding that they would take the responsibility of providing her with free education till she finishes her schooling.  The Chairman of the institute also said that they would 'assist' her with her further education. The police on Sunday arrested a 29-year-man for sexually assaulting the minor at a private school in Hyderabad's old city area, after the crime had triggered massive protests last week. The man has been identified as Mohammed Geelani, a supervisor at the school.   Stating that they stood with the family, the school management also denied allegations that it was absconding, adding that it was just staying safe from angry mobs.  “The monetary aid is not compensation but an assurance to the girl against financial and social impediments. The aid is a security for her future and her continued education. She will also be provided free education throughout her schooling tenure, and will also be assisted with her higher education,” the Chairman was quoted as saying. Meanwhile, locals continued to demand that the school must be shut for failing to secure the students in its premises, even as the state's Education Department is all set to submit its enquiry report over the incident.  AIMIM President Asaduddin Owaisi on Monday met with Hyderabad Collector Raghunandan Rao and city Police Commissioner Anjani Kumar, demanding swift action in the case. The incident took place when the accused lured the girl with a chocolate, during the interval. The accused then took her to an isolated area and sexually abused her, the police said. The girl told her parents what happened, after she reached home on the same day.  As news of the incident spread, a large number of people gathered outside the school, shouting slogans with some even pelting stones and vandalising furniture and other property belonging to the institute.  More than 20 people were detained by the police and later let off after a strict warning for being part of the protest. A case has been registered under Section 376 (Rape) of the IPC and relevant sections of the Protection of Children from Sexual Offenses (POCSO) Act.   

TRS MP Srinivas Reddy's properties raided by I-T over family's construction firm

Raids were conducted on the properties of Khammam Member of Parliament (MP) Ponguleti Srinivas Reddy on Tuesday, by officials from the Income-Tax (I-T) Department.  According to reports, 18 teams from the department conducted searches across 15 of the MP's properties --  including his residences, offices and factories in Hyderabad, Khammam and Narayanapuram among other places in Khammam district over suspected tax evasion. The MP is a successful businessman and members of his family own Raghava Infras Company, which has won tenders and bagged contracts for some of the biggest multi-crore projects in Telangana, including Mission Bhagiratha and Mission Kakatiya. “In total 15 places were raided including the office of subcontractors who bagged government contracts through the MP’s companies. The searches were carried out early Tuesday morning.  No employees were available for questioning; they came in to the office towards evening, and the process of statement recording has thus been delayed,” sources told Deccan Chronicle. The searches, which began at around 11 am, went on till late in the evening, and are expected to continue on Wednesday. Meanwhile, Srinivas Reddy’s associates reportedly stated that the I-T department was conducting a 'routine check' to see if there was a difference in I-T returns filed by the company and the actual incomes. The MP, elected on a YSRCP ticket was considered close to party President YS Jaganmohan Reddy, but had later defected to the ruling TRS party in the state. Srinivas played an important role in gathering a large number of people for the TRS’ ‘Pragati Nivedana Sabha’, held at the outskirts of Hyderabad before the Telangana Assembly was dissolved. In fact, he had personally flagged off 20,000 farmers from Khammam, who made their way to the meeting.   Srinivas also enjoys influence in the Singareni Collieries region and was one among many, who campaigned for the TRS-affiliated workers union, Telangana Boggu Ghani Karmika Sangham (TBGKS), along with Nizamabad MP K Kavitha. The mines spread over several districts, employ thousands of local residents. In October last year, after days of campaigning, the TBGKS retained its hold in the largest public sector company in the state, winning nine out of 11 divisions in the elections. 

