Which way will Andhra settlers in Telangana swing as TRS tries to woo them?

According to estimates, around 30 lakh people from Andhra reside in Hyderabad, while the rest are scattered across the districts bordering Andhra Pradesh.
“Telangana wale jago, Andhra wale bhago” (People of Telangana, wake up; people of Andhra, run) - this was Telangana Rashtra Samithi (TRS) chief K Chandrashekar Rao’s war cry on November 9, 2009, just before he went on a fast unto death, demanding for a separate Telangana. These days, however, he is a lot mellower in his approach towards the people of Andhra Pradesh, who are settled in Telangana, as they form a sizable vote bank in the constituencies that make up Hyderabad. “I want to tell one thing to my Andhra friends: Claim yourselves as Telangaites, don't brand yourselves as Andhra people,” said KCR at a press meet at the TRS headquarters in October. He even lashed out at the media and Andhra Pradesh Chief Minister N Chandrababu Naidu for trying to differentiate the Telangana voters based on their nativity. So what inspired the caretaker Chief Minister to go soft on the Andhra settlers, right before the 2018 state elections? The answer could lie in how the Andhra settlers in Telangana voted in 2014 state assembly elections.   How TRS added 27 seats to its fold   When the 2014 state assembly results were announced, the TRS party had won 63 seats and the Telugu Desam Party (TDP), which opposed the state bifurcation, won just 15 seats. Two years later, in 2016, the TDP witnessed a shocker when their 15 MLAs defected to TRS. And by 2018, the number reduced to just two MLAs. The Congress, which had won 20 seats, would over the years lose seven MLAs, the Bahujan Samaj Party (BJP) would lose two MLAs and the YSR Congress Party three MLAs - all to the TRS.   Thus, the TRS, over the years, managed to add a total of 27 seats to their fold, bringing up their assembly seat tally from 63 to 90. It's at these 27 assembly seats that TRS lost in the 2014 state elections. And according to political analysts, the incumbent party will face a test from voters, who had earlier backed TDP, Congress, YSRCP and the BSP.  Tracing Andhra voters in Telangana  “One just needs to look at the constituencies where TDP candidates won in the 2014 state elections to get an estimate on how many Andhra settlers reside in Telangana,” said a professor and political analyst, who did not wish to be named citing MCC violations. The Telangana government, in a 2014 letter to the 14th Finance Commission, estimated that out of the 3.5 crore population in the state, 67 lakh are settlers from other states, namely Andhra Pradesh.   “A vast majority of people from Andhra Pradesh reside in Hyderabad, which is an estimated 30 lakh; the rest are scattered across the districts bordering Andhra Pradesh. There are only estimates and no exact counts,” he added. In Hyderabad region, the Andhra settlers are more influential as a vote bank in Kukatpally, Serilingampally, Rajendra Nagar, Malkajgiri and Quthbullapur, Jubilee Hills, Maheshwaram, Ibrahimpattanam and LB Nagar areas. Among districts, their influence can be witnessed mostly in those areas bordering Andhra Pradesh, say, analysts.   2016 GHMC elections, a non-indicator  TRS has often projected the 2016 Greater Hyderabad Municipal Corporation (GHMC) election results as the Andhra settlers’ acceptance of TRS rule. The party even gave 12 corporator tickets to Andhra Pradesh-origin people in an effort to reach out to the public. And, the TRS ended up winning 90 of the corporator seats in Hyderabad, while TDP won just one seat. Nimmagadda Sita, a former spokesperson for TDP, said, “No one expected that result for TDP then, but the loss was in the cards as Naidu was not interested in contesting the GHMC elections.” The former TDP member opines that the party would have fared better had they put up a good fight. She also notes that despite the earlier comments by KCR and other TRS leaders, the Andhra settlers could still vote for TRS as they did not face any problems from the party in the past four years and a half. “Before bifurcation, the Andhra settlers were often insulted and humiliated by TRS leaders,” points out Sita. “After bifurcation, though, the Andhra settlers did not face problems during the TRS rule. That is a positive sign for TRS,” she added. However, she adds, “The 2016 GHMC elections is not a good indicator to gauge if the Andhra settlers accept TRS. But it will be difficult to say how these voters swing as they are not a homogeneous class of voters. They are divided along the lines of caste, even though Telangana does not have a caste-based voting pattern,” pointed out the professor.   Civic issues vs caste equation   Political analysts are divided on caste being a deciding factor for Andhra settlers in Telangana. “The Kamma caste form traditional TDP voters, so are the Kapu caste. The Reddy caste will be divided as they would want to retain their power, so their votes could go for TRS or to their traditional voting preference, the Congress,” said the professor. However, Sita is of the view that the caste equation forms a telling factor in Andhra Pradesh elections and not for the elections in Telangana. “It exists but is significantly less. So one cannot say with surety that the Kamma caste would vote for a leader of their own caste. The elections in Telangana will be more issue-based as the Andhra settlers here are mostly urban class voters. The issues they are concerned about would be about roads, transport and scheme implementations,” she added.

Man jumps to death from Ameerpet metro station in Hyd, police begin probe

An unidentified man killed himself by jumping from a Metro station in Hyderabad on Thursday. The incident occurred at the Ameerpet Metro Station where he jumped down from the first floor of the station. He sustained head injuries and died on the spot, according to the police. CCTV footage of the incident showed him entering the premises of the Metro Station and heading to the concourse level and climbing on to the railing at the edge. Even as security personnel and others present tried to stop him, the man jumped down on to the road.  Metro officials called the 108 Ambulance and he was rushed to the nearest hospital, but doctors declared him brought dead."We did not recover anything from the dead body. Investigation is being done to identify the deceased, who could be aged between 35-40 years,’’ SR Nagar, SI Srinivas was quoted as saying. While the victim was yet to be identified, media reports suggest that the person might have been mentally unsound as the police said that he was wearing only a shirt and nothing else. In a statement, HMRL Managing Director N V S Reddy said that they were extending full cooperation to the police in investigating the incident and have also asked L&T Metro to review their security arrangements at all stations. Ameerpet Metro Station, which is an interchange station between two Corridors of the Hyderabad Metro, is one of the most crowded stations in the city.    This is the second such incident at Metro station this week.  A woman had jumped from the Victoria Memorial Metro Station on Tuesday. The woman, who jumped from the concourse level, suffered injuries in the incident and was rushed to a nearby hospital by locals.  The police said that according to a preliminary investigation, the woman, resorted to the move due to depression over family issues. Doctors said that she was out of danger and that her condition was stable.  IANS inputs 