Protests at Hyd's Dharna Chowk can't be banned: HC pulls up Telangana govt

'Dharna Chowk' had been the venue of thousands of protests for decades, before the state government had decided to shut it down.
The Hyderabad High Court on Tuesday pulled up the Telangana government for curbing dissent and said that it had to make its stance clear in 15 days, on the continuation of Dharna Chowk at Indira Park in Hyderabad, a popular venue of protests in the city. Coming down heavily on the state government, the court was quoted as saying, “The protests have to be held in the people's presence. Indira Park is in existence for the past several decades and residences have came up later and this is India; you cannot curtail the protest voices of people. What is the use if people protest in remote places? What is the use in installing cell towers in forests when animals do not use the cell phones?"   The comments were made by a division bench of Chief Justice Thottathil B Radhakrishnan and Justice V. Ramasubramanian while hearing a Public Interest Litigation (PIL), which challenged the state government's move of refusing to accord permission to protest, within the city's limits.  “This is India. The Constitution has guaranteed right to speech to the citizens of this country. The government cannot curb it. If inconvenience is caused to others because of such protests, then the government can impose reasonable restrictions as per the law," the bench added.  'Dharna Chowk' has been the venue of thousands of protests by political parties, people's organisations, students' groups, employees' unions and others for over two decades. Last year, Chief Minister Chandrasekhar Rao had  defended the police's move to shift 'Dharna Chowk' to the outskirts of the city saying that some parties were deliberately creating problems in the name of protests. Proposing a handful of alternate sites on the outskirts of the city, CM KCR had argued that the venue of protests did not matter, since the Opposition would be able to highlight issues through the media. However, opposition parties and activists pointed out that KCR himself, had repeatedly protested at Dharna Chowk during the Telangana agitation for separate statehood and accused him of trying to curb dissent.

After Congress worker, identified as Mohammad Abdul Kareem, was arrested for his involvement in the caste killing of Pranay on September 14, Telangana Congress has questioned the role of Telangana Rashtra Samithi (TRS) legislator Vemula Veeresham in the case.  "Why would Amrutha take the name of TRS MLA Vemula Veeresham the day after her husband's murder?" questioned General Secretary and Chief Spokesperson for the Telangana Pradesh Congress Committee, Sravan Dasoju.    Speaking to TNM, Sravan says that nothing about the MLA was mentioned at the press meet held by the Nalgonda Superintendent of Police. "Why has the police not called Vemula for questioning? Without sending him a notice and interrogating him, how did they conclude that he had no involvement? The role of Vemula Veeresham needs to be probed further in all legitimacy. Veeresham is no saint and has a dubious background. There should be more transparency in this investigation," he added.  On September 16, while speaking to media, Amrutha had alleged that TRS MLC Vemula Veeresham had conspired in Pranay's murder with her father, Maruthi Rao.   “Nakrekal MLA Vemula Veeresham called us to meet him, but Pranay and I were scared because we had seen the news that he was involved in some criminal cases in Nalgonda. He also got a case booked against my father-in-law. There was no name of the complainant but the police harassed him for two days. They also threatened to file cases against Pranay. That was when we approached IG Stephen Ravindra, who informed other senior police officers," said Amrutha to local media.   Pranay's family members had told TNM that the MLA would often act as a conduit, conveying the threats issued by Maruthi Rao to the family. However, the family has no proof to offer with regard to the threats issued by the MLA.   The spokesperson for the TRS party Keshava Rao told TNM, "I have not heard about Amrutha accusing MLA Vemula of being a co-conspirator in this case. Whoever is responsible must be brought to court. This is a gruesome murder; it’s condemnable and the culprit must be booked.”   The Nalgonda Police investigating the murder speaking to media on Wednesday said, "Vemula spoke to Balaswamy and the uncle, near Nakrekal. They said he threatened, but he told police that he just spoke to them and said that he also did inter-caste marriage and he has been living happy,". Police say Vemula only advised the couple to, "Take consent of all elders of both sides of families and then do marriage."  Speaking on the arrest of Mohammad Abdul Kareem, a Congress leader from Miryalaguda who is one amongst the accused in the caste killing of Pranay, the Congress spokesperson said, "Kareem has been suspended and removed from the party, the action was taken by the disciplinary committee. His actions are not pardonable."  Condemning Pranay's murder on the floor of the Andhra Pradesh assembly, the state's Chief Minister, N Chandrababu Naidu on Monday said, "If the boy is of good conduct; if they decide to get married and be happy, parents should bless them, else help them or just leave them. But killing a person is horrifying. It all happened because of caste arrogance and there’s a need to let go of it.”   However, no such expression of condemnation or grief came from the Telangana chief minister K Chandra Shekar Rao. The Chief Minister had kept his distance even in the aftermath of Rohit Vemula's death in 2016.   Only KT Rama Rao, the minister for IT and the son of the Telangana chief minister has come out with a tweet expressing his anguish over Pranay's murder, saying "Pranay’s gruesome murder in Miryalaguda has come as a rude shock. Dismayed & anguished on how deep rooted casteism still is. The perpetrators of this heinous crime will be punished & justice will prevail. My condolences & wholehearted sympathies to his wife Amrutha Garu & parents,"  Caste killings in the name of inter-caste marriages are not new to Telangana, says CPI (M)-affiliated Inter-Caste Marriages Federation, "There have been 19 documented cases of caste killings due to inter-caste marriages since the formation of Telangana," said T Skylab Babu president of the federation, "We have documented it and have kept records," he added.   Caste policies of TRS   The Congress spokesperson said that, "Caste atrocities has increased since the formation of the Telangana state. The present government is trying to divide the society in the name of caste. This government has in the four years built caste bhavans and created caste centred politics and developmental programmes in the state. The issue of caste is a more of a social concern, people have the right to choose who they wish to marry that we are snatching away that right in the name of caste," he added.    Professor Kodandaram, president of Telangana Jana Samithi (TJS) said, "This is not the first time such an incident has happened in Telangana, there have been such cases in the past. In none of these instances, the government has taken any action. On the contrary, the ruling party has shielded and guarded the interest of the accused, had the government then taken prompt action these issues would not have perpetuated," said Kodandaram.  The TJS party chief said that there is nothing wrong if developmental policies in the state are aimed to address specific problems faced by particular castes but the developmental policies adopted by the TRS government perpetuates caste systems and hierarchy. "If a particular caste has a specific problem there is nothing wrong with initiating developmental policy for their welfare, there is nothing wrong in that. What is wrong is if the policy perpetuates this inequality. In this particular case, Pranay was punished for marrying a girl from the higher caste.  In this particular instance if the government doesn't take action and take punish the culprits, and if they don't launch a campaign against their own leader you are perpetuating caste systems and hierarchy," he added.  When the TRS spokesperson was quizzed about the various developmental activities undertaken by the government, he said, "We believe in social justice, we are certainly for the downtrodden people, if caste is going to help them it's another matter, we are poor people-centric. Almost all downtrodden people are poor only because of their caste,". Rao played down the notion that the developmental activities undertaken by the party are caste centric, "We want to bring up the downtrodden people, caste need not be necessarily perpetuated or promoted by our policies," he added.

TRS worker who self-immolated for MLA dies, even as leader and KCR patch up

The Telangana Rashtra Samithi (TRS) worker who had set himself ablaze last week to protest the denial of a party ticket to a leader that he supported succumbed to his injuries on Tuesday. The police said 16 people were injured when Rengunta Gattaiah doused himself in petrol and attempted to self-immolate during a rally addressed by TRS MP Balka Suman. Gattaiah was a follower of Nallala Odelu, the Chennur MLA who just finished his term. Odelu was among the few who were not given a ticket to contest again by Telangana caretaker Chief Minister K Chandrasekhar Rao. Instead, the TRS ticket for the MLA seat went to Suman.  The incident involving Gattaiah took place a day after high drama prevailed as Odelu had locked himself up in his own house for several hours along with his family, staging a protest and demanding his renomination from the constituency. However, in a tragic turn of events, while Odelu has since met KCR and patched up with him, Gattaiah succumbed to his injuries after he suffered 70% burns. “I am a TRS loyalist. I will always be with TRS, irrespective of whether I get a party ticket or not. There are no differences between Balka Suman and me. KCR convinced me that the party needs me to work on the ground, so I will do that. I will stand by KCR’s decision,” Odelu told TNM after the meeting earlier. Odelu is a former government whip and a candidate from the SC community. Shortly after the self-immolation attempted, Gattaiah was rushed to a local hospital before being shifted to Yashoda Hospital in Hyderabad’s Malakpet area. However, Gattaiah’s family has alleged that it was not Gattaiah who lit the fire that led to his death. Speaking to a local media outlet, Gattaiah’s brother said, “He was protesting for Odelu and he thought that he would just pour petrol on himself to make a point. However, an unidentified man from behind lit a matchstick and threw it on him.” “I request the state government and the TRS party to do justice for my brother. My brother has two little children and they were dependent on him. We request political leaders and the caretaker Chief Minister to acknowledge his sacrifice,” he added, before breaking down. An autopsy was conducted at Osmania General Hospital in Hyderabad and the body was handed over to the family.