'Will rename Hyderabad as Bhagyanagar if BJP wins Telangana polls': MLA Raja Singh

BJP MLA Raja Singh on Thursday triggered a fresh row after he said that he would work towards renaming the city of Hyderabad as ‘Bhagyanagar’ if the BJP was voted to power in the state in the upcoming Telangana elections. Speaking to ANI, Raja Singh said, "Earlier, Hyderabad was Bhagyanagar and in 1590 Quli Qutub Shah came to Hyderabad, he changed Bhagyanagar to Hyderabad. At that time many Hindus were attacked and many temples destroyed. We are planning to rename Hyderabad. In Telangana, BJP will win in majority and then our first aim will be developing the state and second objective will be renaming Hyderabad as Bhagyanagar. We will also change the names of Secunderabad and Karimnagar."  This comes less than a week after Faizabad district in Uttar Pradesh was renamed to Ayodhya by Chief Minister Yogi Adityanath, who said that the identity of the district of Faizabad was Lord Ram.  This is not the first time that the Goshamahal legislator has made such a demand and has stated on numerous occasions in the past, that he would lobby within the BJP to rename the city. In fact, on his own Twitter account, Raja Singh has mentioned 'Bhagyanagar (Hyderabad)' as his location.   The name 'Bhagyanagar' is derived from the legend of 'Bhagmati', said to be a woman dancer with whom Muhammad Quli Qutb Shah, a ruler of Hyderabad in the 16th century, fell in love with.  The story goes that Hyderabad was named 'Bhagyanagar' after the dancer, and when she married the king and converted to Islam, she took the name of Hyder Mahal, after which the city is presently named. However, historians often argue staunchly that this was not the case, as there is no evidence to suggest that such a queen existed in the city.  However, the name 'Bhag Nagar' which translates to a city of gardens, finds a passing mention.  

Telangana polls: Balladeer Gaddar to contest from Gajwel as independent against KCR

Former Maoist ideologue and revolutionary balladeer Gaddar on Thursday said that he would contest as an independent candidate from the constituency of Gajwel in the upcoming election in Telangana. The seat is presently held by Telangana Rashtra Samithi (TRS) President and caretaker Chief Minister K Chandrasekhar Rao. Gaddar met Chief Electoral Officer (CEO) Dr Rajat Kumar at the Secretariat in Hyderabad and said that he was planning to organise voting awareness campaigns across the state, beginning from November 15, and requested the Election Commission to provide him security for the same. Speaking to reporters after the meeting, Gaddar said, "Since no party has come forward and I wish to move forward, I have decided to contest as an independent." He added that he would unite all strong independent candidates who were contesting across the state and form an 'All Telangana Independent Candidates Association'.      Last month, Gaddar met Congress president Rahul Gandhi and said that if all opposition parties make a request to him to contest from Gajwel and ensure that the opposition votes are not divided, he will contest the election, scheduled to be held on December 7. Gaddar said he did not belong to any party but would support any party to end what he called 'neo-feudalism' in Telangana. Stating that Telangana state was created with the sacrifices of martyrs, he said the change has not come in the state. Gaddar, whose real name is Gummadi Vittal Rao, told reporters at Kamareddy that after 70 years he has enrolled himself as a voter and had now launched people's movement to end 'neo-feudalism'. This would be the first time that he would be casting his vote."My fight is to end autocratic rule and realise the dreams of the martyrs of Telangana," said Gaddar, who plans to campaign against TRS by singing "people's songs". Telangana is all set to go to the polls on December 7. Counting will take place on December 11.

After more than a month of speculation, the Mahakutami or grand alliance being forged in Telangana seems to have finally reached a consensus on seat sharing for the upcoming polls in the state, scheduled to be held on December 7. The Congress-led alliance includes the Telugu Desam Party (TDP), the Telangana Jana Samithi (TJS) and the Communist Party of India (CPI). Speaking to reporters on Thursday night, Congress General Secretary R C Khuntia said that the party had decided to allot 14 seats to the TDP, 8 seats to the TJS and 3 seats to CPI, adding that one seat may go to Telangana inti party, led by Cheruku Sudhakar, a former TRS leader. This left the Congress with 93 seats.  "The next Central Election Committee meeting of the party will be held on November 11 or 12. The first list of the Congress and its allies would be released on November 10 in Hyderabad,” Khuntia said. While TJS chief Kodandaram is travelling to New Delhi on Friday to negotiate the constituencies that the party wishes to contest, the CPI has called for a state executive meeting to discuss the seats that have been allotted to it. The CPI has also been offered two MLC seats as compensation, as it had demanded at least five MLA tickets.  It has also been decided that Kodandaram would likely file his nomination to contest from Jangaon.  Earlier this week, the alliance witnessed an open rift as the CPI went to the media and claimed that it was not getting its due share.  “The CPI was very patient. Since the beginning, we have been asking them (Congress) not to delay the seat-sharing decision. As there’s no information on this, we have announced our plan B. In the next two days, if the Congress doesn’t give nine seats, we will announce candidates for these nine constituencies and begin our campaign,” state secretary Chada Venkat Reddy had said.   The TJS had also staged a similar revolt last month. However, after weeks of deliberation, it seems that the allies have reached an understanding. Telangana is headed to the polls after caretaker Chief Minister K Chandrasekhar Rao dissolved the Legislative Assembly on September 6. The Election Commission has said that the notification last date for filing nominations is November 19. Voting will take place on December 7 and the results will be announced on December 11. The Model Code of Conduct (MCC) is also already in place in the state.    

Telangana polls: TJS President may contest from Jangaon, to meet Cong leaders in Delhi

While Konandram has not confirmed the same, party sources told TNM that he will be contesting from Jangaon against TRS’ Muthireddy Yadagiri Reddy.
Founder president of Telangana Jana Samithi (TJS) and former chairman of Telangana Joint Action Committee, Prof Kodandram is likely to contest from the Jangaon constituency, party sources told TNM on Friday. While earlier it was speculated that the president of TJS would either contest from Warangal or Jangaon, the party leaders have confirmed to TNM that Kodandram will go up against TRS’ Muthireddy Yadagiri Reddy from Jangaon. However, there has not been an official confirmation from Konandram himself yet. Muthireddy Reddy is the sitting MLA from Jangaon; he previously won against Ponnala Lakshmaiah, the then president of Telangana Pradesh Congress Committee, with a margin of 32,695 votes. The seat-sharing negotiation with the alliance Congress party also was finalized on Thursday evening. The TJS has been assured 8 seats, while they were demanding for 9 seats. Party spokesperson, G Venkat Reddy told TNM, “We were demanding for 9 seats of our choice, but they offered us 8 seats. Anyhow, we are satisfied with it.” According to the TJS leaders, among the eight seats offered to them, five constituencies were finalized on Thursday, while the three constituencies are yet to be finalized, for which Kodandram will leave for New Delhi on Friday. Party leaders are relieved with the seat-sharing negotiation coming to end and expressed that the candidate list would be announced soon. The TJS leaders were earlier dejected with the Congress after they were offered 9 seats, out of which 6 of them were strongholds of AIMIM and TRS which included Siddipet and Chandrayangutta. However, as the TPCC didn’t consider the demands of TJS, Kodandram met Rahul Gandhi at his residence last week and ensured that their party got a fair share of seats. Kodandram was one among the key leaders in the Telangana statehood movement. However, after state’s formation, he was sidelined by TRS party chief K Chandrasekhar Rao. KCR claims that he had offered by him an MP seat, which Kodandram declined. Their relationship strained further after Kodandram criticized the rule of the TRS regime on numerous occasions. The government led by KCR also attempted to stop gatherings and protests organized by Kondandram by denying them permission to hold the same.   After pressure from the TJAC leaders to float a party, Kodandram finally launched his party—Telangana Jana Samithi—on April 29 earlier this year.   

Telangana polls: Candidates must ‘publicise’ details of their criminal records, says EC

Following Supreme Court guidelines, Telangana’s Chief Electoral Officer, Dr Rajat Kumar, has issued instructions to all candidates contesting the elections with criminal records that they must provide details of the cases pending against them and other such antecedents, in the specified format while filing their nominations. The CEO also said that these candidates are mandated to inform their respective parties about these criminal cases and antecedents besides publishing these details in widely circulated newspapers in the areas of their respective constituencies. According to SC guidelines, the CEO said that the details had to be published thrice on three different dates besides similar details being broadcast on electronic media.  “This should be done during the period from the day following the last date for withdrawal of candidature and up to two days before the date of polling,” the Election Commission said in a press note.  “The concerned political party shall be obligated to put up on its website, the aforesaid information pertaining to candidates having criminal antecedents,” the EC added. Last week, the Election Commission allotted time slots on All India Radio (AIR) and Doordarshan to the 11 registered political parties in the state that are contesting the elections. “Out of them, seven are national parties; Congress, BJP, NCP, All-India Trinamool Congress, BSP, CPI and CPM. The remaining are all state recognised parties; AIMIM, TRS, TDP and YSRCP. The period of broadcasts/telecasts will be between the last day of filing nominations and two days before the polling. The Prasar Bharati Corporation (PBC) will decide the actual date and time for the broadcasts and telecasts, subject to the technical constraints governing actual time of transmission available,” the EC said in a press release. Each of the national parties and state recognised parties is allotted a base time of 45 minutes and additional time is allowed on the basis of poll performance in the constituencies that fell under Telangana in the last Assembly elections in 2014. Telangana will witness single-phase polling on December 7 to elect a 119-member Assembly after Chief Minister K Chandrasekhar Rao and his cabinet decided to dissolve the Legislative Assembly on September 6. Chief Election Commissioner OP Rawat said that the Model Code of Conduct was in force in the state and the counting of votes will be held on December 11.

An army of Congress workers from the Malkajgiri constituency in Secunderabad staged a protest at the headquarters of the party’s state unit, Gandhi Bhavan, on Friday. Congress leader Nandikanti Sridhar, who is leading the protest, and other cadres are miffed that the Malkajgiri seat is being allotted to Telangana Jana Samithi (TJS). Trouble was brewing since last week, when reports began doing the rounds that the 'Mahakutami', or the grand alliance, would allot the Malkajgiri seat to the Telangana Jana Samithi (TJS), much to the disappointment of Sridhar and his followers. Protesters outside the Gandhi Bhavan said that they had begun canvassing for Sridhar many days ago and had even done massive work on the ground for the last four years. Sridhar was the Congress' candidate in the 2014 elections but lost to Kanaka Reddy of the TRS. “After the bifurcation, the party was decimated at the ground level. Sridhar worked really hard to bring the party back to life in the constituency. Now, each meeting of Sridhar draws crowds over 5,000 people,” one party worker at the spot said. “We don’t expect the party to change their decision, but we want the party to hear what we have to say,” another added. The dissenting workers also claimed that they were not even aware of the TJS candidate from the constituency, adding that no one had even heard of him. Meanwhile, a Congress spokesperson said, “We will sit down and talk with party workers. We understand their concerns but there is not much that can be done.” Malkajgiri, with 3,79,894 voters, is an important constituency, as it borders the Secunderabad Cantonment area. The Mahakutami consists of the Congress, TJS, the Telugu Desam Party (TDP) and the Communist Party of India (CPI) and reached a consensus on seat sharing on Thursday night. Rs 60 cr unaccounted income unearthed from TRS MP Srinivasa Reddy’s firm: I-T Dept