The investigation into the brutal caste killing of Pranay Kumar by the Nalgonda police in Telangana has revealed bizarre attempts by the prime accused to deceive the authorities. 24-year-old Pranay was hacked to death last Friday as he was coming out of a hospital in Miryalaguda town of Nalgonda district along with his wife Amrutha Varshini, with whom he had an inter-caste marriage in January this year. The police revealed that T Maruthi Rao, Amrutha’s father and the main accused, struck a deal to kill Pranay for Rs 1 crore. The other accused include Asgar Ali and Mohammed Abul Bari, who were earlier arrested and acquitted in the murder of former Gujarat Home Minister Haren Pandya. Speaking to reporters about the sequence of incidents that unfolded, Nalgonda SP AV Ranganath said that Maruthi Rao had made all efforts he could to mislead the investigation soon after the murder. Briefing the media about the arrest, the SP said, “It was a pre-planned caste hatred killing. You can’t see honour in this. In fact, he (Maruthi) has lost his honour now and that’s how we should see it.” Referring to a scene from the popular Telugu movie Drushyam, the SP said that Maruthi left for Nalgonda two hours before the murder to create an alibi for himself at the Joint Collectorate in the town. “He met local revenue authorities, was seen travelling near the Collectorate and struck up conversations with as many people as he could, so that people would remember and it would be clear that he was far away from the crime scene,” the SP said. Speaking to this reporter after the press meet, the SP said, “As Maruthi Rao was heading on the Hyderabad road around an hour and a half before the murder, he saw the Deputy SP near Vemulapally. They could have just waved at each other, as was common practice, but Maruthi stopped his car and tried to talk to the police official about the arrangements for the Ganesh immersion that was due this week.” The police felt that Maruthi Rao had done these things to deliberately mislead the investigation. However, investigating officials who initiated the probe soon after the killing said that they used ‘reverse engineering’ to nab the accused. “We were sure that it was Maruthi behind the murder plot and he was on the run after the murder, which added strength to the suspicion,” the SP said. The police have not revealed whether the accused was arrested or had surrendered himself. But they mentioned that the original plan was for Maruthi Rao and the killer, Subash Sharma, to surrender to the police after the crime, so that the other accused could disassociate themselves from the incident. “However, as their names started getting flashed on TV, they got worried and switched off their phones. Despite all this, we managed to nab all of them from different places over the course of four days with the help of CCTV footage and technical evidence,” the SP said. “Maruthi Rao was confused about his further course of action after that and continued to move around, occasionally informing others about his whereabouts,” he added. Why did KCR dissolve Assembly 8 months before term? The answer lies in the arithmetic

KCR has placed himself in a perfect position to preempt the Congress’ strategy, and also grab a sizable chunk of the BJP vote in Telangana.