While the Khammam MP has denied any wrongdoing, PTI has reported that his brother, the company’s Managing Partner, has admitted that the amount was unaccounted for.
The Income Tax Department has claimed that it had unearthed Rs 60 crore of unaccounted income from Raghava Construction group, which is associated with TRS MP from Khammam, Ponguleti Srinivasa Reddy. The Income Tax department carried out a search at Srinivasa’s residence and offices at 16 places including Hyderabad, Ongole, Khammam, Guntur and Vijayawada on September 18, which continued for four days, according to reports. The officials said the department has found tax evasion by the firm on at least three counts by allegedly processing ‘bogus sale bills’ and letting of ‘sub-contracts to purported fictitious accounts.’ Both Srinivasa’s wife and son are the directors of the company, while Reddy’s brother Prasad Reddy is the company’s Managing Partner. While the MP has denied any wrongdoing, his brother had reportedly recorded a statement and admitted that the amount was unaccounted for, according to PTI. Srinivasa Reddy told TOI, “All our income are tax paid. The documents seized by the I-T department are still under examination and if it finds any inaccuracies, we are ready to pay taxes as applicable.” Contrary to his claim, a senior official reportedly told PTI, "The undisclosed income detected in this case is for various assessment years and the firm has assured it will soon pay the due tax." Reddy was elected as the MP from the YSRCP in 2014 but later joined the Telangana Rashtra Samithi, claiming that YSRCP was anti-Telangana. Srinivasa played an important role in gathering a large number of people for the TRS’ ‘Pragati Nivedana Sabha’, held at the outskirts of Hyderabad before the Telangana Assembly was dissolved. In fact, he had personally flagged off 20,000 farmers from Khammam, who made their way to the meeting.   Srinivasa also enjoys influence in the Singareni Collieries region and was one among many, who campaigned for the TRS-affiliated workers union, Telangana Boggu Ghani Karmika Sangham (TBGKS), along with Nizamabad MP K Kavitha. The mines in the Singareni Collieries region are spread over several districts, employ thousands of local residents. In October last year, after days of campaigning, the TBGKS retained its hold in the largest public sector company in the state, winning nine out of 11 divisions in the elections.   

'I perform to entertain, not to satisfy creative urges': Playwright Mohammad Ali Baig

“It’s a rare honour to be invited by Oxford University to perform a play written by you and co-authored by your wife. For the Qadir Ali Baig Theatre Foundation, it’s an absolute honour to perform on a stage where renowned professionals like the Shakespeare Theatre Company and Globe Theatre have held workshops and plays,” says Mohammad Ali Baig, the first Indian playwright-actor-director to be invited to perform at the university. “I believe it’s a feather in the cap for Hyderabad to take its local theatre to global venues,” he adds. Referred to as the ‘Master of Revival’ and ‘Sultan of Epics’ by Indian media and ‘Global Face of Indian Theatre’ by the international press, Mohammad Ali Baig is the son of the late theatre legend Qadir Ali Baig. The highest paid theatre actor in the country, he is also the youngest Padma Shri recipient in the field. The Qadir Ali Baig Theatre Foundation will be performing the play Dilon-ka-Shehzada, a play on the founder of the city of Hyderabad, at Oxford from November 16-18. “Dilon-ka-Shehzada is based on the love story of Mohammad Quli Qutub Shah, it’s a play that I have contemporised to suit the taste of modern audiences. It’s co-written by my wife. I have attempted to contemporise history and heritage through this play,” Baig says. He will also be showcasing Under the Oak Tree, a play based on his childhood recollections of being born into theatre, the burden of his father’s legacy, his foray into the world of advertisement and eventual return to stage. Mohammad Ali Baig When asked what makes theatre relevant in the era of Netflix and YouTube, Baig says that it’s a myth that plays aren’t as entertaining as mainstream commercial sources of entertainment. He asserts that the onus of reviving theatre lies solely on the shoulders of theatre artists. “A lot of professionalism and vibrancy has to come into theatre performances. When I perform at Golconda or Chowmahalla Palace, around 1,200-1,500 people belonging to almost four generations turn up. I perform to entertain audiences and not to satisfy my own creative urges. You can’t be presenting things that are over the top, are not relevant and put off the audience in the name of freedom of expression. This is the reason why even the handful of theatre audiences are diminishing. Without audience, there is no theatre,” Baig says. While cinema and theatre have an equal number of talented actors, theatre is fading from the entertainment scene despite the gamut of talent it possesses. “Rock music has a niche audience, Jazz has a niche audience and even Bollywood too. Bollywood is the cheapest available form of recreation for people. It’s the stars and cricketers that have the maximum following. If plays have a mix of aesthetics of content, presentation of techniques, there is no reason for people to shy away from theatre. It is an evolved taste. It is definitely not an alternative to cinema or cricket. Theatre is theatre. Period,” Baig opines. Baig further says that the artists of this generation need to contemporise theatre because classics, while they hold their own significance, may not interest the audience anymore. “Imagine Sunil Gavaskar in the field with his white flannels or Indian pace bowlers with their paunche in today's times of IPL and fitness freakiness. Time changes… drastically. You cannot stick to the classics of the 90s and ask your audience to enjoy the same just because you cannot bear to think beyond the playwright. Playwrights need to contemporise. Playwrights need to see the need of the hour but shouldn’t produce trash in the name of modern theatre. You need to have the gall of converting art into commerce. Going commercial isn’t a sin,” Baig explains. Quli and Bhagmati could be Rahul and Priyanka in Delhi or they could be Harry and Julie in London. What makes the play relevant is its universality,” Baig says. Baig has been enacting this slice from history even as there has been a heated debate in the state on renaming Hyderabad to Bhagmati. Bhagmati is said to have converted to Islam after marrying Quli Qutub Shah, after which she took the name of Hyder Mahal. Having collaborated with French and Polish theatre stalwarts and having been exposed to Israeli and Turkish theatre, Baig laments that in India theatre has never been considered a profession. “The Indian education system gives very little other than depression and insecurity. We have engineers who drive Ola and Uber today. Theatre is considered a part-time profession in India. If you have the same conviction towards your profession as that of a bureaucrat, a CA or a doctor, there is no way that you can not make a living out of theatre. I do not do films but I live out of theatre,” Baig says while adding, “We must stop comparing our art forms to the West and relegating plays to school annual days. Newspapers should stop pushing theatre to a single column in their art and culture column. Only then can the theatre scene in this country be revived.”