Telangana’s caretaker Chief Minister and Telangana Rashtra Samithi (TRS) president K Chandrashekar Rao's decision to dissolve the state Assembly eight months before the end of the term was a calculated move in more ways than one. A deeply superstitious man with immense faith in numerology, KCR announced this decision on September 6, as six happens to be his lucky number. On the same day, the TRS also released a list of 105 candidates, out of 119. Incidentally, the sum of the digits in 105 is also six. However, this wasn't the only arithmetic behind KCR's decision to push the state towards early elections instead of holding them along with the Lok Sabha elections, as per schedule. If the Telangana Assembly elections were held along with the Lok Sabha polls, the TRS would have been caught amidst a national contest between the BJP-led NDA, and a possible Congress-led Mahagathbandhan. The Telangana-centered narrative that KCR has assiduously tried to weave would have gone for a toss. Hypothetically, if the Congress had ended up winning at least two out of the four states bound for polls later this year — Chhattisgarh, Madhya Pradesh, Mizoram and Rajasthan —  it would have emboldened the party's Telangana unit, making matters difficult for KCR. By advancing the elections, KCR has placed himself in a perfect position to preempt the Congress’ strategy, and more importantly, grab a sizable chunk of the BJP vote in Telangana. His aggressive attack on Congress President Rahul Gandhi — even going to the extent of calling him "India's biggest buffoon"— must be seen in this context. KCR wants to put the Congress on the back foot and also take a part of the anti-Congress vote from the BJP. The reason for this is pure arithmetic — it lies in the fact that a section of TRS voters are those who voted for Narendra Modi as Prime Minister in 2014. The arithmetic For this, we must examine the data from the 2014 elections in which Telangana's electorate voted for the state government and the Centre simultaneously, where a large chunk of voters voted differently in the two elections. The BJP's vote share in the Lok Sabha elections was 10.5%, while in the Assembly elections it was 7.1%. This means that nearly one in every three voters who voted for the BJP in the Lok Sabha polls did not vote for the party in the state elections. In 71 Assembly segments out of 119, the BJP-Telugu Desam Party (TDP) alliance did significantly better in the Lok Sabha polls than in the Assembly polls. Effectively, a large number of Telangana voters who chose the Modi-led NDA for the Centre did not vote for the alliance in the state. It seems that a majority of the shifting NDA votes went to the TRS. In 22 constituencies, this trend is particularly evident. Compared below are the votes secured by the NDA and TRS in these segments. For instance, the TRS polled 17,741 votes more in the Assembly elections than during the Lok Sabha polls in the Choppadandi Assembly Constituency. At the same time, in the same constituency, the NDA received close to 16000 votes lesser in the Assembly elections when compared to the Lok Sabha polls. For instance, in the Mahbubnagar Assembly segment, the BJP was leading in the Lok Sabha elections while the TRS stood third. However, the TRS ended up winning the Vidhan Sabha seat. This trend of transfer of votes from NDA to TRS is less evident in rural constituencies, where the Modi factor wasn't as strong and the NDA's support was based largely on local factors. Also, the Congress consistently did better in the Assembly elections compared to the Lok Sabha elections. The TRS' calculation is that with the Assembly elections now being separated from the Lok Sabha elections, it will be able to win over an even larger chunk of BJP voters. With BJP no longer a winnable alternative in several seats following TDP severing its alliance with the BJP, there is a possibility that many of its voters would switch to the TRS. While a good relationship with the Modi government has helped KCR get more funds for Telangana, his reluctance to openly criticise the BJP also stems from his need to keep BJP-leaning voters in good humour. The TRS has often sided with the NDA government on critical occasions, such as the recent election for the Deputy Chairperson of the Rajya Sabha. The fear of offending BJP-leaning voters is also partly the reason why the TRS hasn't entered into a formal alliance with the All India Majlis-e-Ittehadul Muslimeen (AIMIM), despite the clear bonhomie between the two parties. It would have ended up vindicating the Telangana BJP's allegation that KCR is “appeasing” Muslims. However, in its first list, the TRS fielded just one Muslim in the five AIMIM-held seats in the Telangana Assembly. This indicates that the TRS isn't keen on eating into AIMIM's votes. The party is also yet to declare its candidates in two other seats held by AIMIM. Defections and expansion The biggest difference in the NDA's Lok Sabha and Assembly vote tally is in Nalgonda – nearly 20,000. But here, the beneficiary isn't the TRS but an independent candidate -  Kancharla Bhupal Reddy. A former TDP leader, Reddy joined the TRS in 2017. Reddy's defection is symptomatic of a larger trend of the TRS poaching leaders from Assembly segments where it performed relatively poorly. The TRS won 63 seats in the 2014 Vidhan Sabha elections. But by the time the Assembly was dissolved, it had 91 MLAs, having secured 26 defections and winning two seats in bye-elections. 12 out of 15 TDP MLAs, 7 out of 21 Congress MLAs, all 3 YSRCP MLAs, both Bahujan Samaj Party MLAs, one Communist Party of India MLA and an Independent legislator, have defected to the TRS in the past four years. These defections have enabled the TRS to expand into Andhra-dominated TDP strongholds in Hyderabad and Secunderabad as well as the Congress stronghold, Khammam. Interestingly, the only parties whose MLAs the TRS failed to win over or chose not to win over are the BJP and the AIMIM. The reasons for this are both the TRS' friendly relations with the two parties, as well as its desire to steer clear of any link with communal politics. KCR has played his cards well and has so far ensured that the TRS sets the agenda in the Assembly elections. Inter-caste couple attacked in Hyderabad in broad daylight allegedly by woman's father

A couple is sitting on a two-wheeler that is parked on a busy main road in Hyderabad's Erragada main road. A man wearing a helmet pulls up next to them and parks his bike right next to them. The man is seen getting down from the two-wheeler, he removes his helmet and then pulls out a sickle from his bag. He then proceeds to ruthlessly attack the young man, who is sitting on a bike with his wife. The attacker slashes the young man, as the woman then pulls the attacker down on to the ground. He then attacks the woman. As other bystanders attempt to intervene, the attacker threatens them with his sickle before slashing the woman again. At one point, a bystander kicks the attacker, who then walks out of the frame, as the young woman sits up.  This was the scene that played out in the heart of Hyderabad city around 3.30 pm on Wednesday and was caught on CCTV cameras. Madhavi (20) and Sandeep Didla (21), a couple (both students) who got married in a temple exactly a week ago have been hospitalised. The key suspect in the case, according to the police, is Madhavi's father Manohar Chari, a goldsmith by profession. The incident took place under the jurisdiction of the SR Nagar police near Gokul theatre. Manohar Chari is absconding after the attack. While Sandeep suffered a deep cut on his face and is getting treated at the Neelima hospital, Madhavi remains critical and has been shifted to Yashoda hospital. Sandeep is out of danger, according to the police. Madhavi, who hails from the Viswabrahmin community, met Sandeep, a Dalit man, five years ago, while they were both in school. According to friends, he is doing his final year of B.Com from the Vivekananda College, while she is studying in the Hindu college in the city. A friend of the couple at the hospital told TNM that they had gotten married just a week ago at a temple in Hyderabad. Reportedly, the girl’s father asked the couple to meet them at Erragada, Gokul Theatre.    Speaking to TNM, ACP Vijay Kumar said, "The man is out of danger, the woman is critical. She is seriously injured on her neck and her hand. Three teams have been formed to nab the culprit.""We are still scanning the CCTV cameras," he added. The ACP said that according to eyewitnesses, Madhavi's father was drunk.  The ACP also confirmed that her family had approached the police against the relationship, and the police had counselled them first at the Sanath Nagar then at the SR Nagar police stations. "Her father asked her to come back to the family, but she rejected this. Her family then agreed to their wedding," he said. Speaking to the media, Sandeep's brother Madhu said, "One week ago, her parents and Sandeep had gone to Sanathnagar Police Station for talks. The police intervened and counselled her father. His main concern was that my brother was from a different caste. He kept bringing it up and was not ready to compromise. Later, the police spoke to him and finally, he seemed reconciled to the situation. It looks like he was acting and was not really okay with them getting married.""I had attended their wedding, they had called me all of a sudden and told us that they were getting married. We were surprised," said Shravan Goud a college friend of Sandeep. According to his friends, Madhavi's father had been coming to Sandeep's house since September 15 and telling the family that they should take care of his daughter. The families had been called to the SR Nagar police station for counselling but Madhavi's father had raised no objection then, according to Sandeep's friends. Gory visuals of the crime scene after the incident, showed the woman screaming in pain on a busy road, even as onlookers watched.  A case of attempt to murder has been registered by the police.