A gas leak in the kitchen of Hyderabad’s Shah Ghouse restaurant resulted in a fire mishap, leaving 10 injured and one critically injured on Friday. 50-year-old Shantabai was critically injured and sustained with 50% burn injuries. Nine others suffered minor injuries. All ten injured worked in the restaurant kitchen. The injured were rushed to KIMS Hospital, and were later shifted to Apollo DRDO Hospital. “The fire department received the emergency call at 1 PM. It took twenty minutes to put out the fire. This was an accident due to a gas leak from an LPG cylinder and not a cylinder blast,” said Sridhar Reddy, District Fire Officer, Ranga Reddy district. The Gachibowli police have registered a case against the management of Shah Ghouse management under IPC sections 337 (Causing hurt by act endangering life or personal safety of others) and 338 (Causing grievous hurt by act endangering life or personal safety of others). “The incident happened at 12:31 pm, and the people injured were people who were working in the kitchen. There were fewer customers at the restaurant at the time of the accident as it is a Friday, and most customers arrive only after the Friday namaaz prayers. The few customers who were present ran out when they heard the blast,” said G Ramesh, inspector, Gachibowli Police station. Shah Ghouse is a popular restaurant known for its biriyani and haleem dishes. In 2016, an MBA student sent a false WhatsApp message against the restaurant that they used dog meat. He was later arrested. In 2017, the restaurant was also fined Rs 10,000 by the Legal Metrology Department for charging more than the Maximum Retail Price (MRP) for a soft drink.

Calling it injustice, Congress ticket aspirants allege that the powerful political leaders from Osmania University are being "suppressed", in the very Telangana that they fought for.

Dissent is brewing within the Telangana unit of the Congress. This, as a section of student leaders from Osmania University, who were the backbone of the agitation for a separate state, are being left out of the final list being prepared by the Telangana Pradesh Congress Committee (TPCC), due to be released on November 10.   The Congress war room in New Delhi's Akbar Road is witnessing hectic activity as the party gets ready to release its list of candidates who will contest in the upcoming Telangana elections scheduled on December 7.  For the past few days, aspirants have lined up after being summoned by the screening committee, which includes TPCC president N Uttam Kumar Reddy and AICC state in-charge RC Khuntia, who have been participating in day-long consultations to hammer out their final list of candidates.  Injustice to student leaders The Secunderabad Cantonment constituency in the heart of the state's capital is witnessing a unique battle as the dispute within the party has also extended to family. Krishank Manne, a prominent leader of the Osmania University Joint Action Committee (OUJAC) who worked his way to the ranks of TPCC spokesperson after joining the Congress when Telangana was formed, is the main dissident. He is facing off against ex-Union Minister Sarvey Satyanarayana, his own father-in-law.   A senior leader in the Congress, Sarvey Sathyanarayana had bagged the Malkajgiri MP seat in 2009 but has faced two continuous defeats since - once in the 2014 Lok Sabha Elections and again in the Warangal Assembly bye-election held in 2015.  Supporters of Krishank, who was also denied a ticket in 2014, accuse Sathyanarayana of stonewalling the student leader's attempts to get the candidacy. "There are more than a dozen people in Congress who dream of being Chief Minister in Telangana. Everyone knows that. Sarvey Sathyanarayana is the latest addition to the list," a Congress leader remarks on the condition of anonymity.   Both leaders were summoned to the war room earlier this week, but Sathyanarayana allegedly never turned up, despite several senior leaders asking him to forgo the seat, promising an MP seat in return. Despite Sathyanarayana’s no-show, Krishank believes his father-in-law may still get the Congress ticket as he is close to the party High Command.   Speaking to TNM, Krishank says, "OU student leaders are being denied tickets despite the promise made by Rahul Gandhi at his residence in New Delhi and Hyderabad too. It is painful and many of us are upset. If I'm denied a ticket again, what is the guarantee that I'll get one in 2024? I'm also answerable to the voters with whom I've been spending time for all these years." "I will contest as an independent candidate if Congress doesn't change its stand and does not accommodate OU student leaders, as was promised," he added. A second major battle is shaking up the Congress in Jangaon, where Bala Lakshmi, a firebrand OUJAC leader, who was one of the few women leaders to emerge from the movement, is upset after the constituency was reportedly allotted to the Telangana Jana Samithi (TJS) as part of the Mahakutami or grand alliance being forged in the state. Others who are part of the alliance include the Telugu Desam Party (TDP) and Communist Party of India (CPI). Speculation is strong that the TJS would field its party president and another key figure from the movement, Professor Kodandram himself, from the seat. Bala Lakshmi's followers argue that if the alliance wanted to go for someone who was prominent in the movement, then she would qualify as well. "I was from OU and fought during the movement. We even fought for a separate Jangaon district. I'm well qualified for the ticket and we have a strong cadre in the constituency as well. The party talks about bringing in more young candidates, especially women. I tick all the boxes that Rahul Gandhi talks about," Lakshmi tells TNM.  Local party workers sympathetic to Lakshmi's cause also allege that attempts were being made to finalise Kodandaram from the seat, in an attempt to create a divide between two leaders of the movement, as Lakshmi's contender within the Congress is Ponnala Lakshmaiah. While Lakshmaiah is an ex-state minister, he suffered a big blow in 2014, losing the Jangaon seat although he was the then TPCC chief. Sensing trouble, senior leaders like Koppula Raju have also taken note and are working to douse the flames."I'm also a leader of the movement. I worked on the ground and Kodandaram may have been the brains, but he could have been fielded anywhere," Lakshmi argues. Having been denied a ticket in 2014, Lakshmi warns that she is also willing to contest as an independent candidate if the need arises. "It is complete injustice. An attempt is being made as part of a political ploy, where the powerful political leaders from OU are being suppressed, so that they don't have a voice to question things in the very Telangana that they fought for," she says.  Critics point out that the TRS has done a far better job while offering seats of power to student leaders who were part of the movement. While Balka Suman has already almost completed a term as an MP, he has been nominated as the TRS' MLA candidate for Chennur, replacing a 3-time sitting legislator. Even those leaders who lost were given posts in corporations and other organisations. "It is difficult because leaders get politically shaken. We work for five years on the ground, interacting with people and when we don't receive a ticket, we are almost lost about our future plan. There is no guarantee that we will get one in the next five years either," a student leader from the Congress who was associated with the movement states.   Congress takes stock Durgam Bhaskar, another prominent leader and an aspirant for the Bellampalli (SC) seat, was the latest leader to be summoned to the war room on Friday afternoon. However, it is being widely speculated that the constituency may be one out of the three seats being offered to the CPI in the alliance.  "KCR or Kodandaram didn't fight the movement alone. We were the backbone of the movement. We were the ones who worked without food or sleep, mobilising people around the clock. We are assuring party leaders that if they give us a seat, we will ensure that we emerge victorious," Bhaskar says.   Congress leaders have taken stock of the situation and are reiterating to student leaders that the seats have not been finalised yet, even asking some not to approach the media. "We have taken note of the dissent. Their complaints are understandable and deliberations are ongoing. We have asked them to repose their faith in the party," a senior Congress leader in the know, said."We are still hopeful and we are hoping that the Congress stands by Rahul Gandhi's promise of granting tickets to student leaders from the Telangana agitation," Bhaskar adds.