MIM chief Asaduddin Owaisi on Wednesday said the ordinance passed by the Union Cabinet making triple talaq a criminal offence will do more injustice to Muslim women. Describing the ordinance as anti-women, he said it was also in violation of the fundamental rights guaranteed under the Constitution. The Hyderabad MP said the Supreme Court, in its verdict on triple talaq, had stated that if a man pronounces triple talaq, the marriage does not get dissolved. "Then for what do you want to punish him?" he asked. Owaisi said the burden of proof will lie on the woman, doing further injustice to her. On the provision that the husband has to provide subsistence to the woman, he said how a man jailed for three years can give her subsistence."Marriage in Islam is a civil contract and making it penal offence is completely wrong," said the Majlis-e-Ittehadul Muslimeen (MIM) President. Owaisi, also a member of the All India Muslim Personal Law Board, said that in his personal opinion the board should challenge the ordinance in the Supreme Court as there were strong grounds to do so. The MP said if Prime Minister Narendra Modi was really concerned about the welfare of women, he should bring a legislation for 24 lakh women who have been deserted by their husbands."These 24 lakh women, including 22 lakh Hindu women, are married but they are not living with their husbands," Owaisi said. He alleged that the ordinance was a tactic of the Modi government to divert people's attention from spiralling prices of petrol and diesel, devaluation of rupee, lack of jobs for youth, instability in Kashmir and the failure of governance.

The attack on Madhavi and Sandeep comes days after a similar incident took place in which 24-year-old Pranay lost his life.
Hours after the attack on 21-year-old Madhavi and her husband 23-year-old Sandeep, Madhavi’s condition remains critical, doctors at Hyderabad’s Yashoda hospital told TNM. A team of 15 specialists is currently monitoring and observing the 21-year-old who had been hacked with a sickle near a Hyundai showroom in Hyderabad’s Erragada, by her own father, Manoharachari. According to Sandeep's family, Manoharachari was angered by his daughter’s decision to marry Sandeep allegedly because he was from a different caste. While Sandeep belongs to a scheduled caste, Madhavi's family (OBC) are goldsmiths by profession. The couple was rushed to Neelima hospital. Sandeep sustained a gash to the cheek and is stable now, however Madhavi was shifted to Yashoda hospital. “There have been multiple injuries and a lot of blood loss. The vessels supplying her brain have been cut and we are trying to control the bleeding first. There appears to be some clot formation also. We will have to take her up for an angiogram and CT scan to assess the complete extent of damage,” doctors at Yashoda hospital said. Madhavi’s left hand suffered several grievous cuts, and is nearly amputated as per doctors, “Her hand was practically hanging by the skin when she was brought to us. We are focusing on trying to save her life first, that is what is important.” While a few of Sandeep’s relatives came to the hospital to see the couple, it can’t be said with utmost certainty whether any of Madhavi’s family has come. Speaking to TNM, Sandeep's uncle Venu said, "The couple got married around a week ago, later they told us about it from police station. And we accepted their marriage and they have been staying in Erragadda with our family. Everyday in the evening after getting drunk, Madhavi's father would come and terrorise us, saying that he'll throw bomb and give other threats, but in the morning he would act normal. In fact two days ago he came to our house again and asked to send their daughter back. We said that if the daughter is willing, she can, but Madhavi refused. We never thought that he would go to such an extent. We are equally shocked.” He further added, “Though Chari would act normal in the morning, I always suspected his intentions, so I cautioned the couple against venturing out. But the girl was in constant touch with Chari, thinking that he would never harm her." A number of activists have also gathered at the hospital. Noted womens’ rights activist Sandhya, from Pragathiseela Mahila Sangam, said that it seems to be a caste killing, “You can see the number of people who praised Amrutha’s father Maruti Rao for the action he took, this has brazened others to perform similar acts,” she said citing the murder of 24-year-old Pranay on September 14 in Miryalaguda. Venu further stated that after the Miryalaguda incident, he had a hunch and asked the couple to not go out for a few days. However since Manoharachari was visiting daily and taking her into confidence, the couple decided to go, “Even today, if I would have known, I would have told them not to go, but the girl probably decided to go because her father called,” he said.