The Election Commission on Friday sent a notice to caretaker Irrigation Minister T Harish Rao for using ‘harsh language’ during his election campaign. The complaint was filed by Vanteru Pratap Reddy, the Congress’ likely candidate from Gajwel, who is fighting against Harish’s uncle and caretaker Chief Minister K Chandrasekhar Rao. Harish has been asked to give an explanation regarding the incident, which has been documented on video, within two days.   Speaking to media, Telangana Chief Electoral Officer, Rajat Kumar said that the campaign had turned aggressive with many political leaders using strong and harsh language. He stated that in the past 4 days, they had received 8 complaints which were serious in nature.    “We received a complaint against Harish Rao from Pratap Reddy after seeing the documented evidence, we have issued notice to Harish Rao, seeking an explanation. The counter complaints were also made,” Rajat said. While he did not disclose the specific complaint made by Pratap against Harish, 4 days back the latter had made a controversial remark about ‘cutting off’ TDP senior leader Revuri Prakash Reddy for alleging that Harish wanted to join the Congress.   “Criticism of other political parties, when made, shall be confined to their policies and programme, past record and work. Parties and candidates shall refrain from criticism of all aspects of private life, not connected with the public activities of the leaders or workers of other parties. Criticism of other parties or their workers based on unverified allegations or distortion shall be avoided,” reads the Model Code of Conduct (MCC).   Making an appeal to political leaders, Rajat asked them to abide by the Model Code of Conduct guidelines and not use harsh language. Detailing the punishment for violating the MCC, Rajat said that offenders could be booked with criminal cases. Speaking about the law and order situation, he added that they have recorded three cases of poll-related violence in which 16 people were injured. He further revealed that the EC has bound over 89,384 cases and booked another 14,730 cases under the Code of Criminal Procedure (crpc). Rajat also said that they have marked over 10,000 polling booths as ‘critical’—booths which are highly sensitive and notorious for malpractice.

In the wake of the killing of a CPI candidate allegedly by Maoists in poll-bound Chhattisgarh, Telangana Chief Electoral Officer of Telangana, Rajat Kumar has said that they are keeping an ‘active watch’ in the state. “We are vigilant and actively watching the activities of Maoists after the Sukma incident,” he said. He further added that they have identified over 10,000 ‘critical’ polling booths among the 32,574 stations.   In Sukma on Thursday, Kalmu Dhruva, a CPI candidate who was contesting from Konta constituency was lynched to death allegedly by the Maoists for defying the poll-boycott call. Two weeks ago, tension prevailed in Telangana’s Bhupalapally district after Maoists allegedly erected banners and distributed pamphlets in Upedu Veerapuram village in Venkatapuram mandal asking the villagers to boycott the elections. Creating further panic, a dummy wired with a detonator was also left at the scene. The banner, undersigned by the outlawed CPI(Maoist) party, read, "Boycott the upcoming elections and fight for Telangana. All parties are thieves. Kick out the ruling Telangana Rashtra Samithi (TRS) party which is coming and asking for votes." Both Chhattisgarh and Telangana are heading to the polls in November and December respectively. While the polling date for Telangana is December 7, Chhattisgarh will go to polls on November 20. The date for the 18 allegedly Maoist-hit constituencies of Bastar, Kanker, Sukma, Bijapur is November 12. Meanwhile, talking about the law and order preparedness in the state, the state Chief Electoral Officer said that the situation is largely under control. He said that there were three poll-related violent incidents so far in which 16 people were injured. He also said that 15,950 persons were arrested for violating the MCC. According to EC, they have appointed 10 IPS officers as police observers in the state, who would monitor all the activities relating to force deployment, law and order situation and co-ordinate between civil and police administration. Cash and liquor seizure The EC noted that they have seized Rs 64. 35 crore so far and liquor worth Rs 5.16 crore. The officials have also closed down 1,677 belt shops and seized gold and silver weighing 3.541 kg and 67.934 kg respectively.

The polling agency, Centre for Voting Opinion & Trends in Election Research, or CVoter, has predicted that the Congress-TDP alliance will defeat the ruling Telangana Rashtra Samithi (TRS) in the upcoming election in Telangana, scheduled for December 7. The survey, which has been conducted since August for ABP News and Republic TV, predicted that the TRS would only win a dismal 42 seats, while the Mahakutami or grand alliance which includes the Telangana Jana Samithi (TJS) and CPI besides the Congress and TDP, would bag 64. It also predicted that the BJP would win 4 seats, while the others would win 9, out of the 119-member Legislative Assembly up for grabs. According to CVoter, the Mahakutami is expected to grab around 33.9 percent of the vote share, compared to 29.4 percent given to the TRS. However, present caretaker Chief Minister K Chandrasekhar Rao continues to be the top contender for his post. While 42.9 percent of those polled said that KCR was their preferred CM candidate, Congress leader K Jana Reddy got 22.6% of the votes. Revanth Reddy, a firebrand leader who defected from the TDP to the Congress earlier this year, also received 7.20 percent of the votes, while 27.30 percent were undecided. Also, as per Section 126(1)(b) of the Representation of the People Act, 1951, displaying any election matter "including results of any opinion poll or any other poll survey" in any electronic media would be prohibited during the period of "48 hours ending with the hour fixed for conclusion of poll in each of the phases," the Commission said in a release."The Election Commission of India, in exercise of the powers under sub-section(1) of Section 126A of the Representation of the People Act, 1951 notified the period between 7 a m on November 12, 2018 and 5.30 p m on December 7, 2018 as the period during which conducting any exit poll and publishing or publicizing the result of exit poll by means of the print or electronic media or in any other manner shall be prohibited in the ongoing general elections," the order said. While polling in Chhattisgarh is scheduled in two phases on November 12 and November 20, Madhya Pradesh and Mizoram would vote on November 28. Traffic set to ease in Hyd’s Hitec City as Mindspace Junction flyover opens to public

The Mindspace Junction flyover, which will facilitate traffic flow from the end of Inorbit mall towards IKEA has been officially opened to the public. The 830-metre long, four-lane flyover has been constructed at a cost of Rs 48.06 crore and was completed in 16 months. This flyover is expected to bring much relief at the Mindspace area, which witnesses heavy traffic on a daily basis. In fact, Greater Hyderabad Municipal Corporation (GHMC), in a survey conducted earlier, stated that around 14,400 vehicles passed the stretch every hour and the number of vehicles was expected to shoot up to 31,356 every hour by the year 2035. According to GHMC, this flyover will ensure conflict-free movement of vehicles for traffic coming from Inorbit Mall side towards Radisson Hotel and vice versa. The Mindspace Junction Flyover is part of the larger project, which included the construction of Multi level, Grade Separators at Four Junctions: Biodiversity Junction, Mind Space Junction, Ayyappa Society, Rajiv Gandhi Statue Junction. This further included widening and strengthening of existing at grade road at Mindspace Junction in Hyderabad under the Engineering, Procurement and Construction (EPC) model. A bi-directional six-lane underpass from Biodiversity Park towards the direction of Cyber Tower and vice versa, was inaugurated by caretaker IT and MAUD Minister KT Rama Rao in April this year. This underpass, which has a total length of 365 metres was built at a cost of Rs 25.78 crore. The total cost of the project, which also included construction of service roads, utility ducts and drains, costed Rs 108.59 crore as against an estimate of 379 crore. According to a statement from GHMC, the project was completed as on November 2, 2018. R Sreedhar, Chief Engineer, GHMC said in a statement that the flyover project was to be completed in two years but has been completed in 16 months. Arvind Kumar, Principal Secretary, MA&UD, M. Dana Kishore, Commissioner, GHMC and senior officials and heads of the Departments were present at the inauguration.

After the Telangana Congress failed to release their list of candidates for the upcoming Telangana elections on Saturday, their ally, the Telangana Jana Samithi (TJS) issued an ultimatum to the Congress, to release the list within two days or the party will walk out of Mahakutami, the grand alliance. The ultimatum was set by TJS party president M Kodandaram late Saturday in an interaction with media persons after his meeting with TDP, CPI and Congress leaders. Kodandaram blamed the Congress for the delay in the release of the candidate lists that has impacted the campaigning efforts of alliance parties. The TJS party founder pointed out that there was no “road map” for seat-sharing, common manifesto and campaign strategy between the alliance parties. “We have been maintaining patience and are part of Prajakutami only to ensure that the grand alliance is formed to defeat the KCR family rule. We hope seat-sharing and roadmap for the grand alliance will be finalised in a day or two,” Kodandaram told the Times of India. “If not, Congress can go alone with TTDP for the December 7 polls,” he added. Kodandaram stated that his party would be contesting elections under its symbol of ‘matchbox’ and not under the Congress symbol of ‘hand’. However, the party had earlier expressed interest to contest the elections under a common election symbol for the Mahakutami, they had even approached the Telangana Election Commission seeking information on the same. Kodandaram said that his party wanted to contest in those 39 seats where the Congress had no chance of winning. They identified these seats after conducting a survey of the assembly segments. “It is only with the objective of defeating KCR-led family rule in Telangana that TJS agreed to accept even eight seats. But now, we insist that seats of our choice should be given to us,” said Kodandaram, who told media persons that the Congress has agreed to give Bellampalli, Aswaraopet, Medak, Dubbaka and Siddipet assembly seats to TJS. The party is also asking for tickets to contest from Miryalguda, Chennur, Ramagundam and Station Ghanpur assembly constituencies.

Cab driver to contest Telangana polls, promises to take action against Ola, Uber

Mukkawar Sunil, the president of Telangana Cabs Association, is planning to contest the Assembly elections from the Quthbullapur constituency as an independent candidate.
The anger of cab drivers against cab aggregators, Uber and Ola, is understandable – cab drivers claim that they don’t make as much money as the aggregator giants promised and feel ‘cheated’. However, these aggregators could face some competition in the market if independent candidate Mukkawar Sunil is elected. Sunil, who is the president of Telangana Cabs Association, is planning to contest the upcoming Telangana Assembly Elections from Quthbullapur constituency in Hyderabad and has promised to develop a state-owned cab aggregator to go up against Ola and Uber, which would give the drivers their promised fare of Rs 18 per km. “In the last three years, we organized several protests against Ola and Uber which yielded no results. Even after representations to the government, they paid no heed to our concerns. Hence, I decided to join politics and become their representative,” he says, speaking to TNM. He further adds, “If I am elected, I will pitch for the government to develop the state government’s own app which would give the drivers Rs 18 per km, which is in accordance with the RTA rules.” Sunil says that they have documented the deaths of 30 cab drivers, who couldn’t repay their loans. “Among the 60-70 deaths, we have recorded deaths of 30 drivers who have left a suicide note about their financial crisis which was because of the promises made by Ola and Uber.” According to Sunil, Ola and Uber promised them that they would make Rs 1 lakh per month, but in reality, they are not even able to make Rs 15,000 by the end of the month. “There is a lot of anger against these cab aggregators, but no one comes to protest. That doesn’t mean that they don’t want to express their outrage; they don’t protest because then they will lose that day’s earnings. Drivers are caught in debt, they have taken loans and have bought cars after Ola and Uber assured that would make enough money to repay their loans. However, they are overworking to meet their ends,” Sunil claims. Sunil has received the support of several taxi unions for his election. Learning about it, the Telangana Rashtra Samithi leaders including Malkajgiri MP Ch Malla Reddy assured him that they will resolve their problems within 10 days. However, the taxi drivers have stated that they don’t trust the sitting MLAs anymore and Sunil has decided to contest against TRS candidate and sitting MLA, KP Vivekanand. “I have the support of the taxi drivers. They trust me that I would be their representative if I become an MLA. All these years, the TRS-led government ignored us, now suddenly they have come forward to help us, but we are done with being fooled. Besides, the issues of drivers, I would also work for my constituency which is facing the problem of pollution.”  