There was chaos outside Hyderabad’s Yashoda hospital on Wednesday evening as just hours ago, 20-year-old Madhavi had been rushed for critical care treatment after having been attacked by her own father for allegedly marrying a man of her own choice. West Zone DCP Srinivas AR addressed the media in the night and stated that the man's intention was mainly to attack his daughter. Madhavi's father Manoharachari was arrested by the police on Wednesday night. "We picked up the girl’s father, Manoharachari in MS Maqtha near Somajiguda. He was angered by his daughter’s decision to marry Sandeep against his wishes which was his reason to attack the couple. We can't say if it's driven by caste-based motives,” the DCP said, “He was the sole person behind the attack, there was no conspiracy of any sort.” The DCP also stated that Chari had claimed he had no intention of harming Sandeep and had only targeted his daughter Madhavi. When it was pointed out that in the CCTV footage Chari had attacked Sandeep first, the DCP hastily added that Chari must have reacted in the moment. “He is a serious alcoholic. Chari had apparently been drinking for many days prior to this incident and was also drunk at the time of the incident. When we caught him, we found his blood alcohol content to be dangerously high," he said. The police said that as of 7:57 pm on Wednesday, his blood alcohol level was 357 micrograms/100 ml. For context, the city traffic police considers any amount over 30 mg/100 ml to be drunk driving.  A person with a blood alcohol level of 0.08% or more is considered “legally intoxicated” in most states, however the exact amount varies, though generally 0.03% is considered the legally permissible amount. The police have stated that Chari, who’d allegedly been drinking for many days straight prior to the attack, was dangerously drunk during the time of the incident. According to the police officer, Manoharachari was also in a fit of rage. "Both the parents of the girl have been outraged with her decision to marry Sandeep,” said the DCP. Many others, including Sandeep’s uncle Venu, feel that Chari may have been motivated by the recent murder of Pranay. Though Sandeep's family who belong to a scheduled caste said that Manoharachari had opposed Sandeep due to his caste, police downplayed this saying that even during the counselling sessions they held between the couple and the parents, caste was not brought up. “The weapon was picked up by Manoharachari from a coconut venodor’s shop, when the latter had stepped away to eat lunch. Further details will be revealed as the investigation proceeds,” ended DCP Srinivas. The incident took place earlier on Wednesday in Hyderabad’s Erraguda. CCTV footage showing Chari attacking Sandeep and Madhavi, with what appears to be a sickle, began circulating soon after the attack. The couple was rushed by bystanders to Neelima hospital where Sandeep was stabilised, having sustained a deep gash to the cheek. Madhavi had suffered multiple injuries, and her left arm was nearly amputated. She was shifted to Yashoda hospital where a team of doctors is currently monitoring her condition and have stated that she remains extremely critical. Meanwhile, a case has been registered under Section 307 (Attempt to murder) of the IPC and relevant sections of the SC/ST (Prevention of Atrocities) Act.

Revanth Reddy, who joined Congress after quitting TDP last year, has been appointed as the working president along with former MP Ponnam Prabhakar.
Ahead of the ensuing Assembly elections in Telangana, the Congress party on Wednesday constituted nine committees besides naming two working presidents of the state unit. A. Revanth Reddy, who had quit Telugu Desam Party (TDP) to join Congress late last year, and former Member of Parliament Ponnam Prabhakar were appointed working presidents. Congress President Rahul Gandhi constituted a 15-member core committee which will be headed by R.C. Khuntia, a central leader in-charge of party affairs in Telangana. Other members include AICC secretaries N.S. Bose Raju, Saleem Ahmed and Srinivas Krishnan and party's Telangana unit President N. Uttam Kumar Reddy. Khuntia will also be chairman of 53-member coordination committee, which will have Uttam Kumar Reddy as convener. The party's working President in Telangana, Mallu Bhatti Vikramarka, will head a 17-member campaign committee. Rahul Gandhi also constituted 41-member Pradesh Election Committee, which will be headed by Uttam Kumar Reddy. Former Deputy Chief Minister of undivided Andhra Pradesh, Damodar Rajanarasimha will be the chairman of the manifesto committee. Senior leader V. Hanumantha Rao will head Strategy and Planning Committee. The central leadership has also announced a nine-member panel for coordination with the Election Commission. It will be headed by Marri Sashidhar Reddy. Telangana Assembly was dissolved early this month to pave way for early elections, which may be held in November-December.