Name-calling, jibes: Political discourse in poll-bound Telangana hits new lows

Name-calling and jibes at opponents are becoming commonplace in Telangana in the run-up to the elections. The incidents were brought to the notice of the Election Commission, forcing it to issue notices to the politicians. On Friday, Chief Electoral Officer Rajat Kumar issued notices to TRS’s Harish Rao, Congress’ A Revanth Reddy and V Pratap Reddy and TDP’s Revuri Prakash Reddy of TDP after going through evidence and complaints which alleged that the used foul language and made personal remarks. The EC has asked the leaders to give an explanation for their 'objectionable' remarks within two days, and urged the leaders of the political parties to abide by the Model Code of Conduct (MCC). The barbs are becoming more objectionable, especially with leaders making these remarks at public gatherings. In turn, these videos are going viral on social media platforms, and is trickling down to local WhatsApp groups, where cadres of the parties follow their leaders’ example. The statements The row began with Congress leader Vonteru Prathap Reddy claimed during a campaign meeting in Gajwel that Harish Rao is in touch with him. Prathap, the candidate the Congress is fielding against caretaker Chief Minister K Chandrashekar Rao, alleged at a campaign gathering that there are rifts in the top rung of the TRS, which also consists of members of KCR’s family. Claiming that Harish Rao called him from an unknown number, Prathap said that this is what Harish Rao told him: “Even after working hard for the party for 14 years, after the state was formed, everything is being given to my brother in law (KT Rama Rao, caretaker IT Minister and KCR’s son). Prathap, defeat my uncle, and I will work with you. In case you need financial assistance, I'm ready to provide it.” This statement quickly garnered attention and gave rise to speculations of rifts in the family of the TRS patriarch. Telangana-Telugu Desam Party (T-TDP) leader Revuri Prakash Reddy said that Harish Rao has worked hard in the hope that he will be the KCR’s successor, and despite that, he is being cornered. The TDP and Congress are both part of the Mahakutami. While stating that Harish is behind the victories of KCR, Prakash Reddy said, “If there was no Harish Rao, KCR would have got buried in the political timeline a long time ago. I won’t comment on whether what Prathap said is true or false, but given the circumstances, it is no wonder.” In response to their jibes, Harish Rao accused them of involving in “cheap tricks”. He alleged that the TDP and Congress are scared of the TRS, and are making “comments which are directionless" in order to deceive. Harish Rao further termed the campaign against him as a “Goebbels campaign”, referring to Adolf’s Hitler’s propaganda minister Joseph Goebbels. “As a last-ditch effort, they are resorting to cheap tricks. If such mindless talks are continued like this, we will cut off your tongue, let me warn you," Harish Rao said. Congress working President Revanth Reddy, known for objectionable remarks against KCR and his family, commented on the allegations made by Prathap Reddy. He also took a dig at KCR. KCR, KTR and Harish Rao have reportedly been referring to the chief ministerial candidate of the Mahakutami as a “sealed cover CM” -- one that has been decided by the higher-ups of the party and one who will listen to them. Taking a dig at this, Revanth said, “If Mahakutami candidate is 'sealed cover CM', isn't it better than your cheap liquor CM?,” calling KCR an alcoholic. He went on to add that KCR knows about the tricks up Harish Rao’s sleeve, which is why he won’t believe him. "Harish Rao can't prove his loyalty even if he walks on fire. KCR will not believe. Even if Harish beheads himself and gives to KCR, he would say that it is a watermelon, as he (KCR) knows how you have cheated all the people who have believed you. He knows what all you have done clearly,” Revanth said. He further added that Harish is attacking the Mahakutami just to make KCR believe him. In October, soon after launching his campaign, KCR, while addressing a gathering in Wanaparthy district, reportedly used demeaning and informal language while referring to former Minister and senior Congresswoman DK Aruna, triggering criticism from opposition parties. However, he is reportedly not the only one to do so.  Use of body language While the language and foul remarks by politicians may violate the Model Code of Conduct (MCC), several Cultural and Language studies critics are opining that the trend is antithetical to democratic principles. Author, cultural critic and Kendriya Yuva Sahithya Awardee Pasunuri Ravinder, speaking to TNM said that the language and the choice of the words chosen by any politician will reflect their ideology. Observing the current trend, he said, "The present political campaign/speeches are nothing but the leaders wish to succeed in the feudal culture they represent. They're thinking that anything that they speak will gain currency. Their language while addressing gatherings is also very akin to demeaning vulnerable sections of society like women, Dalits and other communities.”

YSRCP not to contest in Telangana elections, Pawan Kalyan still undecided

The YSRCP has stated that they are focusing on the Andhra Pradesh 2019 elections.
While the Pawan Kalyan-led Jana Sena Party is undecided about contesting in the Telangana Elections, the YSRCP has officially announced that they are not contesting in the December 7 polls, choosing instead to focus on the Andhra Pradesh Assembly Elections in 2019. The YSRCP stated that they will contest in the 2024 Telangana Elections after strengthening their cadre. In the 2014 united Andhra elections, the YSRCP had three MLAs in Telangana—Thati Venkateswarulu from Aswaraopeta, Payam Venkateswarulu from Pinapaka and Banoth, Madan Lal from Wyra. However, all these MLAs later defected to the TRS party. Even Khammam MP, Ponguleti Srinivasa Reddy who had contested on a YSRCP ticket later joined the TRS party, accusing YSRCP chief Jaganmohan Reddy of betraying Telangana. Following the state bifurcation, YS Jaganmohan Reddy, president of YSRCP, has been only focusing on Andhra Pradesh. In a bid to oust the ruling Chandrababu Naidu in the 2019 elections, he is on a 3,000 km padayatra.  However, Chandrababu Naidu’s TDP has chosen to contest in the Telangana polls. The TDP which is part of the grand alliance of Congress, TJS and CPI will be contesting from 14 seats. Though the announcement hasn’t been made officially, the party leaders have confirmed to media that they have been given 14 seats by the Congress. Interestingly, Pawan Kalyan who had toured Telangana a few months ago, had in October announced to the media that he would field contestants in 24 constituencies for the Telangana Elections. However, as the leader is busy with his campaign in Andhra Pradesh it is unlikely that his party will contest. Recently, when Pawan was questioned by reporters in Vijayawada, whether his party would contest in the Telangana elections, he reportedly said that they would take a call on it in another 2-3 days. Meanwhile, Andhra Pradesh Leader of Opposition, YS Jaganmohan Reddy who had taken a 17-day break from his padayatra, following an attack by a person working at a coffee shop in the Vizag airport, will resume his tour on Monday from Vizianagaram. Elections in Telangana will be held on December 7 and the results will be announced on December 11.
